General Information

1. GENERAL: This is a non-personal services contract for the planning, coordination, and execution of the Interactive Learning activity support during the JROTC Leadership Bowl for the United States Army Cadet Command (USACC). The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Description of Services: The contractor shall provide all personnel, equipment, automated technology, information technology equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary for the planning, coordinating, and conducting of the Interactive Learning Team support for cadets during the Leadership Bowl as defined in this PWS, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: . JROTC Leadership Bowl is a long running leadership symposium providing forums for high performing cadets to study, plan, compete, and collaborate with their cadet peers from across the Army JROTC. This program includes online segments for thousands of cadets as well as a resident segment for teams with the best scores. JROTC Leadership Bowl also affords the opportunity for cadets to interact with notable leaders and guest speakers, while generating opportunities for positive media.

JROTC is a service to our nation, in that it provides Cadets the motivation and skills to improve critical thinking, communicating effectively and pursue meaningful careers.

JROTC has a history for providing academic success for cadets in accordance with CCR 145-2 and promotes new opportunities for cadets with competition. The primary goals of Interactive Learning team concept is to provide another level of learning for competition amongst cadets to promote and develop high-stakes test taking skills and knowledge. Cadets will be assessed by question and answering sessions.

1.3 Objectives: The collection and analysis of lessons learned resulted in the following goals:

1.3.1 Maintain leadership events.

1.3.2 Increase worldwide participation by Army JROTC/NDCC Programs.

1.3.3 Improve the capacity for national level recognition.

1.3.3.1 Provide a forum that quickly fosters rapport and performance and provide pathways to interactive technology.

1.3.3.2 Develop Cadet mentorship and leadership skills.

1.3.3.3 Design learning activities that will contribute to a high-level final project and development of technology interactivity.

1.3.3.4 Establish a legacy mindset for Cadets and cadre.

1.3.3.5 Implement improved automated technology to enhance Cadet learning, efficiency, and connectivity.

1.4 Scope: Provide the government with technical equipment and technical support during the in person national level Leadership Bowl events at Catholic University of America in Washington, DC. This effort is in accordance with and support of the Army’s guidance to increase and enhance technology for Army JROTC co-curricular events (Army People Strategy memorandum, dated 29 June 2020).

1.5 Period of Performance: 14-20 June 2024.

1.6 Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s Quality Control Program (QCP) is the means by which he assures himself that his work complies with the requirement of the contract. QCP is to be delivered to the government; within 30 days after contract award or with the contractors’ proposal if it is an evaluation factor, three copies of a comprehensive written QCP shall be submitted to the Contracting Officer (KO) and Contracting Officer Representative (COR) within 5 working days when changes are made thereafter. After acceptance of the QCP the contractor will receive the KO’s acceptance in writing of any proposed change to his QC system.

1.6.1 Quality Assurance: The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).

This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.2 Recognized Holidays: Contractor is not required to perform services on holidays.

1.6.3 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0900 hours to 1700 hours Monday thru Friday except Federal holidays. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.4 Place of Performance: 620 Michigan Avenue NE, Catholic University of America, Washington, DC classrooms and halls are the place of performance as determined by the Government.

1.6.5 Type of Contract: The government will award a Firm Fixed Priced contract.

1.6.6 Security Requirements: Reserved.

1.6.6.1 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart

42.5. The KO, COR, and other Government personnel, as appropriate, will meet periodically with the contractor to review the contractor's performance. At these meetings the KO will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action will be taken to resolve outstanding issues.

These meetings will be at no additional cost to the government.

1.6.8 Contracting Officer Representative: The COR will be identified by separate letter.

The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the KO and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.9 Key Personnel: The following Interactive Learning team personnel are considered key personnel by the government: Contract Manager and Contract Assistant. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the KO. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 9:00 a.m. to 5:00 p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

PART 2 DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter, administer, and/or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE. An employee of the U.S.

Government appointed by the KO to administer the contract. Such appointment will be in writing and will state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications.

This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the PWS.

2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE SURVEILANCE PLAN. An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of a product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.12. WORKDAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.13. WORK WEEK. Monday through Friday, unless specified otherwise.

2.1.14. CADRE. A JROTC instructor employed to conduct JROTC. Warrant Officers and Officers in rank are typically senior instructors (SAI); Non-Commissioned Officers in rank are typically assistant instructors (AI). The abbreviation may be used in referring to instructors as a group or as individuals.

2.1.15. CIRICULLUM MANGER VERSION III (CMV3), is a technology-based productivity tool used for direct instruction, assessment, evaluation, and management. It promotes active learning with full student engagement and participation. Provided by

USACC.

2.1.16. THINKING MAPS® - Developed by Innovative Learning Group to create a common visual language that promotes integrated thinking and interdisciplinary learning. Eight graphic organizer-like maps are used to teach specific though processes across disciplines and LET levels. Provided by USACC.

2.1.17. WINNING COLORS®- Developed by Stefan Neilson, schools and corporations use this self-assessment tool as a present time, readily understandable behavioral observation indicator. Provided by USACC.

3.4 Equipment: The Government will provide hard-copy and digital versions of all Cadet and instructor materials; multimedia products; JROTC regulations and directives;

Program of Instruction (POI); LB materials. Regulations: Army Regulation 145-2, Junior Reserve Officers’ Training Corps; CCR 145-2, Junior Reserve Officers’ Training Corps.

Cadet and instructor materials as identified in Table 1 upon the award of the contract.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The Contractor shall furnish all personnel, services, transportation, equipment, supplies, materials, data necessary to support the LB, management supervision, and labor required for the performance of this contract, except that specified as government furnished property / equipment in paragraph 3.0., this will include:

4.1.1 Current computer hardware and software programs to execute assigned tasks.

4.1.2 Phone and/or cell phone services to support the mission.

4.1.3 Hardware and software requirements to sufficiently support the in-person events (examples are: computers, printers, projection devices with screens, sound system to support 1,000 audience attendees, etc.).

4.2 Secret Facility Clearance: N/A

4.3. Materials: The Contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this PWS.

4.3.1 Run-times of all competitions and supporting programs

4.3.2 Database structures and documentation of schematics

4.3.3 Hard and soft copies of all instructional materials provided to the units to prepare them for participating in the competitions.

4.3.4 Interactive Learning team provides hands on training and equipment for the work leading to and execution of the live JLAB event.

PART 5 SPECIFIC TASKS

5. Specific Tasks:

5.1. Basic Services: The contractor shall provide technical support to implement and conduct interactive learning to enhance 160 Cadet’s learning experiences. Interactive Learning team provide hands on and digital training for the JLAB event on 16 June 2024. Information Technology support equipment shall include at least three (3) click room testing venues, seventy-five (75) QT2 responders, three (3) personal computers (PCs) with Microsoft Office installed, two (2) interactive whiteboard units, two (2) Clear Touch interactive flat panels with built-in PCs for 160 cadets.

5.2. Detailed Services:

5.2.1. Provide hands-on related activities related to JLAB practical and technical support to implement and conduct interactive learning to enhance Cadet learning experiences.

Interactive Learning team providing hands on training and equipment for the JLAB event.

5.2.2. Provide 2 (two) support instructors for interactive learning for 160 cadets during the period of performance for the JLAB event.

5.2.3. Transport all Information Technology equipment to place of performance.

5.2.4. Provide set-up of required IT equipment and training aids in four (4) classrooms.

5.2.5. Provide all automation equipment, devices, and technical support as prescribed in this PWS to conduct interactive learning.

5.2.6. Ensure all classrooms and training IT equipment are working properly and on hand one day (15 June 2024) prior to interactive classes for cadets.

5.2.7. Coordinate with on-site technicians at training sites to review use of all automation assets for any power sources required.

5.2.10. Provide Real-time Technical Support. This technical support is all in person support during the Leadership Bowl. Provide requested items daily for the duration of the live Leadership Bowl portion of JLAB.

5.2.11. Conduct After Action Review (AAR). The contractor shall conduct an AAR with interactive learning participants prior to departure from the National Level event. The contractor shall provide qualitative and quantitative analysis to target areas to improve and sustain.

5.3 COVID-19 All Government and contract personnel to include all participants in the JLAB competition will adhere to the DOC, and CDC COVID-19 social distancing and masking procedures and guidelines.

6.1. The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures. The guidelines are outlined in AR 145-2 and CCR 145-2 and are available to all units and the public on the USACC JROTC Web Portal. The policies and regulation that apply for this contract and the execution of the tasks associated are Title 10 United States Code, Sections 2031 and 4651; Army Regulation (AR) 145-2, Junior Reserve Officers’ Training Corps Program, Effective Date: 28 April 2023; and Cadet Command Regulation (CCR) 145-2, Junior Reserve Officers’ Training Corps Administration and Operation: date 12 August 2022.
