QUALITY ASSURANCE SURVEILLANCE
QUALITY ASSURANCE SURVEILLANCE PLAN
(QASP)
1. PURPOSE
This Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the stated contract. The QASP explains the following:
What will be monitored How monitoring will take place Who will conduct the monitoring How monitoring efforts and results will be documented.
This QASP does not detail how the contractor accomplishes the work. Rather, the QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair and consistent in evaluating performance.
This QASP is a “living document” and the Government may review and revise it on a regular basis.
However, the Government shall coordinate changes with the contractor. Copies of the QASP and revisions shall be provided to the contractor and Government officials implementing surveillance activities.
2. GOVERNMENT ROLES AND RESPONSIBILITIES
The following personnel shall oversee and coordinate surveillance activities.
a. The Contracting Officer (KO) – The KO shall ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United States in the contractual relationship. The KO shall also assure that the contractor receives impartial, fair and equitable treatment under this contract. The KO is ultimately responsible for the final determination of the adequacy of the contractor’s performance.
Organization: U. S. Army Corps of Engineers, Mobile District, Mobile AL.
b. Contracting Officer’s Technical Representative (COTR) - The COTR is responsible for technical administration of the contract and shall assure proper Government surveillance of the Contractor’s performance. The COTR shall keep a quality assurance file. The COTR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf.
Organization: U. S. Army Corps of Engineers, Mobile District, Mobile AL.
Other Key Personnel: If applicable.
3. METHODOLOGIES TO BE USED TO MONITOR THE CONTRACTOR’S
PERFORMANCE
Even though the Government will be monitoring the contractor’s performance on a continuing basis, the type of tasks performed by the contractor makes technical inspections of every task and step impractical.
Accordingly, USACE will use the Surveillance Activities Table of each task as the basis for monitoring the contractor’s performance under this contract. The features of work to be evaluated, and the frequency of inspections, will be identified by the COTR, provided to the Contracting Officer, and discussed with the contractor. This form will be forwarded to the Contracting Officer for inclusion in the contract file.
The list below provides an overview of the tasks to be specified in each order.
252.201-7000 CONTRACTING OFFICER'S REPRESENTATIVE (DEC 1991)
(a) "Definition. Contracting officer's representative" means an individual designated in accordance with subsection 201.602-2 of the Defense Federal Acquisition Regulation Supplement and authorized in writing by the contracting officer to perform specific technical or administrative functions.
(b) If the Contracting Officer designates a contracting officer's representative (COR), the Contractor will receive a copy of the written designation. It will specify the extent of the COR's authority to act on behalf of the contracting officer. The COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract.
(End of clause)
The following have been deleted:
52.204-18 Commercial and Government Entity Code Maintenance JUL 2015 52.217-8 Option To Extend Services NOV 1999
