Reference Discussion Question Response

1.

RFP, PWS

1.6.6.

PWS 1.6.6. Security Requirements states:

Contractor supports the Joint Services Training Program

(JSTP) Alternative Compensatory Control

Measures (ACCM) program and requires a TOP SECRET clearance in-order to access both the facility and briefings that support this program.

Can the government provide more information regarding the Joint Services Training Program (JSTP) Alternative

Compensatory Control Measures (ACCM) program?

Typically this function is performed by an information security specialist or manager within a DoD

Component Information Security Program.

ACCM is an additional classification level WRT SECRET, TS and TS/SCI information, programs, and capabilities that increases the level of protection and limits access to specific need to know entities. The G39 CEMA team typically works at these increased levels traditionally due to the nature and scope of Cyber and Electronic Warfare activities and capabilities.

Therefore access and ability to receive and discuss information classified under ACCM guidelines is required.

2.

RFP,

Technical Exhibit 5

In Technical Exhibit 5, Estimated Workload Data, the government provides an estimation of both FTE’s and hours that are inclusive of all the requirements in the PWS.

Can the government provide any additional detail regarding how many hours are allocated to each specific task area?

The Government does not have a specific breakdown on how many hours are allocated to each task area.

3.

RFP,

Addendum to

FAR 52.212-

In paragraph B. Proposal Format, it states that submissions be in Microsoft Excel or Word format and total submission shall not exceed 10 pages.

Can the technical capability submission page limit exclude cover page, table of comments, and cover letter?

Addendum to FAR Clause 52.212-1 has been revised to state that the technical capability submission page limit excludes cover page, table of contents, and cover letter.

RFP,

Addendum to

FAR 52.212-

In paragraph C. Proposal Content, it states that the offeror shall provide a labor category matrix that addresses the required experience, certifications, and security clearance level for each labor category proposed.

Can the government provide any additional information regarding the experience level of the potential employee (i.e.

military or GS level equivalent; Field Grade officer or Senior NCO; experience with a 4-star headquarters, etc.)

Please see PWS 1.6.10.1.4.1. for the required experience; PWS 4.2 for clearance levels required. There are no current certifications required, Addendum to FAR Clause 52.212-1 and 52.212-2 have been revised to remove the requirement for certifications.

PWS.

The Contractor shall submit a completed CLIN Structure which includes an estimated price for each CLIN, a total estimated price for each contract period, and a total estimated price for all CLINs (Base Period, and ALL Option periods).

i. The Offeror shall provide a list of each Indirect Rate to be applied; address whether the rate will be applied to Travel and provide the value of the rate to be applied. The Offeror shall then apply the Indirect Rates to the Not to Exceed (NTE) values provided by the Government for Travel. 4. Replace paragraph (h) entitled “Multiple Awards” with the following:

(h) Multiple awards. The Government will award on an “all or none” basis.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

A. BASIS FOR AWARD – LOWEST PRICE TECHNICALLY ACCEPTABLE

a) Lowest Price Technically Acceptable (LPTA) approach will be used; the evaluation criteria are described herein. The policies and procedures under the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with FAR Subpart 13.5, Test Procedures for Certain commercial Items, and FAR 19, Small Business Program, will be utilized for this procurement. The Government will award a contract resulting from this solicitation to a responsible Contractor whose quote conforms to the solicitation and will be most advantageous to the Government.

b) The Government will evaluate the Contractor's submission strictly in accordance with this solicitation and will not assume that performance will include areas not specified in the Contractor's submission.

c) The Government intends to award the contract without discussions. Therefore, the quote should contain the Contractor's best terms from Technical Capability and Price standpoint. Additional oral or written information from the Contractor may be requested. The Government reserves the right to conduct discussions. If a revised quote is requested but not necessarily from all, it will be evaluated against the same criteria as was the initial quote.

B. Evaluation Criteria: The Government will use the criteria set forth below to evaluate and select the awardee.

Evaluation criteria consist of two (2) evaluation factors. The quote will be evaluated under the following evaluation factors:

Factor 1: Technical Capability Factor 2: Price

Assigning Ratings: The Technical Capability Factor will be assigned one of the ratings defined below.

Table A-1. Technical Acceptable/Unacceptable Ratings

Rating Description Acceptable Quote clearly meets the minimum requirements Unacceptable Quote does not clearly meet the minimum requirements

a) Factor 1: Technical Capability. The Offeror provided a sound and feasible technical approach that addressed all applicable requirements of the solicitation, PWS, and the associated attachments. The Technical Approach demonstrated the Offeror’s understanding of the requirement and the resources required for performance. The staffing approach satisfied the following requirements:

(i) The Offeror provided a labor category matrix that addressed the required experience and security clearance levels for each labor category proposed and satisfy the minimum qualifications required by the

PWS.

(ii) The technical approach provided a methodology used to determine the staffing proposed for the requirement which is adequate to meet the requirements of the PWS.

(iii) The Offeror articulated a process for completion of phase-in procedures that will ensure the Contractor will be able to successfully execute all requirements of the PWS at the completion of the phase-in period.

b) Factor 2: Price The Price Submission will not be scored or rated. The techniques and procedures described under FAR Part 13.106-3(2) will be the primary means of assessing price analysis for commercial items to determine price reasonableness. To be viable for award, an Offeror’s price must be determined fair and reasonable.

The total evaluated price includes the price of the phase-in period, base period, all option periods (to include the option to extend services in accordance with FAR 52.217-8) and the travel cost included in Section B.

1) Travel: For evaluation purpose only, Offerors’ indirect rate proposed for CLINs 0003, 1002, 2002 will be multiplied by the Government provided NTE plug figure and this total amount will be used as the evaluated price for the CLINs identified.

2) As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-

8) by adding one-half of the Offeror’s final option period prices to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the phase in and base period, 1st option, 2nd option, and 1/2 of the 2nd option. Offerors are not required to enter a price for the six-month period.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the phase-in, base period, 1st option, 2nd option, and 1/2 of the 2nd option. Offerors are not required to enter a price for the six-month period. Unbalanced Pricing may be evaluated in accordance with FAR 15.404-1(g), as applicable, to assess potential performance risk for unreasonably high prices.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Definitions.

Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Completeness/Accuracy. The offeror’s proposal is in compliance with the Price Volume instructions in the solicitation. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
