3. Description of Services or Supplies: The total estimated dollar value of the proposed action is Software support renewal of Caliber, the customer’s management tool/repository for over 550 development projects supporting over 500 users in United States Army Human Resources Command (HRC).

5. Reasons for Authority Cited:
Caliber is the HRC enterprise Requirements Management Tool utilized for gathering, tracking and managing requirements for all projects and application releases throughout the command with 500+ users and over 550+ projects/applications. Caliber provides ready access for all project stakeholders which enables HRC to effectively manage expectations across the software development lifecycle so applications are delivered on time, within scope and according to the customer's specification.
If Caliber is not used or supported, HRC will lose the ability to effectively manage requirements through the software development lifecycle for all the HRC applications.
We would lose the ability to trace individual requirements to change requests, other requirements, associated data elements, design components and tests. Also, we will lose the ability to establish and maintain an agreement with the customer on the requirements for a specific release/application/project.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed.

7. Market Research: HRC will continue to monitor advancements in commercially available information technology products and services, particularly those listed within the existing enterprise-related contracts under the Army CHESS program to expand the vendor base to encourage market competition.
