STATEMENT OF WORK

HVAC Short Term Lease CST 19

The contractor shall provide all labor, materials, and equipment (such as cabling and duct work) for the delivery and maintenance of twenty-seven (27) HVAC units. The HVAC units shall be twenty-five (25) tons each (480v 3PH) self-supported units with hoses hooked to erected 40’ x 80’ framed NAVTRAC tents with eighteen (18) 56kw diesel generators. The Generators shall be topped off with diesel fuel at receipt and returned at the same level. All diesel fuel during period of training will be provided by the Government.

The HVAC units shall be delivered and maintained at the following locations: U.S. Army Cadet Command LSA Densberger FAC 9180, (supporting 4 separate tents), LSA Baker FAC 9316, (supporting 4 separate tents), and LSA Poorman,, (supporting 1 tents)Fort Knox, KY 40121. The HVAC units shall be delivered and operational no later than (NLT) 0800 EST on 01 June 2019 and pick-up shall occur NLT 0800 EST on 24 August 2019 at the same location(s). The HVAC units shall have the capability to feed up to four (4) each 20” tent penetration points. The penetration points are on each end of the tent, approximately 1-1/2 foot and 8-foot above the ground (see illustration below).

The contractor shall call 24 hours prior to confirm time with the Government Point of Contact (POC), . A joint inspection/inventory of the HVAC units shall be conducted between contractor and the Government. All systems shall be in compliance with state and federal Occupational Safety and Health Administration (OSHA) standards. Any deficiencies/damages shall be annotated at the time of inspection, and a copy of the inspection shall be provided to the POC and Contracting Officer (KO). Any discrepancies shall be corrected prior to the Government taking possession. A joint inventory/inspection by both parties shall be conducted upon the return of equipment. Any damage or loss shall be documented during this inspection and provided to the Government prior to the contractor removing the equipment from the installation.

The contractor shall provide serviceable equipment at the onset of the lease and through the duration of the lease.

The contractor shall repair the equipment within 4 hour of notification or replace equipment, if the contractor determines it cannot be repaired within 24 hours of notification that the equipment is inoperable. If a replacement for an unserviceable HVAC unit is not made in the time frame specified above, the Government may request a pro-rated amount for a price reduction to cover the non-availability of equipment.

Contractor access to Fort Knox: The contractor shall adhere to the following policies and procedures to receive access to Fort Knox.

Access, General Protection, and Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility, or area. Contractor and all associated subcontractor employees shall comply with applicable installation, facility, and area commander installation and/or facility access and local security policies and procedures (provided by government representatives). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services (DES), or Security Office. Contractor workforce must comply with all personnel identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
