Amendment 0002 Summary of Changes

Drawing E-201:

- Available area for the exciter has been changed from 9’6” x 4’6” to 9’6” x 5’6”

- Note 5 has been amended to read “Exciter cubicles shall be segmentable into sections no longer than 7 feet.

Each section shall have the smallest overall footprint length dimension not be greater than 54" (i.e. only one of the footprint dimensions is permitted to be between 54" and 84" while the other dimension must be 54" or less)."

o This is due to access and maneuverability limitations.

- The conduit entry point approximate locations for the excitation system have been removed – the entry points for the AC and DC conduit into the excitation system will be in the top of the equipment, and will be submitted for approval as part of the arrangement drawings for this Contract.

Specifications:

- Paragraph 1.1 now reads:

destination two complete digital static excitation systems at the Norfork Powerhouse. All components, wiring, and connections within the excitation systems and the power potential transformers (PPTs) shall be provided. External connections (medium voltage supply to PPTs, wire and cable between PPT and exciter cabinets, DC leads to the slip rings, and all power, control, and communication wiring) are excluded from the supply.”

Removed “and between” between the words “within” and “the excitation systems”.

“All components, wiring, and connections within and between the excitation systems and the power potential transformers (PPTs) shall be provided.”

Added “wire and cable between PPT and exciter cabinets” to list of items excluded in the last sentence.

- Submittal Section SD-08 (Manufacturer’s Instructions):

o A new Submittal is added - “Installation Instructions; G, HDC” with a due date of no less than 30 calendar days prior to delivery.

- Paragraph 2.4.1 now reads:

o “PPTs shall be provided for each unit and be of the three-phase, 60 Hz, self-cooled, ventilated, Vacuum Pressure Impregnated (VPI) dry type, conforming to the applicable requirements of IEEE C57.12.01, with a Basic Insulation Level (BIL) on the high voltage winding of 95 kV. The winding material shall be copper. The PPTs furnished shall also conform to the recommended practice of IEEE C57.110 and shall be designed specifically for supplying a thyristor-controlled rectifier load.

The PPTs shall be of sufficient rating to deliver the required input power to the exciters under all generator operating conditions, with an average winding temperature rise by resistance not to exceed 90°C. Hottest spot winding temperature rise shall not exceed 110°C. For each unit, three suitable relaying accuracy current transformers (CTs) shall be installed on the PPT secondary. The PPTs shall be designed for floor mounting, with secondary connection to the excitation equipment.”

Added “Vacuum Pressure Impregnated (VPI)” and changed the BIL requirement from 110 kV to 95 kV in the first sentence

The BIL rating for the fuse holders shall be 95 kV. The fault current available at the generator terminals is approximately 17 kA, symmetrical. The fuses shall be accessible and easily removed for maintenance purposes.”

Changed BIL requirement from 110 kV to 95 kV.

- Paragraph 2.4.5 now reads:

Removed “as described in paragraph 2.4.7” and added “provided via cable and conduit with entry into the top of the enclosure” in the first sentence.

The PPTs shall be designed for floor mounting, with secondary connection to the excitation equipment as described in paragraph 2.4.7 provided via cable and conduit with entry into the top of the enclosure.

- Paragraph 2.7.11 now reads:

o “Provide Ethernet over copper and Ethernet over fiber-optic ports for external communication with plant distributed control systems. Provide at least one external port allowing communication with the contractor supplied laptop for programming and troubleshooting.”

Removed “serial RS-485 serial” from first sentence.

The specification indicates that all interconnecting wiring and buswork between the Excitation line-up and the PPT shall be furnished. The scope for the Excitation line-up and the PPT is clear. However, if the supply contract shall also include the non-segregated AC bus duct and control wiring (125Vdc, 120Vac, PPT temp and alarm, PPT CTs etc.) we would have to make some assumptions for the non-segregated bus duct related to total length, number of elbows, wall/floor penetrations, fire stops etc as this greatly affects the price. It is also not known if additional steel supporting structure is required other than hangers from the ceiling. Seismic calculations would also need to be included for the bus duct. Please clarify if the government will accept a pricing for the buswork and control connections between the Excitation line-up and the PPT based on an estimated length and routing to be adjusted once actual measurements are available.

Would apparatus (control switches, indicating lights, meters etc.) in the unit control board also be excluded?

Please explain the constraints of the 4'6" cabinet depth for the exciter cabinets. There does seem to be plenty of space for a larger depth, which would allow for different cubicle configurations that may reduce the length, so that more space is freed-up close to the generator. Would it be possible to have an excitation footprint smaller than 70" x 70" ?

There are existing governor oil tanks which have a clearance of roughly 5' to the wall, limiting the ability to move equipment with larger dimensions than this. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. NON-PRICE TECHNICAL FACTOR SUBMISSION REQUIREMENTS:

COVER SHEET & TABLE OF CONTENTS. The offeror’s technical factor submission shall consist of two (2) volumes. A cover sheet identifying the Offeror (name, address, point of contact) and solicitation number shall be provided. The second sheet shall be a table of contents. The submission shall contain a detailed table of contents.

Offers that violate these rules unnecessarily delay the evaluation process and may be rejected by the Government after the initial evaluation without receiving any further consideration. Neither the cover sheet nor the table of contents count toward the page limitations.

TABS. Written materials shall be submitted in standard three ring loose-leaf binders. Offers shall be tabbed and labeled as specified in a manner to afford easy identification from a Table of Contents.

Offerors shall submit their quotes in accordance with the following:

FONT SIZE. Shall not be less than 10 point. Pages will be double-sided and each page shall be identified with the appropriate page number centered at the bottom of the page.

SHEET SIZE. Shall be 8-1/2 inches x 11 inches; however, if drawings, charts, or other graphics are submitted, sheets no larger than 11 inches x 17 inches and folded to 8-1/2 inches x 11 inches shall be used. Sheets that are 11 x 17 inch will be counted as two 8-1/2 inch x 11-inch sheets. All sheets shall be dated and numbered.

NUMBER OF COPIES. Offerors shall submit an original and four (4) hard electronic copies of their non-price quotation (Volume 1) with a matching number of electronic copies; and an original and one (1) hard electronic copy of their price quotation (Volume 2). Electronic format shall be CD/DVD disc.

PAGE LIMIT. The number of pages for Tab B and Tab C submission is limited to 100 20 pages for Subfactor 1.1;

30 pages for Subfactor 1.2; and 18 pages for not including the past performance information.

2. EVALUATION FACTORS, EVALUATION CRITERIA, AND BASIS OF AWARD

FACTOR 1 - TECHNICAL (VOL 1, TAB B)

Sub-factor 1.1: Design and Manufacturing Experience

SUBMISSION REQUIREMENTS:

Offerors shall submit the following for Sub-factor 1.1:

I. Offerors shall submit design and manufacturing experience by providing a minimum of three (3) examples that collectively address each of the elements identified below performed within the past five (5) years.

1) Project examples must be 100% complete (all units commissioned) at the time of submission.

2) Designed and manufactured static excitation systems for hydrogenerators rated at or greater than 20 MVA.

3) Project experience shall include adequate detail such as configuration, dimensions, ratings, and other salient design features to demonstrate the relevancy of the scope of work for comparison to that required in this solicitation.

II. Sub-Contractor Identification:

1) Offerors should clearly identify the firm(s) that will be utilized during performance of the contract or work that will be self-performed. Ensure the submission is clear as to which function the Offeror or subcontractor will be performing. If the prime contractor proposes to use a subcontractor for design and manufacturing, the offeror must submit a signed Letter of Commitment from the subcontractor with the quotation for that subcontractor’s experience to be evaluated.

EVALUATION CRITERIA – Offeror’s quotation will be evaluated to determine the extent to which it:

-Demonstrates the offeror’s design and manufacturing experience working with the hydropower industry and adhering to industry standards for timely results.

-Demonstrates the offeror’s understanding of exciter electrical design and manufacturing.

-Demonstrates the offeror has a formal process in place to uphold quality and safety standards.

-Demonstrates experience working with the proposed subcontractor or joint venture partner.

Sub-factor 1.2: Technical Data and Approach

SUBMISSION REQUIREMENTS:

Offerors shall submit the following for Sub-factor 1.2:

I. Work Plan / Schedule

1) Work plan / Schedule should reflect the planned activities, order of major tasks identified, task dependencies and durations proposed to successfully accomplish the entire project from notice to proceed. Any assumptions made by the offeror shall be clearly illustrated in the quotation. At a minimum, the schedule must include the following:

a. Submittal of design drawings and equipment information, including consideration of time for Government review

b. Manufacturing Facility Inspection

c. Factory Testing

d. Delivery of exciters and ancillary equipment onsite

2) Discuss how work to complete one task may impact or be impacted by work to complete other tasks.

3) Identify any critical assumptions and uncertainties that may impact the completion of work and identify methods to check assumptions and address uncertainties.

4) List any specialty work crews, trades and crafts, or individuals required to complete unique or special tasks.

5) List all critical subcontractors with their respective role and responsibility to complete all major tasks.

II. Technical Data

1) Offerors shall provide documentation showing the exciter continuous current rating, DC field lead ampacity rating, exciter ceiling voltage, and exciter transformer (PPT) kVA and voltage ratings as well as basis/calculations for PPT ratings. Design details shall meet the minimum specification requirements.

2) The Offeror shall provide a drawing showing a plan view of the new equipment arrangement.

This drawing shows dimensions for the new exciter and exciter transformer cabinets, and this new equipment fits within the space limitations indicated in contract drawings.

3) Descriptive literature is required to establish, for the purpose of evaluation and award, details of the excitation system offered that are specified elsewhere in the solicitation and pertain to significant elements. Information not related to the major excitation system to be supplied will not be used for evaluating the offer. Cut-sheets and brochures for the proposed excitation system shall be provided. Where cut-sheets are provided with multiple models, the proposed model number or information shall be circled with all unnecessary models crossed out.

4) Identify redundant components (i.e. redundant bridges, controls etc.) and clearly describe the redundancy approach utilized (i.e. can each redundant controller operate each redundant bridge, etc.).

5) Provide information on technical support services which are available for the proposed system.

Included information shall include physical location(s), phone number(s), and hours of availability.

III. Sub-Contractor Identification:

Offerors should clearly identify the firm(s) that will be utilized during performance of the contract or work that will be self-performed. Ensure the submission is clear as to which function the Offeror or subcontractor will be performing. If the prime contractor proposes to use a subcontractor for the fabrication, the offeror must submit a signed Letter of Commitment from the subcontractor with the quotation for that subcontractor’s experience to be evaluated.

EVALUATION CRITERIA – Offeror’s quotation will be evaluated to determine the extent to which it:

-Demonstrate the ability to perform a work plan and schedule for excitation systems installation above 20 MVA.

-Demonstrates the offeror’s understanding of exciter electrical ratings, equipment arrangement, descriptive literature, redundancy, and technical support services for of excitation systems.

-Demonstrates experience working with the proposed subcontractor or joint venture partner.

FACTOR 2 – PAST PERFORMANCE (VOL 1, TAB C)

SUBMISSION REQUIREMENT: Page Limit – Eighteen (18) Pages. Submit completed Past Performance Questionnaires (Form PPQ-O) (Attachment A) from at least three (3) customers demonstrating past performance completed within the past five (5) years. The Government will use the information to determine the Offeror’s probability of successfully performing the scope of work described in this solicitation.

NOTE: Teaming arrangements and Joint Ventures. Provide a copy of the teaming/joint venture agreement. Offerors may submit experience of an affiliated entity where that affiliated entity has made a firm commitment to participate meaningfully in the performance of the contract. If required, JV approval must be obtained in accordance with Small Business Administration policy.

EVALUATION CRITERIA:

There are two aspects to the past performance evaluation. The first is to evaluate the Offerors past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Common aspects of relevancy include similarity of service in scope and price. The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts.

1. Past Performance Relevancy Ratings (Adjectival) -- Past performance analysis provides insight into an Offerors probability of successfully completing the solicitation requirements based on the Offerors performance record on similar contract efforts.

SUBMISSION REQUIREMENT: Submit the required Price Schedule

EVALUATION CRITERIA: The Government will perform a price analysis after completion of technical evaluations. Price analysis will be performed in accordance with FAR 15.404-1, to determine completeness, reasonableness, and understanding of the work. The evaluation will determine the adequacy of the offer in fulfilling the requirements of the solicitation. Completeness addresses the extent to which the elements of the price quote are consistent with the requirements of the RFP. Reasonableness will be established using historical price information, price competition information, the IGE, and any other pricing tools necessary. A clear audit trail must be evident as to the conversion of costs to the coefficients to accomplish the tasks described herein. Price will not be rated, but will be a factor in making the final best value determination for award.
