This requirement will be acquired via new firm fixed price contract utilizing RDTE funds.

3. DESCRIPTION OF SUPPLIES/SERVICES – Software and hardware upgrades to Demand Assigned Multiple Access (DAMA) Orderwire Channel Controller Trainer/Simulator (DOCCT/S) and one (1) year of sustainment support will be acquired. The total estimated value of this action is .

4. AUTHORITY CITED – The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. REASON FOR AUTHORITY CITED –The DOCCT/S is required to support the Aviation Mission Equipment Software Integration Lab (AME SIL) Project at the Software Engineering Directorate (SED). If upgrades are not performed, communication interoperability (CI) testing will be restricted to (2) channels or modes of operation. Further, additional channels are required to meet AME SIL CI requirements. The requested upgrades, support, and hardware are mission critical and will ensure that CI testing at the SED AME SIL is not adversely impacted by a restricted mode of operation due to inadequate testing channels. ViaSat, Inc., 6155 El Camino, Carlsbad, CA 92009, is the only source with the capability to provide the required software and hardware upgrades and sustainment support, as they are the sole provider of the software and hardware.

6. EFFORTS TO OBTAIN COMPETITION – While these products are only available from ViaSat, Inc., products/capabilities are continually identified and investigated by the SED to acquire state-of-the art tools and hardware. Investigations and review of the market, as well as close coordination with AMRDEC, will continue.
