Student Analysis and Evaluation (Cyber CoE) W91249-18-R-0039 Questions and Answers

1. Reference: PWS 1.1, Description of Services: “This requirement is to provide the U.S. Army Cyber School with a qualified Educational Psychologist …” (p. 10).

Discussion: As presented in the PWS, the responsibilities of the Educational Psychologist could be interpreted to require more than one FTE. It would enable offerors to develop accurate, comprehensive and compliant proposals if the Government could provide additional details to clarify the level of effort.

Question: How many Initial Entry Training Soldiers are expected in a given period of time, and how often do they cycle in?

Government Response: Approximately 300 Soldiers (Officers, Warrant Officers, and Enlisted personnel) from September 2018 to September 2019. Approximately 2 class starts per month which will consist of 5- Officer, 2- Warrant Officer, and 14- Enlisted course starts per year.

Question: Are the identified tests expected to be administered as the first events in the Trainee’s cycle?

Government Response: No, but within the first month of the course start date.

Question: How many IET courses is the Psychologist expected to conduct in a given month?

Government Response: Two to three 2-hour blocks of instructions per month.

2. Reference: PWS 1.6.8.1, Key Personnel: “The PgM is the key point of contact for this effort and is considered Key personnel. The PgM shall supervise, coordinate work schedules, resolve minor concerns/issues and complete the administrative tasks associated with this PWS” (pp. 15-16).

Discussion: It is our understanding that licensed psychologists (as one of the requirements for maintaining professional credentials) are typically supervised by another licensed psychologist (Ph.D.) or psychiatrist (M.D.). However, there are no educational or relevant professional requirements specified for the Program Manager.

Question: Could the Government please address this apparent omission?

Government Response: The PgM is only for administrative support to the Psychologist and does not require the PgM to give professional advice to the psychologist on his/her day-to-day tasks. The government will not provide supervision over contracted personnel. The PgM is required to take care of administrative tasks in support of the contractor such as processing of leave and pay and to ensure that the contract requirements are met.

3. Reference: Technical Exhibit 3, Estimated Workload Data: “This exhibit reflects the Government’s estimated staffing approach for this effort based upon historical data from prior contracts” (p. 31).

Question: Could the Government please provide the name of the incumbent contractor, the value of the incumbent contract, and the period of performance?

Government Response: This is a new requirement with no incumbent contractor. The staffing approach is based on discussions with other military organizations that have similar requirements.

4. Question: In regards to the subject solicitation for student analysis and evaluation support, is this a new requirement or is there an incumbent for these services? If there is an incumbent, what company is providing the services and under which contract?

Government Response: This is a new requirement.
