Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Can you confirm if 15KV, 133% insulation level, MV-105 rated cable is adequate for refeeding the
GSU Transformers considering they are on a high resistance grounded system?
Background: Both IEEE and NEC recommend the use of 173% cable insulation thickness ground fault on a high-resistance grounded system will remain for more than 1 hour. Since manufactures don't generally make 173% insulation MV cables, it is likely to recommend a 100% rated cable that is a higher voltage class (i.e. a 25KV, 100% insulation rated cable meets the 173% or 260mils insulation thickness requirement of a typical 15KV 173% rated cable)(see IEEE 141-1993 Chapter 7 "Grounding"
Section 7.2 "System Grounding" and NEC 310.104(E).)
It is also worth noting that the existing MV cables feeding the generators is rated at 20KV.

(Attachment: Okonite_Tech_27_-_Cable_Insulation_Thickness.pdf) On: Jan 25 2021.
Government Response. . The generator lead cables extending from the 15kV switchgear to the respective GSU transformers are required to have a voltage rating of 15,000V with an insulation level of 133 percent per section 26 05 13.00 26 paragraph 2.2.4.1. Plant controls https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicFileDownload&strApp=&strPrevCob=BicPublicReportAll&strShown=Okonite_Tech_27_-_Cable_Insulation_Thickness.pdf&intView=1 will not allow a faulted section to be energized for over 1 hour, thus the requirements of

9028868 Electronic Schedule
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The 75 individual items/task limitation for Factor 2, schedule, is grossly inadequate. A schedule for a project of this size which adequately shows the project from design to completion would require hundreds of tasks, even at bid stage. We request the task limitation be removed or adjusted to 10 11x17 pages.
On: Jan 26 2021.
Government Response. . The Gantt chart required for Factor 2 does not need to include every anticipated activity for the work; requirements for the schedule are listed in the
Submission Requirement. The Factor 2 Gantt chart schedule page limitation has been adjusted to no more than four 11"x17" pages. On: Feb 05 2021
9028870 Electrical Sub-Factor 1.4
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The 3 page limitation for Sub-Factor 1.4 is grossly inadequate. This requires manufacturer information, factory quality control, plans for removal, installation, testing and commissioning, catalog data and discussions on risks, constraints, etc. The catalog data sheets alone would require more than three pages. We request the page limitation be removed or adjusted to 20 pages.
Government Response. . The page limit of Sub-Factor 1.4 has been adjusted to ten pages, not including any catalog data. On: Feb 05 2021
9028872 Electrical Sub-Factor 1.3
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The 6 page limitation for Sub-Factor 1.3 is grossly inadequate. This item requires drawings for multiple pieces of equipment, layout drawings, connection drawings, one-line diagrams, catalog data, and design tests for the switchgear and bus. Also required are plans for removal, installation, testing and commissioning, discussions on risks, constraints, etc. The catalog data sheets alone would require more than 6 pages. We request the page limitation be removed or adjusted to 50 pages.
Government Response. . The page limit of Sub-Factor 1.3 has been adjusted to ten pages, not including any drawings, catalog data, or design tests. On: Feb 05 2021
9028874 Electrical Adequate schedule
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Adequate schedule allowances for government proposal review, contract award, design, submittals, and procurement, will not be completed before the first outage window of 15 September 2021. The spring outage window of 2022 is achievable for the first unit, from 15 March – 15 June. The second unit during the fall of 2022, 15 September – 15 December. Total contract time must be adjusted accordingly, February of 2023, for closeout documentation.
Government Response. . Per clause 52.211-10 the Contractor is required to complete the entire work ready for use not later than 820 calendar days after receipt of Notice to Proceed.
Based on anticipated date of Notice to Proceed, completion of all work is not required before
April 2023. Section 01 14 00.00 46 has been amended to clarify details on coordinating unit outages. On: Feb 25 2021
9028875 Electrical Paragraph
1.3.1 Section 01 14 00.00 46
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Section 01 14 00.00 46, Paragraph 1.3.1 restricts onsite work to four days per week, Monday through
Thursday. To complete all work required for each unit in a three month widow, at least five days per week will be required, sometimes six. We request this requirement be changed to 6 days per week, Monday through Saturday.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The specifications include two Sections 31 00 00.00 26 for Earthwork. Which should be used?
Government Response. . Sections 31 00 00.00 28 and 31 05 19.16 26 were errantly included in the solicitation documents and have been removed. On: Feb 05 2021
9028880 Electrical Commissioning Section 26 08 01.00 26
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Section 26 08 01.00 26 outlines the requirements for commissioning. It is understood that the contractor will test all new equipment and cabling installed. However, it is unclear who is responsible for testing how the new system functions within the existing system. This would include development and testing of relays and development and implementation of a functional test checklist for the entire system during commissioning. Will the government complete all relay programming/testing and provide a functional checklist for commissioning?
Government Response. . Section 26 08 01.00 26 paragraph 3.4 details Contractor involvement in Government-led commissioning activities. As indicated on the contract drawings, the Government will complete all relay programming. On: Feb 05 2021
9028883 Electrical Interface Wiring
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
We assume that the contractor is to provide interface wiring design between the new equipment and existing. Who is responsible for interfacing wiring design between GFE (exciters, GSU transformers) and existing equipment?
Government Response. . Interfacing wiring design between existing equipment and GFE
(explicitly exciters and GSU transformers) is the responsibility of the Contractor. For exciters refer to section 48 19 26.00 26 paragraphs 1.4.1, 1.4.2, and 3.2.2.1. For GSU transformers refer to section 48 19 23.00 26 paragraphs 1.4 and 1.5. On: Feb 05 2021
9028886 Electrical Hydrophilic Grout
Injection Section 03 64 23.00 26
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Section 03 64 23.00 26 Hydrophilic Grout Injection requires the contractor to complete a cable tunnel inspection report to identify areas that need to be repaired. It also requires the contractor to repair areas identified in the report. The contractor cannot quantify the repair work before completing the inspection. The scope of Grout Injection must be clearly defined and quantifiable. Federal Acquisition
Regulations prohibit placing unknown risks on the contractor.
Government Response. . The total estimated length of crack sealing is expected to be approximately 150 linear feet. Section 03 64 23.00 26 has been amended. On: Feb 05 2021
9028889 Electrical Paragraph
1.4.1 Section 02 82 13.00 10
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Section 02 82 13.00 10, Paragraph 1.4.1 states that wire insulation and switchboards and switchgear internal components may contain asbestos but have not been tested and that the contract includes work around cable tray composed of encapsulated ACM. The scope of Asbestos Abatement must be clearly defined and quantifiable. Federal Acquisition Regulations prohibit placing unknown risks on the contractor.
Government Response. . Section 02 82 13.00 10 paragraph 1.4.1, Pricing Schedule, and
Section 01 22 00.00 10 have been amended. On: Feb 05 2021
9028892 Electrical Paragraph
1.2 Section 02 84 33
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Section 02 84 33 Removal of PCBs, Paragraph 1.2 states that the primary consideration is contaminated gravel in the transformer oil containment basins and that removal, handling, and disposal work shall be considered as incidental to the work under this contract and no separate payment will be made therefore. In order to quote this feature of work the contractor will need to know the level and extent of contamination of the gravel and surrounding area. Is the contractor required to remove all contaminated material or only to the lines/grades required for new foundations? PCB abatement must be clearly defined and quantifiable. Federal Acquisition Regulations prohibit placing unknown risks on the contractor.
On: Jan 26 2021.
Government Response. . The Toxic Substance Control Act (TSCA) defines a Non-PCB transformer as: Any transformer containing less than 50 ppm PCB.
Attached are PCB test results for Norfork transformers from 1986 and 2012.
The 1986 tests are for all Norfork transformers and oil circuit breakers (removed in 1988[4]
& 1995 [5]). Transformer 1B contained 6 ppm PCB and the other 6 samples contained 4 ppm or less.
The 2012 tests are for transformer 2C which is the source of potential contamination referenced in RFI 9028892. Of the nine PCB types tested, 8 were below the detection threshhold
(2.0 ppm). One PCB was detectable (PCB 1260) at 2.6 ppm.
When Norfork transformer oil addition has been required, it has been PCB free new oil.
The oil containment system and oil-water separator were installed circa 1990, after the 1986 tests. The sources of contamination for this system were tested as non-PCB.
The gravel of concern in RFI 9028892 is beneath and adjacent to transformer 2C, which was retested as non-PCB in 2012.
The reference tests provide evidence the gravel of concern in RFI 9028892 is not contaminated.
In reply to the question in RFI 9028892 (Is the contractor required to remove all contaminated material or only to the lines/grades required for new foundations?):
The contractor is required to remove all contaminated material.
Testing data provided in amendment. On: Feb 05 2021

Section 48 70 01.00 26 NERC
COMPLIANCE FOR
HYDROGENERATORS
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Regards to the NERC compliance testing are you able to confirm if the units are identical, meaning the following information is the same?
1. Generator MVA nameplate rating
2. Units are rated at less that 350MVA each
3. Each unit has the same AVR, PSS and governor control systems
Based on our review this is our assumption, in which case standard procedure is that the testing only needs to be performed on one unit needs to be tested and data applied to both units. Can you confirm that this meets that USACE requirements for model validation?
On: Jan 27 2021.
Government Response. . The entirety of the model validation testing is intended to be performed on each unit, due to currently assumed differences between tuning and performance of some of the equipment (governors, in particular) and the relatively minor increase in scope for other equipment (exciters/PSS/generators in particular). Section 48 70
01.00 26 has been amended to clarify that this testing is to be performed on each unit. On:
Feb 05 2021
9032011 Electrical E-211 and E-212 SECTION 26 13 13.00 26 part 2.2.2 and 2.2.3
Can you confirm if 2000A (continuous current rating, rms) rated breaker would be acceptable for the station service breaker, generator circuit breaker and bus rating of the 15KV switchgear?
4 major equipment manufactures in the US have so far declined to bid the switchgear as shown since they can't make modern day 3000A rated breaker given the height constraints of 80" and the cooling needed for a 3000A switchgear design.
The existing and proposed CTs are shown on the contract drawings call called out at 2000:5A leading us to believe that the gear will not be operated above 2000A. Additionally, the 2000A rating would be capable of supplying over 47.7MVA at 13.8KV (per system) which is greater than the new transformer base rating of 40MVA per system.
Government Response. . A 2000A continuous rating for the generator breakers is not acceptable. 3000A continuous rating breakers are specified and required. Changes to the arrangement and maximum dimensions of the 15kV switchgear are included in Amendment

9037277 Electrical oil water separator
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Is the oil inside the oil water separator PCB contaminated?
Government Response. . The Toxic Substance Control Act (TSCA) defines a Non-PCB transformer as: Any transformer containing less than 50 ppm PCB.
Attached are PCB test results for Norfork transformers from 1986 and 2012.
The 1986 tests are for all Norfork transformers and oil circuit breakers (removed in 1988 [4]
& 1995 [5]). Transformer 1B contained 6 ppm PCB and the other 6 samples contained 4 ppm or less.
The 2012 tests are for transformer 2C which is the primary & probable sole source of potential contamination referenced in RFI 9037277. Of the nine PCB types tested, 8 were below the detection threshhold (2.0 ppm).
The primary indication of the source of oil in the oil-water separator in RFI 9037277 is oil in the containment system beneath and adjacent to transformer 2C, which was retested as non-
PCB
in 2012.
The reference tests provide evidence the oil of concern in RFI 9037277 is not contaminated.
Testing data is provided with amendment. On: Feb 05 2021

9037333 Contracting SF-1442 - Technical
Proposal
There were a few RFIs requesting changes be made to the technical proposal on the Norfolk Dam
Electrical Modernization project (W9127S21R0002). These RFIs are requesting to increase the page limitations for subfactor 1.3, 1.4, and factor 2 (RFI 9028868, 9028870, 9028872) . We are respectfully requesting that the initial requirements for the proposal remain unchanged for this solicitation.
We believe that the original technical proposal format and limitations allow for accurate vetting and comparison of bidder qualifications. Any change to the project technical proposal requirements at this stage of the solicitation would likely detract from the original intent of the proposal of "being prepared simply and economically, providing a straightforward and concise description of capabilities to satisfactorily perform the requirements." We can understand the need for a more detailed schedule
(greater than 75 line items) and fully intend to submit an integrated schedule should we be awarded the project, but making the change at this point would likely cause confusion and delays in evaluating the proposals.
Additionally, we have taken what believe to be the most important details regarding the procurement, installation, planning, and construction of each of the subfactors and made a significant effort towards clearly communicating these in a way that shows we understand the scope, specifications, and requirements of the project while being within the original limitations of the technical proposal.
Kind Regards, Brandon Lackey, PE
Midwest Electrical Construction, Inc.
Government Response. . Page limitations for solicitation section 00 22 16's Factor 1.3, Factor 1.4, and Factor 2 will be expanded. On: Feb 05 2021
9037764 Electrical MV Circuit breaker rating
MV Circuit breaker rating: Please clarify that 3000A breaker rating is required as noted in specifications 26 13 13.00 2.2.2 and 2.2.3. This is being asked because all CT's are shown to be 2000:5
Government Response. . 3000A continuous rating breakers are specified and required. On:

9037768 Electrical E-103
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Drawing E-103 shows max depth to be 86.25". The max depth must be increased to at least 96.25" for the following reasons:
a. Breaker rating of 3000A requires 96.25" depth to meet Metal Clad IEEE requirements IEEE
C37.20.2.
b. Bus designed to meet powerflow diagram on E-211 and E-212 requires use of rear compartment area. This requires the additional depth to maintain required clearances per metal clad switchgear IEEE requirements IEEE C37.20.2.
c. Surge protection caps / arrestors are not drawer mounted in metal clad design as shown on E-211 and
E-212. These are mounted in rear compartment, requiring the additional depth.
Government Response. . Changes to the arrangement and maximum dimensions of the
15kV switchgear are included in Amendment 0004. On: Feb 25 2021

9037774 Electrical E-211 and E-212
In order to make sure there is proper clearance for nonseg bus connections (not interference between generator bus and GSU bus) the layouts as shown on E-211 and E-212 will have to changed . All nonseg bus connections are currently made in rear section of metal clad switchgear per IEEE C37.20.2.
Drawing E-103 shows GSU nonseg bus connected to front of gear and in front of the generator nonseg bus. This layout is not achievable with Metal Clad design requirements of IEEE C37.20.2. We need confirmation that the layout can be modified or direction from the government on how to address the bus conflict.
On: Jan 29 2021.
Government Response. . The original intent shown on E-103, E-211, and E-212 is bus connected to the primary (rear) compartment of the switchgear sections and passing overhead roughly above the center of the sections to match up with the downstream wall penetrations to the cable tunnel. 9028886
Follow-up to 9028886: Response states total estimated length of crack sealing is expected to be approximately 150 linear ft. Amended section 03 64 23.00 26 states both 150 linear feet and 120 linear feet. How many linear feet should be included in the proposal? Will payment be made per foot or lump sum? What CLIN should this work be included under?
Government Response. . The citations of 120 linear feet are incorrect in section 03 64
23.00 26 paragraph 3.2. 120 linear feet is corrected to 150 linear feet in Amendment 0004.
Cable tunnel concrete crack repairs are listed under CLIN 0011 in section 01 22 00.00 10.

9028892
Follow-up to 9028892: Response states contractor is required to remove all contaminated material. The amount of contaminated material cannot be quantified until excavation. The cost per yard to dispose of
3 yards of contaminated material is different than the cost per yard to dispose of 100 yards of contaminated material. We must be given a quantity to base our proposal on so that all bidders include the same.
Government Response. . Section 02 84 33 Removal of PCBs will be updated to remove the requirement for the project based on the previously supplied testing data. On: Feb 25
9065570 Electrical
9036746
Follow-up to 9036746: The geotechnical data provided appears to be intended for the design of the primary dam concrete bearing directly on rock. There were some rock strength values provided.
However, it appears the existing transformer foundations in the switchyard bear on soil (listed as overburden) which is several feet thick above the rock level. We performed preliminary calculations for the bearing pressures of the existing transformer foundations and compared them to the bearing pressures of the anticipated new transformer foundations. The bearing pressures of the proposed system produced significantly greater pressures due to increased system weights. The increased bearing pressures on the existing shallow footings, as shown in the conceptual design in the contract drawings, would likely lead to unacceptable differential movement between the new concrete structure and existing concrete structure. Since the project involves watertight joints at the interface between new and existing concrete, differential movement potential needs to be limited to a small level. The only feasible solution to limit the movement potential of the new foundations is to install deep foundations into rock. Deep foundation options include conventional piers or micropiers. The foundation designer needs geotechnical data (provided by the Government) for the soil above the rock layers and the rock itself. This information is essential prior to bid in order for the contractor to estimate the number and type of piers required.
Government Response. . The Government has provided all the geotechnical information on hand. Contract drawings indicate over excavation and removal of existing foundation and use of drilled peers may be required. On: Feb 25 2021
9065576 Electrical Transformer
Shipment
The transformers are too tall to be practically shipped over the road without reducing the height to under 13.5'. We plan to remove the bushings and radiators onsite, but the unit will still be over 16'. Can the bolted 2.5' top section of the transformers be removed at the site? This will only require removal of bolts, no cutting or grinding is required.
Government Response. . Yes, the top section of the existing transformers may be removed onsite. If accomplished in this manner, this detail should be included within the Transformer
Removal Procedure per section 48 19 23.00 26 paragraph 3.1.3. On: Feb 25 2021

9065581 Electrical
9037291
Follow-up to 9037291: Since the existing method of waterproofing over the cable tunnel involved using a flexible liner and that method of waterproofing is proposed to be removed, it may be difficult to ensure watertightness of the cable tunnel without identifying leaks that could allow water infiltration into the cable tunnel during the waterproofing process. Using hydrophilic grout could require future maintenance when cracks grow or develop in the future and application of additional grout will likely be needed if new leaks were detected in the future. Is the Government's intention to waterproof the area over the cable tunnel only by sealing cracks in concrete or does the Government intend to use a waterproof liner or membrane to waterproof the area over the cable tunnel?
Government Response. . The contract package assumes waterproofing the area by sealing any cracks in the concrete. On: Feb 25 2021

9037295
Follow-up to 9037295: Clarification has been provided for the question, but please see the comment to item 9037291.
Government Response. . The contract drawings and specifications do not either prohibit or mandate the use of a flexible waterproof liner. The contract drawings are conceptual and the design must be developed by the Contractor and approved by the Government. Ultimately, the containment area must be fully waterproofed to prevent any leakage. On: Feb 25 2021
