DESCRIPTION/SPECIFICATIONS/WORK STATEMENT STRUT
ARM ASSEMBLY
C-1. SCOPE. These specifications cover furnishing all material and labor for the fabrication, assembly, testing, painting and delivery of the strut arm assembly as shown on the drawings and specified herein for two (2) sets.
C-2. GENERAL. The contract will initially be awarded to perform the fabrication, assembly, testing, painting and delivery of one (2) strut arm assembly for Bellville/Racine Locks and Dam as shown on drawings M-101 and M-102, assemble, test, paint and deliver the assemblies as hereinafter described. The quantities shown on the drawings are for one assembly. Installation will be by others.
C-2.1 Shop Drawings. Completely detailed shop drawings, drawn to scale, for all components specified herein shall be submitted to the Government Representative (Steve Hann, 304-399-6972, Karl.S.Hann@usace.army.mil) for approval in accordance with paragraph, SHOP DRAWINGS, of SECTION H - SPECIAL CONTRACT REQUIREMENTS, prior to initiating fabrication. Drawings shall show complete details, including tolerances and proposed method of assembly. Shop drawings shall include completely detailed information on materials, including catalog cuts and type, grade, and class of materials, as appropriate.

C-4. MATERIALS. Materials shall be as hereinafter specified. Materials not specified shall be the manufacturer’s standard for the application. All equipment shall be new. The materials of construction used shall be new, manufactured within the time period not exceeding one year prior to delivery, and of kind, composition, and physical properties best adapted to its several purposes in accordance with best engineering practice. All materials and equipment proposed for use in the work shall be identified on the Contractor’s shop drawings or specifications and shall be subject to approval of the Government Representative. The Contractor shall submit evidence satisfactory to the Government Representative that such material conforms to the requirements of the specifications.
C-4.1 Protection of Materials and Equipment. The Contractor shall be responsible for the proper handling, maintenance, storage and protection of all materials until delivered and accepted at the location shown in SECTION F - DELIVERIES OR PERFORMANCE.
C-5. Quality Control The Contractor shall establish and maintain a quality control system to assure compliance with the contract requirements and shall maintain records of his quality control of all operations covered by these specifications. Quality control records shall be made available to the Government Representative upon request.
C-6. METALWORK FABRICATION, MACHINE WORK, AND MISCELLANEOUS
PROVISIONS.
C-6.1 Scope. This paragraph specifies the workmanship standards applicable to the various phases of metalwork fabrication, the general requirements for tests to insure conformance with the specifications, and miscellaneous requirements incident to the work.
C-6.2 Quality Assurance.
C-6.2.1 Tests of Materials. The Contractor shall, at his expense, perform analyses and tests to demonstrate that all materials are in conformity with the specifications. Should the Contractor desire to use stock materials not manufactured specifically for the work covered by these specifications, he shall submit evidence, satisfactory to the Government Representative, that such materials conform to the requirements of the specifications. Detailed tests of these materials may not be required, if so approved by the Government Representative. Tests, except where modified, shall be made as indicated in the respective detailed specifications or on the drawings and, unless otherwise authorized, in the presence of the Government Representative. Certified reports in triplicate of all required analyses and tests shall be provided to the Government Representative. The Contractor shall furnish the Government Representative, upon request, specimens and samples for independent analyses and tests. These specimens and samples shall be properly labeled and prepared for shipment.
C-6.2.1.1 Reports of Material. The Contractor shall furnish the Government Representative two certificates; one shall be a list from the fabricator's shop showing what contract items are to be made from the material ordered from the mill, and the other shall be a list from the mill stating, for each article (sheet, plate, bar, shape, etc.) to be supplied to the fabricator, the heat number and the chemical and physical properties of the metal from which the article is to be made.
C-6.2.2 Special Test Requirements.
C-6.2.2.1 Nondestructive Testing. When doubt exists as to the soundness of any material part, such part may be subjected to any form of nondestructive testing as determined by the Government Representative. This may include ultrasonic, magnaflux, dye penetrant, x-ray, gamma ray or any other test that will thoroughly investigate the part in question. The cost of such investigation will be borne by the Government. Any defects impairing the performance or proper functioning of the operating machinery will be cause for rejection and the rejected part shall be replaced and retested at the Contractor's expense.
C-6.2.2.2 Tests. Waiving of tests, however, will not relieve the Contractor of esponsibility for any fault in operation, workmanship, or material that may develop before the completion of his contract.
C-6.2.3 Workmanship.
C-6.2.3.1 General. Structural materials shall be thoroughly straightened by methods that will not impair the metal. Sharp kinks or bends in member to be straightened will be cause for rejection. Finished members shall be free from kinks, bends or winds. Shearing shall be accurately done, and all portions of the work neatly finished. Corners shall be square and true unless otherwise shown on the drawings. Where heating is required, precautions shall be taken to avoid overheating the metal and it shall be allowed to cool in such a manner as not to destroy the original properties of the metal. Steel with welds will not be accepted, except where welding is definitely specified, called for on the drawings or otherwise approved.
C-6.2.3.2 Dimensional Tolerances for Structural Work.
C-6.2.3.2.1 Dimensions shall be measured by means of an approved calibrated steel tape of the same temperature as the structure at the time of measurement. Unfairness of plate work shall be held to a practicable minimum.
C-6.2.3.2.2 Tolerances shall be as shown on the drawings and as specified hereinafter.
C-6.2.3.3 Quality Control. The Contractor shall establish and maintain a quality control system to assure compliance with the contract requirements and shall maintain records of his quality control of all operations covered by these specifications.
C-6.2.4 Submittals. Government approval is required for submittals with a “G” designation; submittals not having a “G” designation are for Contractor Quality Control approval.
Contractor submittals shall be in accordance with the specifications and as herein specified.
SD-02 Shop Drawings.
Drawings for All Fabricated Items; G, EC-DE
Within 90 days of notice to proceed drawings shall be submitted for approval in accordance with SECTION H - SPECIAL CONTRACT REQUIREMENTS. Drawings shall include templates, fabrication and assembly details and type, grade and class of materials, for all parts being fabricated. Elements of fabricated items inadvertently omitted on contract drawings shall be detailed by the fabricator and indicated on the shop drawings.
SD-03 Product Data.
Catalog Cuts for Purchased Items; G
Within 90 days of notice to proceed catalog cuts shall be submitted for approval in accordance with SECTION H – SPECIAL CONTRACT REQUIREMENTS.
SD-06 Test Reports.
Struts; G
Each gate strut spring shall be fully compressed in the shop several times by the spring manufacturer and force-deflection curves shall be submitted for approval. SD-04 Samples.
Schedule of Welding Procedures; G
A complete schedule of welding procedures as described in paragraph C- 6.4.1.5.1 and C-6.4.2 below, shall be submitted to the Government Representative and approved before fabrication is commenced.
SD-07 Certificates.
Material tests; G
Submit certificates for material tests. Material examinations; G Submit certificates for material examinations. Welding Procedure; G Submit certificates for welding procedures. Operator Qualifications; G Submit Operator Welding qualification certificates.
C-6.3 Castings.
C-6.3.1 General. Each casting shall have the mark number cast of stamped upon it. In addition, each casting shall have the heat number cast or stamped upon it. Deviations from the dimensions and the thicknesses of castings as shown on the drawings will not be permitted to exceed such amounts as will impair by more than 10 percent the strength of the casting as computed from the dimensions shown. Dimensions of castings shown on the drawings are finished dimensions. Warped or otherwise distorted castings or castings that are oversized to an extent that will interfere with proper fit with other parts will be rejected. The structure of the metal in the castings shall be homogeneous and free from excessive nonmetallic inclusions. Excessive segregation of impurities or alloys at critical points in a casting will be cause for its rejection. Repairs to castings shall not be made without the knowledge and prior approval of the Contracting Office. Defects other than minor surface imperfections may be welded only when specifically authorized in accordance with the following requirements:
C-6.3.1.a The defects have been entirely removed and are judged not to affect the strength, use, or machinability of the castings when properly welded and stress relieved.
C-6.3.1.b The proposed welding procedure, stress relieving and method of examination of the repair work have been submitted and approved.
C-6.3.2 Stress Relief. All castings shall be properly stress relief annealed prior to machining.
C-6.4. Patterns.
C-6.4.1 Patterns to be furnished by the Government. The patterns for the Robert C. Byrd Lock and
Dam gate end, mark 22-6-1 and the Robert C. Byrd Lock and Dam spring housing, mark 22-6-4 are available for loan to the Contractor. The patterns may be secured f.o.b. Marietta Repair Station, Marietta, Ohio, upon request to the Government Representative. Request for the patterns shall be made to the Government Representative not less than 60 days prior to their required use. It is believed that the patterns can be used without change, but their workmanship and their accuracy as to dimensions are not guaranteed.
The Contractor shall assume all responsibility for the accuracy and adaptability of any part made with them as if the parts had been made from new patterns produced under this contract, and shall correct at his expense any inaccuracies found in them. Any reconditioning of the patterns necessary to make them serviceable shall be accomplished at no change in contract cost.
C-6.4.2 Patterns to be furnished by the Contractor. Patterns for all cast parts except those listed above shall be furnished by the Contractor. Patterns for all cast parts, upon completion of their use, and in accordance with the provisions below, shall become the property of the United States, and shall not be used for work under any other contract unless specifically authorized by the Contrac Government Representative ting Officer. In the construction of patterns, care shall be taken to avoid sharp corners or abrupt changes in cross-section, and ample fillets shall be used. The Contractor shall add such draft and increases in pattern thickness as will conform to his standard foundry practice and as may be necessary to ensure that all metal thicknesses of the finished castings will be in accordance with the dimensions shown on the drawings and within the tolerances specified on the drawings.
C-6.4.3 Patterns and core boxes. All patterns and core boxes that are furnished by the Contractor shall be well and substantially made from thoroughly seasoned “Grade B or
Better” sugar pine, northern white pine, or an approved equal. Built-up patterns and core boxes shall be securely glued and screwed together. Glue shall be of an approved high grade, water resistant, and suitably treated for resistance to fungus and insect infestation. Nailing will be permitted only on light sections. Screw holes shall be counter bored and neatly filled with wood plugs. Loose pieces shall be either dovetailed or fastened with pullout dowels, and split patterns or core boxes shall have metal dowels at partings. Unless specifically authorized by the Government Representative, skeleton or sweep patterns will not be accepted.
All nail and toll marks on molding surfaces shall be filled with beeswax. All surfaces shall be sanded with No. 0 grade sandpaper, and patterns shall be given one coat of preservative wood sealer conforming to Military Specification MIL-W-13518C(1) fir “Wood Preservative Tetrachlorophenol and Pentachlorophenal Surface Sealing Compound,” permitted to dry for not less than 48 hours and finished with not less than two(2) coasts of an approved phenolic-resin sealer, colored in accordance with the standard pattern, core box, template and loose piece shall be stamped with the part mark as given on the drawings. Patterns shall be furnished complete with necessary core boxes and templates.
C-6.4.4 Disposition of patterns and core boxes. After use, all patterns and core boxes shall be thoroughly cleaned, reconditioned, painted, individually boxed or crated and delivered, transportation charges prepaid, in signed to foreman in charge, together with a list of same in duplicate, before final payment is made. Patterns and core boxes shall be varnished and all templates given a coat of an approved paint before being crated. Any pattern or core box lost or damaged by the Contractor, or in shipment, shall be replaced by the Contractor without charge to the Government. Each separate crate or box shall be clearly labeled with the part name and mark number of the enclosed pattern as shown on the Contract drawings.
C-6.4 Welding.
C-6.4.1 Structural Steel.
C-6.4.1.1 General. Unless otherwise authorized or specified, welding of structural steel shall be by an electric arc welding process, using a method which excludes the atmosphere from the molten metal.
Welding, unless specified otherwise, shall conform to the applicable provisions of Sections 1 thru 6 of AWS D1.1.
C-6.4.1.2 Welding Equipment. All items of welding equipment shall conform to the requirements of AWS D1.1.
C-6.4.1.3 Filler Metal. The electrode, electrode-flux combination and grade of weld metal shall conform to the appropriate AWS specification for the base metal and welding process being used. Only low hydrogen electrodes shall be used for manual shielded metal-arc welding regardless of the thickness of the steel. The AWS designation of the electrodes to be used shall be included in the schedule of welding procedure to be furnished by the Contractor. To maintain low moisture of low hydrogen electrodes, a controlled temperature storage oven shall be used as prescribed by Article 5.3 of AWS D1.1.
C-6.4.1.4 Qualification of Welders and Welding Operators. Welding operators, welders, and tack welders shall be qualified and, as necessary, requalified for the particular type of work to be done.
Qualification shall be in accordance with Section 4 of AWS D1.1 or Section IX of the ASME Boiler and Pressure Vessel Code. The Contractor shall certify by name to the Government Representative the welders and welding operators so qualified including the date of qualification, code and procedures under which qualified. Prior qualification may be accepted provided the welder has performed satisfactory work under the code for which qualified within the preceding three months. The Contractor shall require the welder or welding operator to repeat the qualifying tests when, in the opinion of the Government Representative, his work indicates a reasonable doubt as to his proficiency. In such cases, he shall be recertified, as above, if he successfully passes the retest; otherwise, he shall be disqualified until he has successfully passed a retest. All expenses in connection with qualification and requalification shall be borne by the Contractor.
C-6.4.1.5 Workmanship Requirements.
C-6.4.1.5.1 Welding Procedure. The Contractor shall prepare for submission to the Government
Representative a complete schedule of welding procedures which shall consist of detailed procedure specifications and sequence for each structure to be welded and tables or diagrams showing the procedure to be used for each required joint. The schedule shall conform to the provisions of Sections 2 and 5 of AWS D1.1, including filler metal requirements, preheat and interpass temperature requirements and any stress relief heat treatment, and show the types and locations of welds designated on the drawings and/or in the specifications to receive nondestructive examination. The procedure shall be such as to minimize residual stresses, warping, and distortion of the completed weldment. Procedures shall be qualified by tests as required and prescribed in Section 4 of AWS D1.1 except for prequalified procedures as described in Section 3 of AWS D1.1.
Properly documented evidence of compliance with all requirements of these specifications for previous qualification tests will establish the joint welding procedure as prequalified. Each procedure shall be clearly identified as being either prequalified or qualified by tests. The test welding and specimen testing must be witnessed and the test report document signed by a representative of the Government Representative. The Contractor will be directed or authorized to make any changes in previously approved welding procedures that are deemed necessary or desirable by the Government Representative. Approval of any procedure, however, will not relieve the Contractor of the responsibility for producing a finished structure meeting all requirements of these specifications.
C-6.4.1.5.2 Stress Relief Heat Treatment. All weldments shall be stress relieved by heat treating before machining.
Stress relief heat treatment shall be in accordance with the requirements of Article 5.8 of AWS D1.1, unless otherwise authorized or directed by the Government Representative.
C-6.4.1.5.3 Preheat and Interpass Temperature.
Preheating shall be performed as required by Articles 5.6 and
5.7 of AWS D1.1, except that the temperature of the base metal shall be at least 70 degrees Fahrenheit. The weldments to be preheated shall be slowly and uniformly heated by approved means to the prescribed temperature, held at that temperature until the welding is completed and then permitted to cool slowly in still air.
C-6.4.1.5.4 Control of Distortion. All weldments shall have distortion and shrinkage controlled in accordance with the requirements of Article 5.21 of AWS D1.1.
C-6.4.2 Inspection.
C-6.4.2.1 General. Welding shall be subject to inspection by Government inspectors to determine conformance with the requirements of AWS D1.1, t Government Representative he approved welding procedures, and provisions stated elsewhere in these specifications. The Government Representative will require nondestructive inspection of designated welds and may require supplemental examination of any joint or coupons to be cut from any location in any joint. The Contractor shall maintain an adequate inspection system and perform the necessary inspections.
C-6.4.2.2 Visual Examination. Prior to any welding, the Contractor shall visually inspect the preparation of material for welding to assure compliance with Section 3 of AWS D1.1.
All completed welds shall be cleaned and examined carefully by the Contractor for insufficient throat or leg sizes, cracks, undercutting, overlap, excessive convexity or reinforcement, and other surface defects to insure compliance with the requirements of Section 5 and Section 6 of AWS D1.1. Defects shall be corrected as provided in paragraph C-6.4.3 below.
C-6.4.2.3 Nondestructive Examination. The Contractor shall perform nondestructive examination of welds as indicated on the drawings and/or instructed by the Government Representative.
C-6.4.2.3.1 Testing Agency. Nondestructive examination of welds and evaluation of the tests or inspections as to the acceptability of the welds shall be performed by a testing agency adequately equipped and competent to perform such services; or the Contractor may make his own tests or inspections and evaluations, provided he has available suitable equipment and qualified personnel. In either case, written approval by the Government Representative will be required and such tests or inspections shall be made in the presence of the Government Representative. The evaluation of the tests or inspections shall be subject to the approval of the Government Representative and all records shall become the property of the Government.
C-6.4.2.3.2 Procedure.
C-6.4.2.3.2.1 Ultrasonic Testing. The procedure for making, evaluating and reporting the ultrasonic testing of the welds shall conform to the requirements of Section 6 of AWS D1.1. The ultrasonic equipment shall be capable of making a permanent record of the test indications and a record shall be made of each weld tested.
C-6.4.2.3.2.2 Magnetic Particle Examination. The procedure for making magnetic particle inspection shall conform to the applicable provisions of ASTM E709. Inspection of each 1/4 inch layer of weld is required.
C-6.4.2.3.2.3 Liquid Penetrant Inspection. The procedure for making dye penetrant inspection shall conform to the applicable provisions of ASTM E165.
C-6.4.2.4 Acceptability of Welds. Welds shall be unacceptable if shown to have defects prohibited by Part C, Section 6 of AWS D1.1, or shown to possess any degree of incomplete fusion, inadequate penetration or undercutting.
C-6.4.2.5 Supplemental Examination. The Government reserves the right to perform supplemental nondestructive examinations as deemed necessary when the soundness of any weld is in doubt and to detect cracking or similar defects that might occur during moving, loading, shipping, or unloading, and before final acceptance by the Government. The cost of such inspection will be borne by the Government. The repairs and the re-examination of repairs will be performed by the Contractor at no additional cost to the Government.
C-6.4.3 Repairs. Defective welds shall be repaired in compliance with AWS D1.1. When deemed necessary by the Government Representative, the Contractor shall submit a welding repair plan for approval before repairs are made. Defective steel weld metal shall be removed to sound metal by use of air carbon-arc or oxygen gouging. The surfaces shall be thoroughly cleaned before welding. Welds that have been repaired shall be retested by the same methods used in the original inspection. All costs of repairs and retesting shall be borne by the Contractor.
C-6.4.4 Temporary Welds. Temporary welds required for fabrication shall be made under the same controlled conditions prescribed herein for permanent work. All temporary welds shall be made with low hydrogen electrodes by welders qualified for permanent work as hereinbefore specified. Temporary welds shall be removed after having served their purposes, and shall be ground flush with adjacent surfaces.
All depressions shall be filled overfull with weld metal and the excess weld metal shall than be ground flush.
C-6.4.5 Tack Welds. Tack welds that are to be incorporated into the permanent work shall be subject to the same quality requirements as the permanent welds and shall be cleaned and fused thoroughly with the permanent welds. Preheating shall be performed as specified above for temporary welds.
Multiple-pass tack welds shall have cascaded ends. Defective tack welds shall be removed before permanent welding.
C-6.4.6 Peening shall comply with the provisions of AWS D1.1. Peening shall not be done on any newly deposited weld metal until the slag covering has hardened and been removed by manual tools.
C-6.6 Flame Cutting and Shearing. Low-carbon structural steel may be cut by machine-guided or hand-guided torches instead of by shears or saws. Flame cutting of material other than low-carbon structural steel shall be subject to approval and where proposed shall be definitely indicated on shop drawings submitted to the Government Representative. Where a torch is mechanically guided, no chipping or grinding will be required except as necessary to remove slag and sharp edges.
Where a torch is hand guided, all cuts in the zone to be welded and cuts that will be exposed or visible shall be chipped, ground, or machined to sound metal. Where material is not to be welded and where cuts will be unexposed, burrs and rough edges only shall be removed. Where the torch is mechanically guided, flame gouging will be permitted in preparation for welding, with exception of limitations imposed by paragraph C-6.4.4.
C-6.7 Machine Work.
C-6.7.l General. Unless otherwise shown on the drawings, all tolerances, allowances, and gages for metal fits between plain, non-threaded, cylindrical parts shall conform to ASME B4.l for "Preferred Limits and Fits for Cylindrical Parts" for the class of fit as shown or otherwise required.
Where fits are not shown they shall be suitable as determined by the Government Representative Tolerances for machine- finished surfaces designated by non-decimal dimensions shall be within 1/64 inch. Sufficient machining stock shall be allowed to insure true surfaces of solid material. Finished contact or bearing surfaces shall be true and exact to secure full contact.
C-6.7.2 Finished Surfaces
C-6.7.2.1 Where surface finishes are indicated on the drawings or specified herein the symbols used or finishes specified shall be in accordance with ASME B46.1 for "Surface Texture (Surface Roughness, Waviness, and Lay)". Values of roughness height specified are specified in micro-inches as "Arithmetical Average Deviation from the Mean Surface". Roughness specified is the maximum value and any lesser degree will be satisfactory. Compliance with specified surface shall be determined by sense of feel and by visual inspection of the work compared to Standard Roughness of Specimens, in accordance with the provisions of ASME B46.1. Values of roughness width and waviness height are not specified, but shall be consistent with the general type of finish specified by roughness height. Flaws such as scratches, ridges, holes, peaks, cracks or checks which will make the part unsuitable for the intended use will be cause for rejection.
C-6.7.2.2 Where the finish is not indicated or specified, the type of finish shall be the type which is most suitable for the surface to which it is applied and shall be consistent with the class of fit required. Surfaces to be machine finished shall be indicated on the shop drawings by symbols which conform to ASME B46.1.
C-6.7.2.3 Unfinished Surfaces. So far as practicable, all work shall be laid out to secure proper matching of adjoining unfinished surfaces. Where there is a large discrepancy between adjoining unfinished surfaces, they shall be chipped and ground smooth, or machined, to secure proper alignment.
Unfinished surfaces shall be true to the lines and dimensions shown on the drawings and shall be chipped or ground free of all projections and rough spots. Depressions or holes not affecting the strength or usefulness of the parts may be filled in a manner approved by the Government Representative.
C-6.7.3 Protection of Finished Machined Surfaces.
C-6.7.3.1 Finished surfaces shall be thoroughly cleaned of foreign matter. Finished surfaces of large parts and other surfaces shall be protected with wooden pads or other suitable means.
C-6.7.3.2 Exposed machine finished surfaces shall be thoroughly cleaned of foreign matter. All unpainted machine finished surfaces shall be protected by a suitable rust inhibitor satisfactory to the Government Representative, for shipping and storage protection equal to E.F. Houghton’s Rust Veto 344.
Finished surfaces of ferrous metals, which will be exposed after assembly with the government supplied strut segments, except as noted, shall be painted as specified in paragraph C-8, PAINTING.
C-6.8 LIST OF MATERIALS. In accordance with paragraph, PURCHASE ORDERS, of
SECTION H - SPECIAL CONTRACT REQUIREMENTS,
the Contractor shall furnish the Government Representative with three (3) copies of all purchase orders, mill orders, shop orders for materials, and work orders. Where mill tests are required, the purchase orders shall contain the test site address and the number of the testing agency.
C-7. SHOP INSPECTION. The Government Representative shall inspect the various parts of the struts as detailed on the drawings prior to assembly. The Government Representative shall also witness assembly of the struts and verify the assembled length and preload of the spring to determine compliance with these specifications in accordance with Section E – Inspection and Acceptance.
C-8. PAINTING.
C-8.1 General. Except as hereinafter described, all surfaces of all parts of the struts shall be finish painted in the shop with at least three coats of epoxy-polyamide paint conforming to SSPC-Paint 22. Color shall be light gray.

C-8.2 Surface Preparation and Paint Application.
Surfaces to be painted shall be clean before applying paint or surface treatments. The removal of oil and grease shall, in general, be accomplished with mineral spirits or other low- toxicity solvents having a flashpoint above 100 degrees Fahrenheit before any mechanical cleaning is started. Solvent cleaning shall be done with clean cloths and clean fluids to avoid leaving a thin film of greasy residue on the surfaces being cleaned. After solvent cleaning, surfaces shall be prepared by commercial blast cleaning in accordance with SSPC- SP 6, prior to painting except as herein specified. Cleaning and painting shall be so programmed that dust or other contaminants from the cleaning process do not fall on wet, newly painted surfaces, and surfaces not intended to be painted shall be suitably protected from the effects of cleaning and painting operations. Welding of, or in the vicinity of, previously painted surfaces shall be conducted in a manner to prevent weld spatter from striking the paint and to otherwise reduce coating damage to a minimum; paint damaged by welding operations shall be restored to original condition. Machine finished surfaces shall be protected during any blast cleaning processes. The intermediate gear and sprocket gear shaft shall be assembled prior to painting.
C-8.3 Parts or Surfaces Not Painted. Paint shall not be applied on finished machine surfaces.
Unpainted finished machine surfaces shall be protected as specified in paragraph C-6.7.3, Protection of Finished Machined Surfaces.
C-8.4 Preparation for Shipment. After final inspection and cleaning, the contractor shall prepare all struts for shipment in accordance with the requirements of SECTION D - PACKAGING AND
MARKING.
C-9. CHANGES IN SPECIFICATIONS AND DRAWINGS. The right is reserved as the interest of the Government may require, to revise or amend the specifications and/or drawings prior to the date set for when quotes are due. Such revisions and amendments, if any, will be announced by amendment or amendments to this solicitation. Copies of such amendments as may be issued will be furnished to all perspective contractors. If the revisions and amendments are of a nature which requires material changes in quantities or prices, or both, the date set for quotes due may be postponed by such number of days as in the opinion of the Government Representative will enable the contractors to revise their quotes. In such cases, the amendment will include an announcement of the date quotes are due.
C-10. PAYMENT. The contract price will include two (2) line items. The first line item shall include all costs associated with furnishing all material and labor for fabricating, assembling, testing, protecting and shipping of two (2) struts. The second line item shall include all costs associated with furnishing all material and labor for fabricating, assembling, testing, protecting and shipping for two additional struts. Line item 2 shall be awarded at the option of the Government Representative. The contract price for each line item shall include all materials, fabrication, assembly, testing, painting, delivery and all other costs in connection with that particular line item as described herein and on the drawings.
PART I SECTION D
PACKAGING AND MARKING
D-1. PACKAGING AND MARKING. The struts shall be packaged in a manner to facilitate long term storage. All machined surfaces shall be protected with wooden blocks, wooden pads or other suitable means as approved by the Government Representative. Parts damaged in handling, packaging or shipping shall be repaired or replaced as directed by the Government Representative at no cost to the Government.
PART I SECTION E
INSPECTION AND ACCEPTANCE
E-1. INSPECTION. The work will be conducted under the general direction of the Government Representative and is subject to inspection by his appointed inspectors to insure strict compliance with the terms of the contract. Materials furnished under these provisions shall be subject to inspection during and after the process of manufacture at the place of manufacture by authorized Government inspectors who shall be afforded proper facilities for determining compliance with these specifications. Any part of the equipment not in compliance with these specifications will be rejected and the Contractor shall promptly remedy or replace the defective part or parts to the satisfaction of the Government Representative, without cost to the Government. All final shop assemblies required to be performed will be witnessed by a Government appointed inspector. The Contractor shall keep the Government Representative informed as to the general progress of the work and shall notify the Government Representative in writing, fourteen (14) days prior to the time when the equipment is ready for final assembly and testing. The Production Progress Reports, in accordance with Contract, shall be submitted monthly. Normally reports shall be sent 5 working days after each reporting period. The report(s) shall contain the contract line items, exhibits, or exhibit line items for which reporting is required. A copy of all reports be sent to the Government Representative. When reporting an actual or potential delinquency, the contractor-prepared DD Form 375c shall, as a minimum contain the following: (1) The problem - a statement of the difficulty, the reasons therefore, and whether caused by the Government or the Contractor, (2) Items and quantities affected, (3) Date of commencement of the anticipated or actual delinquency, (4) Action taken by the Contractor to overcome the anticipated or actual delinquency, (5) Estimated recovery date based upon evaluation of the factors contributing to the delinquency, (6) A realistic schedule revision which can be met by the Contractor. No inspector is authorized to change any provision of the specifications without written authorization of the Government Representative, nor shall the presence or absence of an inspector relieve the Contractor from any requirements of the contract. The Contractor shall within 30 days after date of award, submit for approval of the Government Representative a description of this proposed inspection system. The equipment will be inspected for conformance with the specifications prior to loading for shipment.
E-2. FINAL EXAMINATION AND ACCEPTANCE. The equipment will be inspected and checked at the point of delivery for quantity and damages from transportation. Any such loss or damage will be remedied by the Contractor at no additional cost to the Government. Upon completion of satisfactory inspection at both the Contractor's plant and point of delivery, the equipment will be accepted on behalf of the Government.
PART I SECTION F
DELIVERIES OR PERFORMANCE
F-1. PERFORMANCE. The Contractor will be required to commence work under this contract within ten (10) calendar days after the day of receipt by him of Notice of Award and to prosecute said work diligently. After Notice of Award by the Government Representative to execute the provisions of these specifications, the Contractor shall prosecute said work diligently, complete the entire work, and make delivery not later than 210 calendar days after notification. The Government will provide equipment and labor suitable for unloading the struts.
F-2. DELIVERY. The Contractor shall coordinate his delivery plans for Racine Strut Arms with David Bennett at the Marietta Repair Station, (740) 373-6701, to insure Government furnished unloading equipment is suitable for performance of the unloading operation. Delivery shall be made F.O.B. destination to David Bennett, Chief, Marietta Repair Station, 100 Post Street, Marietta, OH 45750.
The Contractor shall give seven (7) calendar days notification before shipment.

PART I SECTION H
SPECIAL CONTRACT REQUIREMENTS
H-1. CONTRACT DRAWINGS AND SPECIFICATIONS.
H-1.1 Three sets of half scale contract drawings and specifications will be furnished to the
Contractor without charge, except applicable publications incorporated into the Technical Provisions by reference. At the request of the Contractor, full scale sets of drawings will be substituted for half scale sets of drawings, up to a maximum of 3 sets. Additional sets will be furnished on request at the cost of reproduction. For all modifications, the Contractor will be furnished 3 prints of appropriate scale, or at his option, one reproducible and one print of the appropriate scale, of all revised drawings. The work shall conform to the following contract drawings, which form a part of these specifications and are available in the Office of the District Engineer, Department of the Army, Huntington District, Corps of Engineers, 502 Eighth Street, Huntington, West Virginia 25701.

H-1.2 Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawings and specifications.
H-1.3 The Contractor shall check all drawings furnished him immediately upon their receipt and shall promptly notify the Government Representative of any discrepancies. Figures marked on drawings shall in general be followed in preference to scale measurements. The Contractor shall compare all drawings and verify the figures before laying out the work and shall be responsible for any errors which might have been avoided thereby.
H-2. SHOP DRAWINGS.
H-2.1 General. The Contractor shall prepare and submit for approval a copy of all shop drawings as called for under the various sections of these specifications. These drawings shall be complete and detailed. It shall be the responsibility of the Contractor to check and coordinate shop drawings of his subcontractors and suppliers prior to submitting them. With each submittal of shop drawings, the Contractor shall certify that he has reviewed the shop drawings in detail and that they are correct and in strict conformance with the contract drawings and specifications except as otherwise explicitly stated.
Upon completion of review by the Government Representative, if approved, each copy of the drawings will be identified as having received such approval by being so stamped and dated. The Contractor shall make any corrections required. If the Contractor considers any correction indicated to constitute a change to the contract drawings or specifications, notice as required under the contract clause, "Changes" shall be given to the Government Representative. Three sets of all shop drawings will be retained and one set will be returned to the Contractor. The approval of the drawings shall not be construed as a complete check, but will indicate only that the general method of construction and detailing is satisfactory. Approval of such drawings will not relieve the Contractor of the responsibility for any error which may exist as the Contractor shall be responsible for the dimensions and design of adequate connections, details, and satisfactory construction of all work. Shop drawings shall be transmitted on ENG Form 4025. A letter of transmittal will not be required. The Government Representative will furnish a supply of forms for this purpose. All transmittals shall be in accordance with the instructions on the reverse side of ENG Form 4025 and each drawing submitted for approval shall be listed on a separate line of the form. The drawings shall be 22 inches by 34 inches in size.
