Q & A Page 1 For Information Only
Sewage Lagoon Rehab, Garrison Dam, ND
Site Visit: Questions & Answers
1. Is there access with off road trucks east of the lagoon to the borrow pit? Yes.
Borrow material may be hauled along the north side of the airport. Sheet G-101, G102 and Specification section 01 12 00 address the haulroad construction.
2. Will the Game and Fish accept sludge on their land south of the borrow pit?
Contractors shall contact Dan Halstaed at the ND Game and Fish Riverdale Office.
3. Will there be horizontal coordinates provided for Benchmark 94-1 as given on page G-101? Horizontal coordinates are provided on drawing G-101 in the map portion of the sheet and Note 1 states the coordinate system for horizontal control.
4. Bench Mark 2 (as shown on page VF 103) are Coordinates provided true State Plane or a modified Local System/is elevation NAVD 88 or Local Datum?
Benchmark 2 is a temporary benchmark set for control to conduct the lagoon topographic survey. The vertical control is in the local project datum and horizontal control is ND State Plane (NAD 83, south zone). Benchmark 2 consists of a 2-foot rebar and shall be verified with Benchmark 1 prior to conducting project surveying.
5. How will payment be made if the “sludge” material overruns? The payment for sludge is included in the excavation bid item on the bid schedule. Bid schedule was revised.
6. Will files be provided for GPS equipment? Microstation cadd and dtm files will be provided to the contractor for generating files for GPS equipment.
7. What requirements/certifications must the Safety and Health Officer have? The SSHO training, experience, and qualifications shall be as required by EM 385-1-1 dated November 30, 2014 paragraph 01.A.17 as stated in Specification Section 01 35 26, Part 1.5.1.1.
8. What is the depth of the splash pads? Splash pad is an additional piece of liner welded to the new liner. Additional detail was added on Sheet C-501.
9. Will water for dust control and compaction be provided by owner? If so, where would this be located? A water hydrant is located at the Corps of Engineers Outside Maintenance shop that can be used to provide water for dust control and compaction.

10. Are there any weight restrictions on the proposed haul roads? The Corps of Engineers follows the NDDOT load restrictions by legal weight on area roads. Damage to access roads are the responsibility of the contractor as stated in Specification Section 01 12 00, Part 1.7.1.
11. Can fence be removed for access to lagoons and replaced at the end of the project?
Fence can be removed and re-installed at the end of the project at no additional cost to the government.
12. What are the requirements for the Quality Control person? Can this be the testing firm? The CQC System Manager must meet the requirements set forth in Specification Section 01 45 00, Part 3.4 and complete the course entitled “Construction Quality Management For Contractors” after contract award. This course is being offered on March 29, 2016 at the Grand Hotel in Minot, ND. Contact Tom Keel at 701-727-6127 to register.
13. We would like to propose a haul road that would run parallel of the air landing strip on the north side and meet in with the gravel road. This would result in large cost savings for the owner. See answer to question #1.
14. Can we get a list of land owners that may allow application of the “sludge”? A list of landowners is attached. It is the responsibility of the contractor to contact them. The Corps has not contacted any landowners about this project.
15. Will you circulate a copy of the pre-bid sign in sheet? A copy will be included as an attachment to the amendment of the solicitation.
16. The sludge analysis provided in the specifications is adequate for landfill disposal but does not confirm that the sludge meets land application standards. Have you confirmed that the sludge meets either Class B or Class A land application standards as described in 40 CFR Part 503 - STANDARDS FOR THE USE OR DISPOSAL OF SEWAGE SLUDGE? For bidding purposes assume the sludge meets all land application standards. The contractor is required to perform additional testing to confirm this.
17. The fenced lagoon area does not have an apparent work area for sludge dewatering operations. Will the sludge removal contractor be allowed to position dewatering equipment somewhere outside the fenced lagoon area? Yes, dewatering equipment can be positioned outside the fenced area within the spoil area.

18. Will the sludge removal contractor be allowed to return filtrate water back to the operational lagoon? The contractor is allowed to return filtrate water back to the operational lagoon cell. The contractor is not allowed to return surface water from precipitation events contained within the sludge dewatering area back into the operational lagoon cell.
19. Is there any water source (potable or non-potable) within close proximity of the lagoon? See answer to question #9.
20. Have any local land owners been approached about receiving the sludge for use on their crops? If so, could you provide a list of those contacts? See answer to question #14.
21. Can you provide an estimation for when the Notice to Proceed to be released? 30 days after bid opening date.
