Salient Characteristics For

W9124D20Q0063

1. Provide a professional avatar-based virtual online environment that simulates face to face counseling to include the following capabilities:

1.1 Provide one on one, one to many, and classroom instruction with the ability to collaborate and securely share government approved transition documents.

1.2 Provide the capability to move between public and private space for the purpose of simulating the brick and mortar counseling facilities.

1.3 Provide government approved transition resources and/or content via a virtual library environment.

1.4 Provide the capability to securely share government approved transition documents in the virtual environment.

1.5 Provide the ability to limit access to authorized users.

1.6 Provide monthly reporting capability of the number of authorized users, inactivated accounts, and perform account management functions.

1.7 Provide video, voice and chat capability both private and publicly in the virtual environment.

1.8 Ability to share live or streaming audio and video.

1.9 Provide user registration response within 15 minutes.

2. System Requirements:

2.1 Valid (current) Networthiness Certification through the Army on file in accordance with AR 25-1, paragraph 6-8. Networthiness Certification applies to all organizations fielding, using, or managing ISs on the Army Enterprise Architecture/LandWarNet (LWN), to include Commercial Off-the-Shelf (COTS) and Government Off-the- Shelf (GOTS).

2.2 Ability to meet Cybersecurity Compliance by protecting the confidentiality, integrity, authenticity and availability of personally identifiable information (PII) data that is stored, at rest, processing or in transit.

2.3 Ability to comply with Cyber Security directives IAW DODI 8510.01, DODI 8500.01, NIST SP 800-37, NIST SP 800-53 and NIST SP 800-61. The offeror must ensure timely response and compliance to Information Assurance Vulnerability Alerts (IAVAs) and Security Technical Implementation guides

(STIGS).
