Solicitation number: W9127P-18-Q-#### is hereby issued as a Request for Quote (RFQ).
This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular
2005-96, Dated 06 Nov 2017 and the Defense Federal Acquisition Regulation Supplement
(DFARS) change notice 20160326. It is the contractor's responsibility to become familiar with applicable clauses and provisions. This acquisition is under North American Industry
Classification Standards (NAICS) code 326299.
This is a set aside for small business.
The Government intends to award a contract to a qualified vendor deemed responsive in accordance with the Federal Acquisition Regulation (FAR) Part 12, whose quote conforms to all of the RFQ's requirements and is judged to represent the Best Value to the Government in accordance with the evaluation scheme set forth in this RFQ. This office will consider any late quotes or any late revisions of quotes as non-responsive.
ln no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed
Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the
Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting
Officer with the legal authority to bind the Government.
Government POC: Government POC will be provided at time of award. Any changes must be coordinated through the government POC and approved in writing by the Contracting Officer.
The date, time and request for quote offers are due by 21 September 2018 at 3:00 P.M. eastern time.

Program Certificate.
Basic. As prescribed in 225.1101(9) and (9)(i), use the following provision:
BUY AMERICAN—FREE TRADE AGREEMENTS—BALANCE OF PAYMENTS
PROGRAM CERTIFICATE—BASIC (NOV 2014)
(a) Definitions. “Bahrainian end product,” “commercially available off-the-shelf (COTS) item,”
“component,” “domestic end product,” “Free Trade Agreement country,” “Free Trade
Agreement country end product,” “foreign end product,” “Moroccan end product,” “Panamanian end product,” “Peruvian end product,” “qualifying country end product,” and “United States,” as used in this provision, have the meanings given in the Buy American—Free Trade
Agreements—Balance of Payments Program—Basic clause of this solicitation.
(b) Evaluation. The Government—
(1) Will evaluate offers in accordance with the policies and procedures of Part 225 of the
Defense Federal Acquisition Regulation Supplement; and
(2) For line items subject to the Buy American—Free Trade Agreements—Balance of Payments
Program—Basic clause of this solicitation, will evaluate offers of qualifying country end products or Free Trade Agreement country end products other than Bahrainian end products, Moroccan end products, Panamanian end products, or Peruvian end products without regard to the restrictions of the Buy American or the Balance of Payments Program.
(c) Certifications and identification of country of origin.
(1) For all line items subject to the Buy American—Free Trade Agreements—Balance of
Payments Program—Basic clause of this solicitation, the offeror certifies that—
(i) Each end product, except the end products listed in paragraph (c)(2) of this provision, is a domestic end product; and
(ii) Components of unknown origin are considered to have been mined, produced, or manufactured outside the United States or a qualifying country.
(2) The offeror shall identify all end products that are not domestic end products.
(i) The offeror certifies that the following supplies are qualifying country (except Australian or
Canadian) end products:

(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide
Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and
Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the Central Contractor Registration at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training
Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data
Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).
Vendors shall submit a combo Invoice. Units of measure and CLIN verbiage shall match the contract or the invoice will be rejected. Do NOT mark Fast Pay.
Vendors shall submit a 2-in-1 Invoice. Units of measure and CLIN verbiage shall match the contract, or the price of the services being invoiced, or the invoice will be rejected. Do NOT mark Fast Pay.
(2) Inspection/acceptance location. The Contractor shall select the following inspection/acceptance location(s) in WAWF, as specified by the contracting officer.

(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request. If your invoice in WAWF does not match the items and unit of measure as stated in the contract, the invoice may be rejected.
(5) The vendor shall supply a tracking number for shipment. If no tracking system is used, then the vendor shall provide a ship date and an estimated arrival date. If the items are shipping through the consolidation point in Norfolk VA, the Contracting Officer will supply shipping labels marked especially for the Virgin
Islands National Guard for delivery to the DLA distribution point that shall be attached to the contract and shall be affixed to each pallet or box. The vendor shall provide the Contracting Officer with a Proof of
Delivery to Norfolk that clearly shows a DLA receiving representative signature.
(6) WAWF email notifications. The Contractor shall enter the e-mail address identified below in the “Send
Additional Email Notifications” field of WAWF once a document is submitted in the system.
Failure to include email address will delay payment. The Government is not responsible for delays caused by improper submission and notification in WAWF.
