PART I

1. On Page 40/40, the Place and Period of Performance state: FY19- HAAF, GA- 23 JUL 18- 02 AUG 18 (1x 5-Day Course will be scheduled during this time period), 05-16 NOV 18 (1x 5-Day Course will be scheduled during this time period), 18-22 MAR 19, 22-26 APR 19. Courses will be coordinated NLT 30 days prior to execution pending contractor availability.

NOTE: Option years have been removed from the Performance Work Statement.

2. QUESTION - if the responses are due 7/2 and a review/selection/award notification/kick-off meeting to occur after this date, how is the awardee to have the time needed to "develop and produce training strategies, doctrine, capabilities, analysis, instruction, and products for the current and future force in accordance with the terms and conditions of the contract. Period of Performance: 23 JUL 2018 - 02 AUG 2018 (Item 0001 on pg 3/40)" in this timeframe?

ANSWER: If vendor does not already have this stuff created then I would assess that they are not technically acceptable. They cannot currently fulfill the requirement.

3. QUESTION - Are all of the courses to be taught in the listed periods to be the "Level 1 - Introduction Course" described on pg 35/40?

ANSWER: Courses type will be finalized NLT 30 Days prior to execution.

4. QUESTION - What is the development deadline for each of the requested courses listed on pgs 35/40 - 38/40?

ANSWER: Development deadline is due with bid submission.

5. QUESTION - Is there a current course developed that is to be taught while the above are being developed?

ANSWER: The courses outlined will be what is instructed.

6. QUESTION - Are the TTP (Tactics, Techniques, and Procedures) being developed to be a separate document from the training courses or inclusive of the training material?

ANSWER: Contractor will provide the course outlines.

PART II

WRT the evaluation criteria stated below:

(i) technical capability of the item offered to meet the Government requirement;

7. QUESTION - Are the courses to be provided with the submission of the RFQ response to be evaluated in determining the awardee?

ANSWER: Yes the courses the contractor plans will be used to make a technical evaluation.

8. QUESTION - What is the intended duration of each of the courses being developed?

ANSWER: All courses should be planned for 5-Days.

9. QUESTION - What is the government looking for to be included in the Past Performance (PP) product?

ANSWER: Evidence of running similar courses with other SOF units. References would be appreciated.

10. QUESTION - If there a specific format to be used for the PP?

ANSWER: Date of performance, course description, unit trained, and POC of reference.

11. QUESTION - How recent does the PP need to be?

ANSWER: If the PP is not within the last 2 years then we will have questions about how you will verify that you can still conduct this training.

12. QUESTION - Will PP Questionnaire's need to be sent to our referenced customers?

ANSWER: We will ask for references.

13. QUESTION - How many students are you planning on having in each class?

ANSWER: 15-18

PART III

16. QUESTION – Are the POIs to be developed by the contractor or are they provided by the unit to be trained? POIs were not listed under page 38 Government Furnished Equipment.

ANSWER: POIs are to developed by the contractor.

17. QUESTION - Are resumes for instructors required, if so which ones are considered Key Pax?

ANSWER: The main instructor and any assistant instructor.

18. QUESTION - What is the instructor to student ratio, ie total number of instructors required per Level 1 – Indoctrination Course; Level 1 – Low-Signature Operator Course; Level 2 – Assistant Instructor Course;

Level 2 – Senior Instructor Course; Level 2 – Master Instructor Course; and Level 2 – Instructor Recertification Course?

ANSWER: One instructor is required. More is optional.

19. QUESTION - What are the hours per duty day?

ANSWER: 0900-1700 HRS

20. QUESTION - Page count limitations for Technical Capability and Past Performance?

ANSWER: No limit.

21. QUESTION - The respective periods of performance IAW the RFQ ITEM NO 0001 thru 0005 total 31 days, plus 1 day for ECMRA data input. However, this is in conflict with what is listed on page 40 Place and Period of Performance which only lists 2 x 5-day courses.

ANSWER: I don’t really understand this question.

22. QUESTION - Are additional days required to indoctrinate instructors to the training site?

ANSWER: Instructors are allowed to visit if necessary. Instructors need to be ready to teach on Day 1 of the course starting at 0900. Any costs necessary for the contractor to do this need to be included in their bid.

PERFORMANCE WORK STATEMENT

1st BATTALION, 75th RANGER REGIMENT – Individual Force Protection Training

Background:

1st Battalion, 75th Ranger Regiment (1/75) frequently places Rangers in High-Risk Environments (HRE) where the use of Individual Force Protection Training (IFPT) might have to be utilized in the event of a weapons system malfunction or failure. The training focus and subject matter will support military operations that require a direct-action and low-profile individual force protection capability to be conducted in austere, semi-permissive and non-permissive operational environments. The emphasis of this training is placed on increasing the tactical efficiencies and combat lethality within the extreme close quarter space.

Specific Tasks and Objectives:

The primary scope of this training is placed on the up-close, fast moving realities of extreme close quarter conflict involving one or more armed or unarmed motivated attackers within the MOUT and varying operational environments. The contractor shall be able to provide a full spectrum program for IFPT training including indoctrination, pre-deployment, assistant instructor, senior instructor, and master instructor development.

Scope:

1. Deliver a full spectrum of armed and unarmed TTP’s and countermeasures with an end state that emphasizes threat neutralization and immediate conflict resolution within the extreme close quarter space.

2. Conduct specialized courses of instruction and validate the requirements to maintain and ensure exceptional tactical proficiency, experience and operational readiness.

3. Implement a progressive multi-phase training path with the emphasis placed on operational efficiency and internal sustainment at the organizational levels.

4. Increase the survivability and mission success of every Ranger trained.

Deliverables:

The Contractor shall be capable of providing various levels of IFPT training to include: indoctrination course, low-signature operator course, assistant instructor course, senior instructor course, master instructor, and instructor recertification courses. The contractor shall meet the POI specifications for each course as listed below. Level 1 course will accommodate 15-18 Rangers and will cover a 3-5 day period depending on course selection. Level 2 courses are for instructor certification and will be additional training for Rangers that have completed Level 1. Level 2 courses will occur in conjunction with Level 1 courses and will include 4-6 Rangers that will receive additional training to be certified as IFPT instructors.

1. Level 1- Indoctrination Course

Overview: A physically and mentally intensive POI that compresses 6-8 months of training into 5 days and does not need to be MOS or mission specific at this time. The indoctrination course will expose the Ranger to the combat-effectiveness of individual force protection training and its capabilities, as they successfully apply to a full spectrum of mission profiles.

Scope: The IFPT program of instruction (POI) will encompass the following training modules, which include, but are not limited to:

• The seamless integration of hyper-violent empty hand, edged weapon and extreme close quarter gun fighting tactics.

• React to and dominate various threats inside and outside of vehicles, building interiors and exteriors as well as open spaces.

• Apprehension avoidance/counter abduction measures that interface and directly apply to the Ranger Escape and Evasion (EPA)

• Opposition-based scenarios that incorporate high volumes of fire utilizing SIMS and UTM marking cartridges and mobile targets are implemented to enhance the armed TTP’s and countermeasures covered within this course.

This POI effectively combines classroom and physical skills with efficient, mission-based, force on force training exercises that closely replicate the battle space that Rangers may find themselves in within their real world of work.

End State: The result is a clear and concise, easily learned and applied extreme close quarter counter assault system that expands a Ranger’s tactical thought processes and critical skills for survival and mission success.

2. Level 1- Low-Signature Operator Course

Overview: A physically and mentally intensive POI supports military operations that require a low profile individual force protection capability to be conducted in austere, semi-permissive and non-permissive operational environments.

Scope: The IFPT program of instruction (POI) will encompass the following training modules, which include, but are not limited to:

• Learn and apply the seamless integration of hyper-violent empty hand, edged weapon and extreme close quarters gun fighting tactics and counter-weapon measures.

• Learn and demonstrate alternative methods of weapons carry and concealment.

• Develop the skillsets necessary to carry and effectively employ a concealed handgun against multiple threats within hostile operational environments.

• Demonstrate the ability to mitigate escalating threats inside and outside of vehicles, building interiors and exteriors as well as open spaces.

• Demonstrate apprehension and avoidance/counter abduction measures that interface and apply to the sensitive nature of undercover work and the Ranger Escape and Evasion (EPA)

This POI effectively combines classroom and physical skills with efficient, mission-based, force on force training exercises that closely replicate the battle space the Ranger may find themselves in within their real world of work.

End State: The result is a clear and concise, easily learned and applied extreme close quarter counter assault system that expands a Ranger’s tactical thought processes and critical skills for survival and mission success.

3. Level 2- Assistant Instructor Course

Overview: This is a physically and mentally intensive POI that compresses 6-8 months of training into 5 days and does not need to be MOS or mission specific at this time. The indoctrination course will expose the Ranger to the combat-effectiveness of the IFPT System and its capabilities, as they successfully apply to a full spectrum of mission profiles.

Scope: During this phase of the training, we combine the indoctrination course with the addition of 4-6 identified and selected Rangers from a previously conducted IFPT Indoctrination course. These individuals will be added to the existing roster as Assistant Instructors in addition to the 15-18 PAX participating in the Level 1 course.

End State: Individuals are certified based upon meeting or exceeding the performance requirements and standards to become certified IFPT Assistant Instructors. The certified Ranger will then begin teaching the IFPT methods with applied knowledge at the team, squad and platoon levels at the Company level.

• Advance into the Level 2 “Train the Trainer “pipeline. Upon successful completion of this phase of the sustainment cycle, the individual battalion will begin to create its own internal cadre and saturation point of IFPT certified Rangers that will have the capability to conduct and maintain the IFPT training methods and mindset.

4. Level 2- Senior Instructor Course

Overview: During this phase of the training, we combine the Indoctrination Course with the addition of 4-6 identified and selected Rangers from a previously conducted IFPT Indoctrination course and the Assistant Instructor Course. These individuals will be added to the existing roster as Assistant Instructors in addition to the 15-18 PAX participating in the Level 1 course.

Scope: The certified IFPT Assistant Instructor will be vetted based on the IFPT performance standards. Individuals from within this course must able to conduct the Indoctrination Course.

Senior instructors will be able to identify and select Rangers from within this course to advance into the Level 1 Assistant Instructor pipeline for upcoming scheduled Indoctrination Courses.

End State: Individuals are certified based upon meeting or exceeding the performance requirements and standards to become certified IFPT Senior Instructors. The certified Ranger will then begin teaching and overseeing the IFPT methods with applied knowledge at the Company level.

5. Level 2- Master Instructor Course

Overview: During this course the certified Senior Instructor will be vetted and certified based on performance standards to conduct and oversee the Indoctrination Course. Master instructors will be able to identify and select Rangers from within this course to advance into the Level 1 Assistant Instructor pipeline for upcoming scheduled Indoctrination Courses.

Scope: The certified Senior Instructor will be vetted based on the IFPT performance standards. Individuals from within this course must able to conduct the Indoctrination Course.

End State: Internal Sustainment: at the Battalion level. IFPT Master Instructor certified Rangers are trained and certified based upon performance standards to conduct and oversee all facets of the:

• Indoctrination Course

• Level 1 Indoctrination/Assistant Instructor Development Course

• Level 2 Senior Instructor Course

6. Level 2- Instructor Recertification Course

Overview: During this course the Assistant, Senior, and Master level instructors will attend an instructor recertification program.

Scope: The course will cover the basic teaching methods taught in the indoctrination, low signature operator course, pre-deployment, assistant instructor course, senior instructor course, and master instructor course.

End State: The 1/75 IFPT Instructors are certified to continue training Rangers in IFPT methods IOT enable the battalion to effectively engage enemies in HRE scenarios.

Government furnished property (GFE):

Facilities the Government will provide:

One (1) Shoot-house, with interior and exterior capability and with adjacent perimeter and wood line accessibility.

One (1) Classroom, with PowerPoint and audio/visual capability.

One (1) unit issued pistol with Simmunition conversion kit and 3 magazines One (1) unit issued tactical Carbine with simmunition conversion kit or dedicated UTM upper receiver and 3 magazines.

One (1) cleaning rod and weapon lubricant (per student) One (1) unit issued tactical/low-pro/concealed carry for unit provided pistol 750rds 5.56 UTM and 1000rds 9mm UTM or SIMMS per student (TBD By Course

Selection) Four (4) functional NSTB training vehicles that are similar to those used within operational environments. Vehicles utilized need to support high volumes of fire utilizing SIMS and UTM marking cartridges. (TBD by course selection)

Twenty-five mobile Target Stands and 50 E-Type cardboard targets One (1) Notebook (8.5 x 11) and two (2) pencils (per student)

SAFETY GEAR: The Government will provide (per student)

• Ballistic HELMET

• Elbow/knee pads, shooting gloves/boots

• Ear/Eye Pro/Goggles and Simms/paint ball protective mask

• Mouth piece

• IFAK

• Hydration system

Travel and Specifications:

1. The contractor will be responsible for all travel and lodging for contracted personnel.

2. The contracting company will ensure that all rates are IAW the JFTR for Ft. Stewart, GA, lodging, per-diem, flight reservations, travel to and from the training sites, and any other costs.

These arrangements will be included in the overall bid and provided at the contractor’s expense and effort.

a. The contractor will provide transportation, lodging, fuel and maintenance for required personnel to execute the life support requirements.

Additional Security Requirements needed:

Access and general protection policy and procedures. All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall comply with applicable security policies and procedures (provided by the government representative). This includes policies pertaining to the use or prohibition of electronic recorders, devices, cameras, etc. If the Contractor is required to take photographs or videos on a Government Installation, the Contractor must obtain written permission from the Senior Commander. The contractor shall also provide all information required for background checks to meet installation and facility access requirements to be completed by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, USSOCOM, USASOC and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should Force Protection Condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.

Pre-screen applicants using E-Verify Program. The Vendor must pre-screen applicants using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The vendor must ensure that the applicant has two valid forms of government issued identification.

Contractor Management Reporting (CMR):

The Contractor shall report ALL contractor labor hours (including sub-contractor labor hours) required for performance of services provided under this contract for USASOC, via a secure data website collection site. The contractor is required to fill in all required data fields, via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www/ecmra.mil/.
