7. Actions to increase competition: For the follow-on competition, the Contracting Officer will maximize the use of sources sought and longer posting times on Federal Business Opportunities (FedBizOpps) for all announcements of the needed laundry linen services.
8. Market Research: During the period of the proposed contract, aggressive market research will be conducted to identify all available and capable sources to include small businesses. Extensive market research was conducted for the initial requirement. Previous market research indicates that competition is anticipated for the follow-on requirement.
9. Interested Sources: Robertson & Penn, Inc., is currently performing the same type of services at Fort Benning, Georgia, and is the only known source that can perform at the required performance level while maintaining continuity of services for this critical mission. No other sources but Robertson & Penn, Inc., will be contacted.
10. Other Facts:
a. Procurement History:
(1) The current Laundry Linen Service Contract W9124C-16-D-0006 was advertised as unrestricted, and awarded on 30 March 2016.
, and in accordance with the previously approved acquisition strategy, award of a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract was awarded to Alliance Laundry and Textile Service of Atlanta, LLC, with a period of performance of 1 April 2016 through 31 March 2021.
Furthermore, Alliance has indicated it can no longer perform its contract obligations. Crown Contract Services does not want to perform the Fort Jackson contract.
(2) IGCE revision. The initial Independent Government Cost Estimate (IGCE) was revised to account for the proper number of to be utilized during the weekly pick-up and drop-off, and the correct number of needed to operate the local drop-off, pick-up point, and the FTEs at the processing plant at the contractor’s location. The adjustment revealed an increase in cost in excess that was not accounted for in the initial IGCE. Additionally, historical data on the price paid under the previous contract (DACA21-91-C-0045) performed by Crown Contract Services, LLC under the Contractor Own Contractor Operated (COCO) agreement for over 25 years showed an average price per year of $3,960,000. The revised total IGCE average per year is now
(3) Services have been previously procured as a Firm Fixed Price contract for the construction period of the current on-post facility, followed by an operating period of twenty years. The facility has been historically operated under a Contractor Owned Contractor Operated (COCO) facility that is located on Fort Jackson.

(5) Fort Jackson is the largest and the most active initial entry training center in the U.S. Army, training 50 percent of all soldiers and 70 percent of the women entering the Army each year.
Accomplishing that mission means training in excess of 50,000 basic training and advanced individual training soldiers every year. An additional 12,000 students attend courses at the Soldiers Support Institute, Chaplain Center and School, and Drill Sergeant School annually. Fort Jackson’s food service supports a large population that fluctuates greatly depending on training schedules and Army annual training quotas. The primary customers are initial training and advance individual training soldiers. Support is also provided to permanent party, Non Commissioned Officer academy, reserve units and Navy personnel. These activities account for troop increases and decrease on a weekly basis. The installation also provides support to the Army Reserve and National Guard forces during mobilization and annual training.

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated price for this contract action will be fair and reasonable. The techniques identified at FAR 15.404-1(b) will be used to ensure award will be at fair and reasonable prices. The Contracting Officer used a comparison between the costs paid under contract (DACA21-91-C-0045) performed by Crown Contract Services, under the Government Own Contract Operated (GOCO) agreement for over 25 years; an average price per year of $3,960,000.00, and a comparison with the Independent Government Cost Estimate (IGCE) which average a cost of per year. Other than certified cost and pricing data will not be obtained.

Approval
Based on the foregoing justification, I hereby approve the procurement of laundry linen services for Fort Jackson, South Carolina on other than full and open competition basis pursuant to the authority of Title 10 United States Code Section 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-2, “Unusual and Compelling Urgency.” The estimated value of the contract is $3.82 million for a eighteen (18) month period of performance inclusive of the option to extend services for an additional six months per FAR Clause 52.217-8 from approximately 12 March 2019 through approximately 11 September 2020. The approval is subject to the availability of funds, and provided that the services or property herein described have otherwise been authorized for acquisition.
