Full and Open Competition

1. Contracting Activity: Fort Knox Military Installation Contracting Command

2. Description of Action: The U.S. Army Mission Support Brigade requests a firm-fixed price contract with Skyline Kentucky, 3355 Discovery Road, Saint Paul, MN 55121-2098, POC: (502) 423-0761, John Reisert, jreisert@skylinekentucky.com. The Government projects award for September 2016 and fiscal year 2016, Operations and Maintenance Army funds will be used.

☒ An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: All labor, materials, software development programming, and equipment to reconfigure four existing SkyRise Tower display structures in National Conventions’ inventory in order to showcase computer generated digital imagery 3D augmented scenes or scenarios that will emanate from these four existing Skyline SkyRise structures. The equipment to reconfigure these existing SkyRise display structures includes four 65” touchscreen LED monitors which will be mounted into each SkyRise Tower display (commercial grade with resolution quality of 1920 x 1080 to 4K technology), four cameras, four playback console systems and four control systems. Each system will come with an ATA (Air Transport Association Certified) heavy duty shipping case for transporting the sensitive equipment. In addition, contractor will also provide up to forty hours of troubleshooting technical support in one year for any issues that might arise on site in support of National Conventions Division.

The reconfiguration shall include: 46" x 138" tower with flush mount monitor and top, 46" backlit on one side and 46 x 138" opaque image on the other side. The base and vertical structure shall support 150 lb. monitor. All modifications shall be made to an existing Army-owned product and shall include the following customized CGI content: one Medevac Blackhawk landing with troops deploying with stretcher, one M1126 Stryker infantry carrier vehicle driving into booth and firing main gun off-screen, and one combat ready Paratrooper landing in the booth.

5. Reason for Authority Cited: National Conventions Division has four SkyRise exhibit tower structures that augment the larger 60 x 90 display custom produced by Skyline for the U.S. Army. In order to enhance the interactive capability and appeal to younger demographics, Skyline will reconfigure the current display structures and mount software components to demonstrate 3D animation computer digital imagery that will move around within the booth. The cost to procure additional systems far outweighs the cost to utilize current exhibit structures which can be modified at a fraction of the cost. In addition, these SkyRise Towers, if damaged by another vendor in the production phase, will no longer be inoperable reconfigurable with other Skyline structures in National Conventions’ inventory. In addition, all warranty with Skyline will be voided. These exhibit structures are interoperable, reconfigurable for multiple display formats and these exhibit structures contain proprietary parts which are only sold by Skyline.

SkyRise is a brand name for the Skyline structures built into the 60 x 90 system procured in 2015. These new structures were to match the other structures in National Conventions Division’s inventory. In order to enhance the interactive capability of these SkyRise Towers in the 60 x 90 floorplan, US Army Mission Support Battalion asked Skyline of Kentucky to develop a statement of work option to develop a computer generated interactive software that would project from current SkyRise Towers in the 60 x 90 display.

We considered Skyline as our preferred vendor after an IGCE cost analysis was conducted. It was determined it was more cost effective to have the current SkyRise Towers modified instead of building new structures that might not be reconfigurable with the other current SkyRise structures in the 60 x 90 floorplan. It is dated 14 July 2016.

The spreadsheet attached outlines the costs for manpower, production, technical support, to include a small percentage for profit margin. It came to over $301K, significantly higher than what the cost would be just to modify the current structures to fit the new technology. Sector 5 is a subcontractor of Skyline of Kentucky and is familiar with the display equipment. Skyline of Kentucky will modify the SkyRise Towers for this new technology to be incorporated into the current 60 x 90 display, providing enhanced interactive capabilities at the fraction of the cost for an outside vendor to duplicate the work by having to build entire new display structures. Skyline provides proprietary hardware and parts to build these structures.

In addition, Skyline designed, developed and manufactured the SkyRise structure. It was designed and engineered to be compatible with other exhibit systems in National Conventions Division’s inventory. Any modifications that would be made to National Conventions Division’s SkyRise Towers would void any warranty as well as render the displays and components un-serviceable by Skyline if any of the structures need refurbishment. It would also require a potential procurement action for additional display structures if the structures are damaged during the process to ensure these structures are reconfigurable with current display structures in the 60 x 90 floorplan. Mission failure is unenviable as this new procurement would render this entire 60 x 90 display unserviceable for upcoming AUSA missions, as all of the structures are connected to each other with proprietary mounting hardware.

6. Efforts to Obtain Competition: A Sources Sought Synopsis was published to FedBizOpps from 17 August 2016 through 31 August 2016, in accordance with FAR 5.203(a). As a result, there were no responses to the notice.

7. Actions to Increase Competition: Once the Skyline display structure reaches lifecycle end, the requirement will then be competed.

8. Market Research: The Army procured a Skyline 60 x 90 display structure which can be utilized at multiple events. The SkyRise Towers are reconfigurable with other exhibit structures and can be built into multiple formats to include the reconfiguration of the display structures into computer animation 3D assimilations. Sector 5, which is a subcontractor of Skyline, develops content and software specifically intended for Skyline structures. Sector 5 also uses customer programming with a proprietary server which cannot be shared with other vendors. It would not be cost effective to procure additional display components with similar capabilities which might not reconfigure with current SkyRise structures in National Conventions’ inventory. The Army computer generated imagery will interplay with the SkyRise hardware in multiple formats.

13. Fair and Reasonable Cost Determination: As Contracting Officer, I hereby determine that the anticipated cost to the Government for this contract action shall be fair and reasonable. This determination has been made based on a review of previous contracts for the same services. Please see ICGE and attached spreadsheet to reflect costs for the government to obtain another vendor to build these structures instead of modify the structures. All warranties with Skyline will be waived if another vendor attempts to modify Skyline proprietary structures. If structures are not delivered in time or have to be sent back out to another vendor to correct the deficiencies within the modification process, then the procurement action will cost (on average $100K) more than what was originally priced by Skyline of Kentucky.
