Solicitation No. W9128F-16-B-0002 Outlet Gate Valve Replacement
Bowman-Haley Dam, North Dakota Pre-Bid Site Visit Questions and Answers
27 January 2016
Questions and Answers:
1. Question --- Will providing a new cathodic protection system for two knife gate valves require divers to install?
Answer --- Specification Section 26 42 13.00 20 specifies that the contractor design and provide a galvanic anode cathodic protection system for the new vertical slide gate and two existing knife gate valve assemblies. The contractor can design and provide a cathodic protection system that minimizes underwater work so long at the requirements of specification Section 26 42 13.00 20 are met.
2. Question --- Can electrical outlet located in dry well be used by the contractor?
Answer --- The contractor may use the electrical outlet located in the dry well as specified in subsection 1.10 of specification Section 01 30 00.24. It is the contractor responsibility to determine the suitability of this power source and make repairs as needed.
3. Question --- Does the Government have historic lake water levels to provide?
Answer --- See attached document for water levels measured during year 2015.
4. Question --- Is the estimated construction cost for the project between $150,000 and $250,000?
Answer --- Yes, as stated in the Federal Business Opportunities website.
5. Question --- Is the contract time changed from 150 days to 240 days?
Answer --- Yes, Amendment no. 0001 effective 21 January 2016 changed the contract time to 240 days.
6. Question --- Does the new gate valve need to be manufactured by Red Valve Company, Inc?
Answer --- The new gate valve is not specified by a specific manufacturer. The new gate valve is specified to meet the performance requirements of specification Section 33 11 00.
7. Question --- Can the new slide gate be manufactured of stainless steel?
Answer --- The new vertical slide gate material is specified as cast-iron to meet the Government’s cathodic protection objectives. After the contract is awarded, the contractor may propose a variation as specified in subsection 1.8 of specification Section 01 33 00 for Government evaluation.
8. Question --- Can lift supports be bolted into the existing outlet structure concrete for removing existing and installing a new vertical slide gate and gate valve?
Answer --- Yes, if the contractor can provide the Government with shop drawings and calculations prepared by a licensed professional structural engineer showing that the proposed lift supports will not damage the existing outlet structure.
9. Question --- Does a minimum flow rate need to be provided through the low flow pipe system to the downstream outlet during construction?
Answer --- As specified in General Notes no. 8 on drawing sheet C-001, the contractor may shut off water flow through the low flow pipe system to complete their project work by closing the two existing knife gate valves. However, the Government expects the contractor to minimize the time that water flow through the low flow pipe system is shut off so that the receiving stream downstream of the dam can receive water.
10. Question --- Do the existing knife gate valves form a watertight fit when closed?
Answer --- As stated in Background Notes no. 4 on drawing sheet C-001, when closed the knife gate valves do not form a watertight fit.
11. Question --- Can water accumulating in the wet well be pumped back into the reservoir?
Answer --- Yes, water accumulated in the wet well from dewatering operations can be pumped back into the reservoir so long as it is not contaminated from contractor operations.
