About this file

This amendment modifies a solicitation for an advanced hacking methodologies curriculum. The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis seeks a contractor to provide three iterations of a four-week self-paced training course for 65 users total across the iterations. Each iteration will have no more than 22 simultaneous users accessing the training remotely through a virtual environment supplied by the contractor. The amendment provides answers to vendor questions, extends the response deadline to May 24th 2022 at 1100 hours, and clarifies that the contractor must supply the hosted training platform and licenses for any required applications rather than specifying requirements.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

QUESTIONS/ANSWERS

CONSOLIDATED QUESTIONS/ANSWERS

1. Can you clarify how many hours the student will have in a given month/training cycle for this curriculum? The RFP refers to a four-week "self-paced" training. How much time in that four weeks will be allocated to this curriculum. If it's self-paced, then it could be after hours, or the student could have 4 hours a day dedicated to it, for example. Can you please provide some clarity?

Government Response: 170A WOAC has 160 hours of POI time dedicated to this module. The students will conduct 20 concurrent days of training not counting weekends or holidays.

Historically, pervious vendors still provided student access during non-POI time like nights and weekends. The last vendor provided students 365 days of access to their material.

2. What is the page limit in submitting proposal/quote?

Government Response: No page limit.

Additional Questions/Answers

1. Can you clarify “native OS and training range”? i.e. How/where will the self-paced training be hosted? E.g. Will the government provide the hosting platform or is it expected the contractor will provide the platform?

Government Response: Native OS - Operating System on a local physical computer. Training range

- virtual environment consisting of multiple different virtual devices. It is expected that the vendor supply the self-paced hosted platform.

2. What format does the government require for the training curriculum (e.g.

SCORM)? i.e. Is the government looking for interactive, SCORM-compliant online training courses for presentation of the content?

Government Response: The government does not have a required format. Format will have to be approved prior to award.

3. Does the government require tracking of curriculum completion?

Government Response: The government does not require a curriculum completion tracking mechanism. It is required that the students are able to track their status with the ability to report their status to the government.

4. Does the government require the curriculum to be interactive (e.g. Use of testing, tracking of test scores)?

Government Response: The government does not require the use of testing or tracking of test scores.

5. Would the government consider an extension to both the question submission deadline and the response due date to enable cybersecurity subject matter experts additional time to question and adequately meet requirements?

Government Response: The questions submission deadline is May 16, 2022 @1100. The Response due date is May 20, 2022 @1100.

Additional Questions/Answers as of 05/17/2022

1. What type of OS does the government require for the training environment—e.g. Windows server, WebOS server, Linux, etc?

Government Response: Government doesn't specify what OS(s) should be used in the training environment. Vendor should use their expert knowledge to identify what should be used in an advanced hacking course. Government recommends a variety of OSs (e.g. Unix, Windows, Android, Mac OS).

2. What applications does the government require within the training environment—e.g. Microsoft Office, other?

Government Response: The government does not require specific applications. The type of training environment that the vendor supplies will identify what applications the vendor will supply.

3. How many total users must the environment support over the course of a year (across all 3 class iterations)?

Government Response: Total of 65 users over the course of three iterations.

4. How many users must the environment support simultaneously (maximum number)?

Government Response: No more than 22 users will require access per iteration.

5. Does the government have a preference for the type of technology users will use to remote into the training environment—e.g. VMWare, Virtual PC, Amazon workspaces, etc?

Government Response: Government does not have a preference for technology used as long as vendor supplies licenses, if required.

6. Will users be on government machines? If yes, what limitations will be present—i.e. what activities, apps, etc would be blocked?

Government Response: Users will be on local government owned machines, or a government owned virtual environment. Limitations will apply to the physical machines and situationally dependent. Users will have admin/root access to their virtual machine and able to download legal and ethical software. Vendor should send full list of their requirements to be vetted by government.

7. Are users expected to hack into the training system directly or through a web app installed on an

OS?

Government Response: Either method is acceptable as long as process can be vetted before execution.
