Describe why the authority cited above is appropriate for this acquisition:

The annual hardware maintenance and support from Spirent Federal Systems is required in case of hardware failure on the GSS8000 Global Positioning (GPS) L1/L2 Simulator System. The hardware maintenance and support of the GSS8000 is required for the Missile Defense Agency (MDA) Targets simulation GPS requirements. Spirent Federal Systems, Inc. is the only provider of the GSS8000 hardware maintenance and support.

Contractor’s unique qualifications (i.e., unique skills, data, equipment, processes) and evidence that such are essential to meet the government’s requirement: the basis for attributing qualifications to the contractor, why no other contractor has or can be made to have the essential qualifications to meet the government’s requirement or specified delivery date, and provide a statement why no other type of hardware or service can satisfy the government’s need.)
