JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ORGANIZATION: The contracting organization responsible for this action is the 120 th
Base Contracting Office, 2800 Airport Ave B, Great Falls, MT 59404-5570.
II. REFERENCES: 10. U.S.C. 2304 (c)(1) – Only one responsible source and no other supplies or services will satisfy agency requirements.
III. DESCRIPTION OF ACTION: The contractual action is a Sole Source Firm-Fixed Price Contract to purchase one (1) 17’ Boom Hoist.
IV. DESCRIPTION OF SUPPLIES/SERVICES: Manual Hydraulic System (Retrofit), part number
29-20-R, used on the Omni Arm NSN: 4920-01-490-0708 for C-130 aircraft. This accessory is used to modify the Omni Arm to be operated manually and removes the requirement for a pneumatic air source. 17’ Boom Hoist, part number 27-C130, used on the Omni Arm NSN: 4920-
01-490-0708 for C-130 aircraft. This accessory is used to modify the government owned Omni
Arm to remove and install flight control surfaces from C-130 aircraft. It is more conducive to indoor (hangar) maintenance operations and eliminated the need for an overhead crane while removing the hazards associated with operation of an internal combustion engine within the hangar.
V. ESTIMATED VALUE OF ITEMS REQUIRED: 17’ Boom Hoist -
VI. DEMONSTRATION OF PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS: This is a specialized accessory for the Omni Arm which is solely manufactured by D-Check Developments and is used on the C-130 aircraft. D-Check Developments is the only manufacturer of this item. D-
Check Developments is a woman owned small business.
VII. EFFORTS TO OBTAIN COMPETITION: We have researched FEDLOG, GSA Advantage, the internet, and all supply systems available. We have also contacted other bases and agencies and have found no other supplier that can provide this accessory. A solicitation was posted on the
FedBizOpps and only one response was received. The one response was from D-Check
Developments.
VIII. FAIR AND REASONABLE COST: The Contracting Officer will determine the prices to be fair and reasonable following the procedures identified in FAR 13.106-3(a)(2).
IX. COMPARABLE ITEMS EVALUATED: This is a highly specialized type of equipment and D-
Check Developments is the only contractor the Air Force has approved to provide this equipment/service for use on the C-130 aircraft.
X. MARKET SURVEY: A search via the World Wide Web was accomplished and did not reveal any vendors that could meet this requirement. A lengthy and comprehensive search of supply sources, internet listings, GSA Advantage, and calls to other bases have all ended with no other sources. All equipment is built by D-Check Developments; this is a proprietary accessory and is only supplied by
D-Check Developments.
XI. OTHER FACTS: N/A
XII. STATEMENT OF ACTIONS TAKEN TO OVERCOME BARRIERS TO COMPETITION:
Multiple phone calls have been made to other organizations across the Air Force and countless hours of research have resulted in the determination that the only way to satisfy our requirement is to purchase this accessory directly from D-Check Developments.
XIII. CONTRACTING OFFICER’S CERTIFICATION: The Contracting Officer’s signature on the
Justification Review Document represents certification that the justification is accurate and complete to the best of his/her knowledge.
XIV. TECHNICAL REQUIREMENTS/PERSONNEL CERTIFICATION: The using activity has certified that the technical requirements are complete and accurate.
