Questions and Answers Solicitation: W91249-23-Q-0004
1. Can we deliver to the COMMS building, and would you help us gain access to that building? Then you would extend using base fiber?
The Government’s requirement is for demarcation at the Lifelong Learning Center, which is located at 405 Barnes Ave. Delivery to/from another location would be the responsibility of the vendor to make any necessary arrangements to bring the final demarcation to the stated location of 405 Barnes Ave.
2. Would a block of 1 statics work and would an IP Justification form to be filled out?
As stated, the requirement is a minimum of 42 static IP addresses.
3. Can you please explain the requirement to increase the circuit size from 40G to
100G and the potential timeline for the increase – are you referring to the PORT size only?
The CCoE G6 currently requires a 40G circuit that can be expanded up to 100G upon request, all from a single port. The timeline for increase is currently not known, but a new quote request would be generated for any required increase in bandwidth.
4. Will the awardee be responsible for connecting all six (6) locations via a single connection housed at the LLC or will those circuit extensions be the responsibility of the customer?
The circuit extensions will be handled by the CCoE G6. The requirement is for the vendor to provide a single demarcation of the internet service to 405 Barnes Ave.
5. The solicitation mentioned the LLC’s existing connection requires an upgrade of
40G; what size circuit is in place today to ensure we include the right electronics in our response?
The circuit is currently 40G. See solicitation for updated change to Statement of Work
6. The solicitation mentioned the commercial internet will have a single demarcation point at 405 Barnes Ave (Bldg. 29610) Fort Gordon. Today, the high bandwidth circuits are terminated at the NEC (245 O’ Club Drive) and then extended to 405 Barnes Avenue on base fiber. Is a similar type connection acceptable for this opportunity?
If the vendor would like to house the circuit equipment at the NEC, it will be the responsibility of the vendor to make any necessary arrangements (house/locate) with the NEC and to use existing fiber to bring the final demarcation to the stated location of 405 Barnes Ave. This should include matching QSFP devices along the pathway.
7. To be clear, on day one is the LLC expecting to receive a 100G commercial internet access connection with a 40G port?
The CCoE G6 initially requires 40G internet with 100G access as the circuit capacity may be expanded in the future.
8. Are there any specific testing requirements for acceptance of the service?
The vendor should be able to supply a device application that can test the speed across a 40GB NIC and pathway without packet loss.
9. Given the capital expenditures required for provision of a 100G port, can a CLIN be added for a Non-recurring charge.
No, there will be no changes to the CLIN structure.
10. Bldg. 34500, 245 “O” Club is the location of the main commercial telecom demark at Ft Gordon. Would it be acceptable to deliver this service to Bldg. 34500 and use existing base fibers to extend to Bldg. 29610?
As stated in the response to question 6: If the vendor would like to house the circuit equipment at the NEC, it will be the responsibility of the vendor to make any necessary arrangements to house/locate with the NEC and to use existing fiber to bring the final demarcation to the stated location of 405 Barnes Ave.
This should include matching QSFP devices along the pathway.
