Q&A RESPONSES
Q01-1) Do you truly want a “Unaltered” team photo given to the schools OR on the one that is printed and given to the school, do you want a typed overlay to frame the photo and maintain the EVENT NAME / SCHOOL NAME / LOCATION and DATE?
A01-1) The requirement is to give each team a printed photo and provide the government with unaltered digital copies. The government does not require any typed overlay on the printed photos.
Q02.) The Photographer shall take ONE team photo for each school prior to the competition start?
Q02-1) Yes, one photo per team.
Q02-1) When and where are team photos to be taken before the competition starts?
A02-1) Teams will have photos taken on the day of competition. It does not have to be prior to starting any lanes.
The proposed photo venue is the PT overhang behind Libbey Hall, Bldg 6573. The overhang has electrical power.
Q02-2) Are you requiring one mass school photo, or one school photo, per school, per team?
A02-2) One photo per team.
Q03-1) Will the contractor have any duties whatsoever tracking/scoring/etc. this event. If they will, please be specific as to what duties?
A03-1) The mystery event is a mandatory event for teams. While it is not scored, teams will have to attempt the event. If a team does not attempt the event, it cannot place in the overall standings, regardless of how well the team performs in all the scored events. The contractor will have to track whether or not a team attempted the mystery event.
Q04-1) Please explain what you wish to happen regarding a website construction and by WHOM would it be run?
Do you want the costs of a website run by the Contractor?.
A04-1) The contractor will provide a registration site for teams. The existing Army JROTC website will host the official Raider Challenge National Competition webpage. This web page will link to the registration site. The registration site needs to contain everything a team needs to register, including Cadet waiver forms.
Q05-1) Is each team 10 participants or 14?
A05-1) Each team must have a minimum of 10 Cadets and no more than 14. Male and female teams must have all team members of the same gender. Mixed teams must have at least 4 females compete on each lane. Mixed teams must also have at least one male compete on each lane.
Q05-2) 200 teams seem unreasonable, can the max amount of participating teams be changed to 164?
A05-2) The USACC staff will recommend a cap of 70 teams per day. This will go to the CG on the 30 June plans update.
Q06-1) Can you specify the hours medical will be available to the cadets? Is it ONLY while the teams are competing? If you have many cadets staying on base, as non- government visitors, would the cadets have access to base medical care or other medical should they become injured after the normal competition day ends?
A06-1) Dedicated ambulances will be available during competition hours. Fort Knox EMS is available 24/7 for after competition hours emergencies. Cadets will not have access to Fort Knox medical care other than what is required to stabilize them for transport to local hospitals.
Q07-1) Will the Government provide access to a wi-fi network in the main scoring area, along with electricity, water and toilet(s)?
A07-1) The contractor must provide an internal network for all computers and peripherals. The USACC G6 will have to determine if the contractor can access the JSOCC Wireless Aruba network.
Q08-1) Geographically, where Is the in-person team registration area near Libbey Hall you are requiring in relation to the space provided by the Government for the Contractor to conduct team scoring for the event(s)?
A08-1)The team registration site will be set-up behind Libbey Hall either in a dedicated tent or the PT overhang approx. 30 yards behind the building. Either location will be a short walk from Libbey Hall.
Q09-1) The Government wants to know where teams are at all times?
A09-1) The intent is to know what teams have completed each lane and what their next event is.
Q10-1) Can you be more specific on exactly what level of “automation” you are seeking within the score tabulation? Automation refers to a way of computing “without human interaction”. Can you detail and confirm what is required.
A10-1) The intent is to have a tracking mechanism for team event completion, team scores and a real-time updated standing of the teams. The contractor will receive team scores from each of the lanes and input those manually into the tracking mechanism. The tracking mechanism will update in real time team standing and at the end of the of the competition, it will show who placed in each event and who placed overall.
Q11-1) Can the vendor bring and park a 35’ camper on post and stay during the duration of the event?
A11-1) The government will allow this. The Army is allowing spectators to bring RVs on to Fort Knox and set up in the parking lots around Libbey Hall and surrounding buildings. USACC can reserve a space close to Libbey Hall for the contractor.
Q12) Who will be responsible for feeding all of the event judges and other support people brought to the competition by the Government? Both the pickup and distribution of food as well as the payment for same?
A12) Event judges and support personnel will be on TDY orders with per diem. There are numerous places on Fort Knox and AAFES will have food trucks available on the days of the event.
Q13) Will the Contractor be required to set-up/organize trophies, provide Master of Ceremony services for opening ceremony and/or the distribution of the trophies during the closing ceremony or provide any support for these functions other than EXACTLY what is in the contract?
A13) The contractor needs to set up the trophies for presentation per the Performance Requirements Ceremony. The Army will provide masters of ceremony for opening and closing ceremonies.
Q14) Who will supply the personnel to physically bring the scoresheets to the scoring headquarters from each event location throughout the day (RUNNERS) Also, the contract must detail that scoresheets may NOT be collected up and brought in sizable batches to be tabulated. Scoresheets must be brough to the scoring room IMMEDIATELY after the completion of the team’s sheet with no more than TWO team sheets in the possession of any runner.
Bunching many together gets the scoring table behind and will delay the readiness for the awards ceremony and can in some cases affect the accuracy of the results.
A14)The intent is to have designated runners bring score sheets to the HQs ASAP. However due to the events taking place in 2 locations, approx. 4 miles apart, this cannot be done immediately.
Q15) The event WILL NOT provide a competition t-shirt to every cadet? Just want to ensure this was not omitted by accident.
A15) Omitted by design due to legal review of providing t-shirts. However, USACC is still researching to see if there is a legal way to provide t-shirts to each competitor.
Q16. The trophies have been detailed in the solicitation, many require 3 post stone bases. Would the Army be willing to use the wood laminate bases if the stone bases cannot be procured?
A16) Yes. If stone bases are not available, wood laminate bases are acceptable.
