BACKGROUND: The U.S. Department of Defense is developing a new demonstrator aircraft. This aircraft is unmanned and will be powered by two (2) General Electric J85-5 afterburning turbojet engines.

PROGRAM GOAL: The Government will provide eight (8) J85-5 General Electric afterburning turbojet engines for repair/refurbishment. The goal is to deliver to the Government three (3) or more operational J85 Engines that will achieve a reliable life of 50 to 75 hours and present minimal risk of aircraft loss due to engine failure/issues.

PERFORMANCE WORK STATEMENT:

1.0 Review all the maintenance records accompanying the eight (8) engines to determine the best method for repair/refurbishment.

2.0 Using the eight (8) engines provided by the Government, inspect and test the engines and components to determine the repair/refurbishment approach that will provide 3 or more engines that satisfy the program goal.

3.0 Bench test the engine components to ensure the program goal can be met with minimal risk.

4.0 Build three (3) or more engines from the eight (8) GFE engines and run the appropriate tests on the bench and in the J85 Engine Test Cells.

5.0 Test Reports

5.1 Component Test Reports will be required in sufficient detail to allow a knowledgeable Government reviewer to achieve a high level of confidence - Contractors format acceptable.

5.2 Assembled Engine Test Reports will be required in sufficient detail to allow a knowledgeable Government reviewer to achieve a high level of confidence. This shall include test cel l results - Contractors format acceptable.

6.0 Acceptance: Accep tance w i l l be based on the t e s t r epor t s . The reports’ content shall provide sufficient evidence that the engines will operate normally for 50 to 75 hours of unmanned flight (Sea level to 40,000 feet altitude). In addition, a statement by the Repair/Refurbishment Contractor that expresses a high level of confidence that the process undertaken for these three (3) or more engines will meet or exceed the goals stated above.

7.0 Flight Test Support – The contractor shall provide “on-call” support during flight test to exercise potential engine warranty claims and/or troubleshoot/repair potential engine malfunctions.

The proposed flight test is early 2019.

8.0 Shipping: Upon completion, ship the engines to:

Roger Hayes r.hayes@sierratechnicalservices.com Sierra Technical Services, Inc.

101 Commercial Way, Unit A Tehachapi, CA. 93561 Cell: 661-618-1928

9.0 Option: The Government intends to rebuild and additional two (2) engines if enough parts are available. For each of these optional engines the Government will first request an assessment of the remaining parts to see if an additional engine is possible; if so a second request will be sent to build the engine. If no additional engines are possible the Government will provide a destination and shipping costs to return the remaining engines/parts.

10.0 Quality Assurance Surveillance Plan:

PERFORMANCE ASSESSMENT

A. Monitoring Performance. During the course of the evaluation period, the COTR will track contractor performance. Interim (mid-term) evaluations may be provided to identify strengths and weaknesses in the Contractor's performance during the period being evaluated. At the end of the period, the COTR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer.

B. Contractor Self-Assessment. Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COTR to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self-evaluation shall not exceed 1 page per Performance Work Statement (PWS) element.

The self-assessment shall address both the strengths and weaknesses of the Contractor’s performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for the payment re-calculation

C. COTR Recommendation. The COTR will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COTR and will be afforded the opportunity to identify factual errors. The COTR's draft recommendation is not subject to negotiation and the COTR will not engage in discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COTR in its final report. The Contractor will be provided a copy of the final COTR report at the same time the report is submitted to the Contracting Officer.

D. Payment Determination. The Contracting Officer may meet with the COTR to discuss the COTR's report. The Contracting Officer will make a final determination in writing as to the percentage of work successfully completed, and the resulting payment to be made. A copy of the determination will be provided to the Contractor no later than 45 calendar days after the end of the period being evaluated. All Contracting Officer decisions regarding payment re-calculations are unilateral decisions made solely at the discretion of the Government.

E. Payment Re-Calculations. Notwithstanding any other clause of this contract, payment recalculations will be made within the later of 60 days after the end of the evaluation period or 30 days after receipt of an approved invoice.

F. The QASP is the evaluation method the Government will use to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the Government under any other provision of the contract in determining the quality of the Contractor’s performance.
