STATEMENT OF WORK (SOW)
for
Non-Tactical Vehicles Guardian Response 18 (GR 18) Exercise
Part 1 General Information
1. General: This is a non-personal services contract to provide Non-Tactical Vehicles (NTVs) in support of Guardian Response 18 (GR 18) exercise. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide NTVs as defined in this SOW. The contractor shall perform to the standards in this contract.
1.2. Scope: The NTVs will be delivered to multiple training sites in and around Muscatatuk Urban Training Center (MUTC) in Butlerville, IN and Camp Atterbury Joint Maneuver Training Center (CAJMTC) in Edinburgh, IN for use during Guardian Response 18 (GR 18), FORSCOM training event executed by 78th Training Division.
1.2.1. Delivery Date: 12:00pm EST, 04 April 2018
1.2.2. Pickup Date: 5:00pm EST, 30 April 2018
1.3. Place of Performance: The work to be performed under this contract will be performed at various locations around Muscatatuk Urban Training Center (MUTC) in Butlerville, Indiana and Camp Atterbury, Indiana.
1.4. Installation Hours of Operations: Hours of operation are 7:30am to 5:00pm EST, Monday through Friday. Delivery and pick up dates and times are specified in 1.2.1 and 1.2.2. Government representative will coordinate gate entry with installation guards.
1.5. Training Area Conditions: Training locations are remote and considered unimproved land wherein personnel and equipment can be exposed to extremes in weather conditions (temperatures, storms, and rain).
1.6. Contractor Maintenance: Contractor shall perform maintenance as required for each wheeled light tower, components and equipment. Contractor shall perform maintenance such as repairing flat tires and providing replacement bulbs, per tower, at no additional cost to the Government. The Contractor shall respond to a trouble call within two (2) hour of notification by telephone to POC listed. If repairs cannot be made within 12 hours of notification, an equal replacement trailer shall be provided to the Government at no additional cost within 12 hours of notification response. Engine and generator covered under contractor’s warranty.
1.7. The Contractor shall ensure sufficient management presence at the work site to ensure good order, discipline and safety is maintained. The Contractor shall be fully responsible for the performance of this contract, or any representative of the Contractor entering the Government reservation, shall abide by all regulations of the installation. The Contractor shall be responsible for ensuring that any Contractor employees providing services under this contract conduct themselves, and perform services in a professional, safe, and responsible manner and at all times they behave, act, and perform in a manner consistent with the Camp Atterbury, Indiana to include surrounding training grounds philosophy or IAW Information Reporting System.
1.8. Security Requirements: Some areas are restricted to personnel who have not been properly cleared by federal law enforcement. Consequently, personnel without clearances shall be provided with a U.S. Government escort during times when contractor personnel are performing work under this contract in a restricted area. To avoid unnecessary delays in the performance of service in restricted areas, the contractor shall arrange for a U.S. Government escort into those areas by coordinating a time/hour with the building/site coordinator. If the coordinator's alternate is not available, the Contractor shall coordinate with the government POC. The Contractor shall notify the government POC when the Contractor's personnel are unable to perform work because escort personnel are not available.
1.9. Access and General Protection/Security Policy and Procedures: Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.10. Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of the person and an alternate, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting office. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The cell number and email address of the contract manager and their alternate be provided to the government and updated as changes occur. The contract manager or alternate shall be available at all times once notification of the event kick-off. The government will be notified immediately if there are any changes to the designated contract manager or alternate.
1.11. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They shall also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
Part 2 SPECIFIC TASKS
2. Specific Tasks: The contractor shall provide 54 NTVs with the minimum specifications listed below:

2.2. SPECIFICATIONS
Vehicles shall utilize regular octane fuel (MOGAS) All vehicles shall be leased to the government with standard insurance coverage for all military personnel Vehicles shall be made available on the available date with full tanks of gas Functioning A/C and heat and topped off fluid levels Automatic transmissions, no manuals Manual or power locks/window Vehicle color irrelevant
2.3. Vehicles shall be on site, and fully operational no later than (NLT) 04 April 2018. This is a turn-key requirement and the vehicles shall be delivered for the entire event ending NLT 30 April 2018.
2.4. All contracted equipment shall be removed by the end the lease period 30 April 2018. Contractor shall pick up vehicles from the designated pick up points.
Designated government personnel will be provided as an escort.
2.5. Government will provide a point of contact, who on the date of delivery and pick up will lead the Contractor to the designated delivery location. During the duration of the contract, the Government will maintain adequate fuel and oil levels. Government will supply MOGAS, as necessary. Tanks will be re-fueled prior to returning to Contractor.
2.6. All vehicles are to undergo a joint inspection at the point of delivery and receipt of pick up by both the government and Contractor appointed representatives. Contractor shall ensure signed copies of deliver and pick up inspection results are provided to the government POC or Contractor assumes all liability for towers at the point of contract termination.
2.7. Contractor shall maintain vehicles in working order during the contract to include damage from weather (i.e. wind, rain etc.) during the duration of the contract.
2.8. Contractor shall provide a 24/7 phone number for service relating to the light towers. Contractor shall respond to service calls within two (2) hours and within 12 hours to complete the service.
2.9. The Contractor shall supply all technical and guidance manuals for the vehicles at the time of delivery and provide operation instructions to the government point of contact.
