EVALUATION CRITERIA

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Factors A through C are in descending order of importance.

Notwithstanding any other provisions of these specifications concerning the method of award, the best value trade-off process will be used in this acquisition with award made, as a whole, to the offeror whose quote conforms to the solicitation and has been evaluated as most advantageous to the Government with appropriate consideration given to the evaluation factors: Professional (Personnel) Qualifications/Specialized Experience, Management (Facilitation) Plan, and Past Performance on Similar Contracts. Offerors will be cautioned that the award may not necessarily be made to the lowest price offered.

All non-priced factors, when combined, are more important than price. Thus, price is not expected to be the controlling factor in the selection of the Contractor for this solicitation. However, as the evaluated merit of competing technical offers becomes more equal, total price and other price factors will become more important in the selection. Total price and other price factors could become the deciding factor for selection, depending upon whether the most acceptable technical offer is determined to be worth the cost differential, if any.

The evaluation approach for all technical factors is as follows: The offer will be evaluated to determine the extent to which each requirement has been addressed in accordance with the terms and conditions listed in this solicitation.

FACTOR A - Professional (Personnel) Qualifications/Specialized Experience:

The offeror should provide narratives/resumes for its Contract Program Administrator, key management and professional personnel including proposed subcontractors. Resumes should describe each individual's education and training, professional registration/certifications, and experience.

Quote should clearly demonstrate the ability of the offeror to provide extensive knowledge of adult learning theory and effective teaching strategies. The Leadership Development Program is designed to provide college level leadership training. Therefore, the Contract Program Administrator must be knowledgeable in the theories of adult learning and should employ a variety of teaching methods to facilitate effective learning for numerous learning styles.

NOTE: Identified personnel must be used to provide Leadership Development Program Services under this contract. Any substitution of the identified personnel by the contractor receiving contract award will not be permitted without prior approval by the Contracting Officer.

FACTOR B - Management (Facilitation) Plan:

The quote should clearly demonstrate the ability of the offeror's administrative and supervisory personnel to manage and facilitate a year long, multi-faceted leadership and management program. Plan shall provide a detailed curriculum of college-level class sessions that provides a dynamic program design that effectively promotes the following overall objectives:

Heightened awareness of one's strengths and weaknesses as they pertain to leadership, supervisory skills and management.

Development and refinement of skills necessary to be an effective leader, including interpersonal communication, conflict management, time management, situational leadership, stress management, team building, coaching, management of change and other related topics.

Enhanced knowledge of how to be an effective team player and an effective team leader.

Greater insight into the visions, values, missions and culture of the Huntington District and the Corps of Engineers.

The Contractor shall develop and submit for review an educational curriculum and work plan detailing training format, objectives, goals, sessions, proposed retreat, and field trip and all other pertinent specifics necessary to provide a successful Certificate of Leadership program for the Huntington District, US Army Corps of Engineers. Classes shall be taught in a government facility in the local Huntington, WV area. The contractor will propose the site location and submit as part of the curriculum and schedule deliverable, at no additional cost to the government.

Submit an organization chart outlining the offeror's organization with respect to the executive and supervisory personnel proposed to be responsible for overall management of the contract. Resumes should be submitted by the offeror for all personnel proposed to be involved in the administration of the contract. Resumes should indicate the position for which the individual is proposed and clearly demonstrates the extent to which required skill levels are met and the degree of significant experience attained. All employee registrations or certifications should be included on resumes. Provide the following additional information:

Identify Contract Program Administrator who will be responsible for facilitating/teaching classroom sessions. One primary Program Administrator shall be named to ensure continuity in course curriculum.

A statement as to organizational placement of personnel and whether such individuals are currently on the offeror's payroll or have been personally committed for employment in performance of the work proposed in this contract.

Indicate the names of the subcontractors to be used, how they will be utilized and evidence of their qualifications to perform the work indicated.

FACTOR C - Past Performance on Similar Contracts:

Provide any information for the Government to ascertain the probability of successful performance the required efforts of this contract. At a minimum, the following information should be addressed:

Information on performance on recent and/or relevant performance within the past five years including names and phone numbers of references and type of work performed. Also, provide this information on any proposed subcontractors. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned an “unknown confidence rating” and their quote will not be evaluated either favorably or unfavorably on past performance. The Government will evaluate past performance based on information from the Contractor Performance Assessment Reporting System (CPARS), the Past Performance Information Retrieval System (PPIRS) and from data obtained from the offeror. In addition, the Government may use data in Government files or and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services. Past Performance will be evaluated for relevancy of similar service/support (i.e. leadership development training), dollar value (i.e. amount of contract), contract type (i.e. firm fixed price contract) and degree of subcontracting/teaming (very relevant, relevant, somewhat relevant, not relevant) and confidence (substantial, satisfactory, limited or no confidence). An unknown confidence rating will be given if the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

FACTOR D – Cost/Price:

Cost/Price will be evaluated for the purpose of determining the reasonableness and completeness of prices offered.

Total price and price factors may become the deciding factor for selection, depending upon whether the most acceptable quote is determined to be worth the cost differential, if any.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer. The notice shall be signed by both the government and the contractor and shall result in a binding contract. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
