Statement of Work: Attachment 1
Individual Breakdown
Cooling of Communication Closet Spaces
Charlotte Air National Guard Base
October 10, 2017
Executive Summary
The purpose of this report is to update mechanical infrastructure in buildings at the North Carolina Air National Guard Base in Charlotte, North Carolina, and to provide appropriate cooling for communications equipment. It should be noted that the final design for each communications closet shoul d b e p r o v i d e d b y a m e c h a n i c a l p r o f e s s i o n a l .
Locating condensers near the fronts of buildings should be avoided where practical; condenser and other HVAC equipment (to include lines, electric cut‐offs, concrete pads) should be located as close to existing utility infrastructure as possible to not negatively impact the aesthetic quality of buildings.
Many communication closets were measured for temperature, while some were not. Ambient outdoor temperatures during the day(s) of data collection were approximately 44 degrees Fahrenheit. Warmer temperatures should be expected in summer months where communications equipment is located in a closet with exterior access and minimal (or non‐existent climate control). New cooling systems should be sufficient to address anticipated higher summer temperatures in these types of communications closets.
Projected heat generation was calculated based upon the quantity and type (model number/manufacturer) of devices in each communications closet using data provided by the 145th Communications Flight.
Hydrogen generation due to charging of uninterruptible power supply (UPS) systems has been accepted by experience to be negligible in requiring air exchanges in these rooms due to the frequency of human entry and number of times a communications closet door is opened. If this is found to not be the case (six months or more between human entry of space, or six months or more between opening the entry door) ventilation should be considered.
This report excludes reviews of several buildings due to ongoing C‐17 conversion projects. Specifically, Buildings
3, 7, 50, 51, and 64 were not included. Building 43 was recently renovated and cooling was deemed sufficient; Building 72 is a small communications room that was deemed to have sufficient cooling support by MSgt Jamie Britton of the 145th
Communications Flight.
SEER ratings for the ductless split‐system units provided should meet the following efficiency ratings (wall‐ mounted window units excluded):
24,000 BTU and greater = minimum 20.0 SEER
18,000 – 23,999 BTU = minimum 21.0 SEER
12,000 – 17,999 BTU = minimum 24.0 SEER
9,000 – 11,999 BTU = minimum 27.0 SEER
6,000 – 8,999 BTU = minimum 30.0 SEER
5,999 – 1 BTU = minimum 33.0 SEER
The Base Civil Engineer (BCE) or his designee may consider redundancy of systems for mission‐critical installations, doubling the cost associated with that communication closet installation/location.
Building 1 – Shoppette/Family Readiness/Wing Psychological Health Room number unmarked – Telecom
Existing conditions: room is cooled by the main building air conditioning system, and contains two racks. Highest measured temperature was 81.1F (enclosure of a piece of rack equipment) and lowest measured temperature was 69.5F (drywall).
Calculated max heat produced per hour: 22,750 BTU Calculated max cooling rating required: 2 ton unit
Requirement: AC mini‐split system rated at 2 ton.

Building 2 –1 Wing HQ Room near Room 102 & Conference Room
Existing conditions: Two racks of equipment in a storage room, interior walls on all sides. Highest recorded temperature was 92.8F (enclosure of equipment in rack), and lowest recorded temperature was 69.5F (drywall).
Calculated max heat produced per hour: 20,490 BTU Calculated max cooling rating required: 2 ton unit
Requirement: AC mini‐split system rated at 2 ton.

Building 2 –2 Wing HQ Corner room near JAG area
Existing conditions: Two racks of equipment in a storage room, with two exterior walls. Highest recorded temperature was 87.3F (enclosure of equipment in rack), and lowest recorded temperature was 64.7F (drywall).
Calculated max heat produced per hour: 17,300 BTU Calculated max cooling rating required: 1.5 ton unit
Requirement: AC mini‐split system rated at 1.5 ton.
Exterior walls are to the left (behind plywood) and straight ahead.
Building 4 – 1 Room 212
Existing conditions: Two racks of equipment in a large storage room, interior walls all sides except one. Highest recorded temperature was 82.0F (enclosure of equipment in rack), and lowest recorded temperature was 70.9F (wall).
This room had exposed metal roof decking in the ceiling, no insulation observed to keep outside heat out of this room.
Existing insulated HVAC duct was observed traversing the ceiling of this room.

Building 4 – 2 Room – Closet at the end of the Heritage Room (1st Floor)
Existing conditions: One rack of equipment in a small storage room, interior walls all sides. Highest recorded temperature was 85.5F (enclosure of equipment in rack), and lowest recorded temperature was 74.7F (drywall). On the other side of one interior wall is a very large open bay of an aircraft hangar.
Calculated max heat produced per hour: 12,175 BTU Calculated max cooling rating required: 1.1 ton unit
Requirement: AC mini‐split system rated at 1 ton, coupled with fan/louver vent system for air exchanges.

Building 5 – Small Air ‐ PAX Terminal Room Room Unlabeled – Closet accessible through PAX terminal
Existing conditions: One rack of equipment in a storage room, exterior walls at least one side. Highest recorded temperature was 86.2F (enclosure of equipment in rack), and lowest recorded temperature was 75.4F (drywall). It appears that a return vent exists in the ceiling of this room as evidence by the dust that has collected on the screen in the ceiling. No supply air ducting was observed in this room.

Building 39 – 1 Room – Inside Fuels Superintendent’s Office
Existing conditions: One rack of equipment in an enclosure mounted on the wall, exterior wall on two sides. Highest recorded temperature was 92.2F (enclosure of equipment in rack), and lowest recorded temperature was 81.4F (wall).
Existing AC vents in the ceiling already cool the area; moving a vent to direct cool air onto the enclosure would assist in keeping equipment at a suitable temperature.

Requirement: Relocating duct and vent.

Building 40 – 1 Room ‐ Classroom
Existing conditions: One rack of equipment in a classroom, interior walls on two sides, exterior walls on two sides.
Highest recorded temperature was 89.0F (enclosure of equipment in rack), and lowest recorded temperature was 68.5F (drywall).
Calculated max heat produced per hour: 5225 BTU Calculated max cooling rating required: 0.4 ton unit
Minimum Requirement: Relocation of ceiling supply vent/duct to direct air onto the equipment cabinet.

Building 45 - 1 – Dining Facility Room near rear corner of kitchen – Telecom
Existing conditions: two full racks of equipment in a room in the rear of the kitchen area of the dining facility, interior walls all sides of the room. Existing ductwork appears to provide cooling from the building’s primary air conditioning system. Highest temperature measured in the room with a thermal camera was 90.5F (enclosure of a piece of equipment in the rack), and lowest measured was 76.6F (CMU wall).

Existing conditions: Several racks of equipment, cooled by main building AC system, but with a supply and return installed very close proximity to each other; room has one exterior wall. Highest measured temperature was 82.8F (enclosure of equipment mounted in the rack) and lowest measured temperature was 72F (CMU wall).

Requirement: Install two 1.5‐ton mini‐split system (dedicated to this room), plus relocate existing supply and return vents with damper to be a redundancy/back‐up system.

Existing conditions: Two racks of equipment in a storage room, interior walls all sides. Highest recorded temperature was 83.4F (enclosure of equipment in rack), and lowest recorded temperature was 70.9F (drywall). Existing AC duct was observed inside the room (near lights).
Calculated max heat produced per hour: 14,825 BTU Calculated max cooling rating required: 1.5 ton unit
Square rigid duct exists in ceiling near lights. This room has a very high ceiling.
Building 61 – 2 Room unlabeled – downstairs near AE Briefing Room
Existing conditions: One rack of equipment in a storage room, interior walls all sides. Highest recorded temperature was 84.1F (enclosure of equipment in rack), and lowest recorded temperature was 73.3F (drywall).
Calculated max heat produced per hour: 11,425 BTU Calculated max cooling rating required: 1 ton unit
Requirement: AC mini‐split system rated at 1 ton, coupled with fan/louver vent system for air exchanges.
This rack is very close to electrical panels, perhaps a violation of National Electric Code clearance requirements. Recommend that the 145 CF move this rack to comply with NEC requirements for clearance to provide access around electrical panels or seek exception to electrical code from BCE.
Building 62
Room labeled as “Storage” up exterior steps
Existing conditions: One rack of equipment in an attic storage room without insulation between the metal roof decking above and the building interior, exterior walls all sides except one. Highest recorded temperature was 65.7F (enclosure of equipment in rack), and lowest recorded temperature was 54.9F (wall).
Calculated max heat produced per hour: 5225 BTU Calculated max cooling rating required: 0.5 ton unit
Requirement: AC mini‐split system rated at 1/2 ton, coupled with spray‐in insulation on ceiling/roof, additional insulation to prevent heat outside the building from entering this space and overheating in the summer.
Exposed metal roof decking is not insulated inside room.
Building 63 – Supply Room 128 – Telecom
Existing conditions: one louvered vent over the doorway, cooling duct just above the equipment rack and fan pulling warm air from equipment, through duct, and pushing air out into the hallway. This room is an interior room in the building.

Requirement: Air conditioner mini‐split system rated at 1 ton, coupled with existing fan/louver vent system for air exchanges.

Existing conditions: closet is in the un‐finished space between the finished spaces of the front offices (Recruiting and Retention) and the Base Gym. Heating system and hot water heater are located above the communications closet.
Communications closet has a vent in the ceiling to allow warm air to rise out of this space.
Calculated max heat produced per hour: 5475 BTU Calculated max cooling rating required: less than 0.75 ton
Requirement: 1-ton window unit installed on the wall (pushing heat into unconditioned space), plus relocate the hot water tank/heater to ground floor level to avoid water leak damage to communications equipment.

Building 74 – Munitions

Existing conditions: Multiple uses for this room, including storage, communications equipment mounting, and food refrigeration.

Requirement: Two (2) Low‐speed fans for cooling and moving air.

Existing conditions: Room has all interior walls and existing Mitsubishi split‐system AC that was not running. Highest recorded temperature was 89.4F (enclosure of equipment in rack), and lowest recorded temperature was 83.2F (wall).
