ADDENDUM TO FAR 52.212-4

ADDENDUM TO FAR 52.212-4, Contract Terms and Conditions – Commercial Items

The terms and conditions for the following clause is hereby incorporated into this solicitation and resulting contract as an addendum to FAR clauses 52.212-4.

Paragraph (c) within FAR Clause 52.212-4 has been deleted in its entirety:

“(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.”

FAR Clause 52.243-1 Alt 1, Changes-Fixed Price, has been added in its entirety:

(a) The Contracting Officer may at any time, by written order, and without notice to the sureties, if any, make changes within the general scope of this contract in any one or more of the following:

(1) Description of services to be performed.

(2) Time of performance (i.e., hours of the day, days of the week, etc.).

(3) Place of performance of the services.

(b) If any such change causes an increase or decrease in the cost of, or the time required for, performance of any part of the work under this contract, whether or not changed by the order, the Contracting Officer shall make an equitable adjustment in the contract price, the delivery schedule, or both, and shall modify the contract.

(c) The Contractor must assert its right to an adjustment under this clause within 30 days from the date of receipt of the written order. However, if the Contracting Officer decides that the facts justify it, the Contracting Officer may receive and act upon a proposal submitted before final payment of the contract.

(d) If the Contractor’s proposal includes the cost of property made obsolete or excess by the change, the Contracting Officer shall have the right to prescribe the manner of the disposition of the property.

(e) Failure to agree to any adjustment shall be a dispute under the Disputes clause.

However, nothing in this clause shall excuse the Contractor from proceeding with the contract as changed.

END OF ADDENDUM TO FAR 52.212-4

PERFORMANCE WORK STATEMENT

DESCRIPTION/SPECIFICATIONS

DRY-DOCK AND REPAIR

OF

M/V TENNESSEE

1. GENERAL.

1.1. Description of Work. Unless otherwise stated, all times listed in this Performance Work Statement are Eastern Time. These specifications cover the requirements for dry dock and repair of the Government owned and operated Motor Vessel (M/V) TENNESSEE. The work to be performed under this contract consists of furnishing all plant, labor, materials, equipment and transportation thereof, and performing all operations required to make repairs to the vessel as specified herein. Work includes: sandblasting the entire vessel exterior hull below the main deck, repairing rusted and/or damaged metal in the hull, prepping the exterior decks and house, and painting the exterior decks, houses and vessel hull as outlined in these specifications. In addition, work includes: replacement of propeller shafts (with Government furnished shafts) and stern tube seals; reconditioning existing propellers and providing one new set of propellers; inspection and possible replacement of stern tube and strut bearings; inspection and repair of sea chest and raw water intake grating; remove, replace, paint grid cooler screens and inspect, repair, and pressure test grid coolers; inspect rudders, ballast tanks and document condition; and replace the existing engine-generator set in kind. Please refer to specifications below for full Performance Work Statement.

All work shall be in accordance with U.S. Coast Guard and American Bureau of Shipping Regulations and Standards where applicable. The Contractor shall furnish the necessary facilities for movement of the vessel. Should the removal or shifting of any parts of the vessel be necessary for carrying out the repairs specified, the same shall be done by the Contractor and all such removals shall be subsequently replaced and any damage or loss resulting there from shall be restored by the Contractor at its own expense. Should any portion of the vessel's structure require alteration in order to carry out the work, the Contractor shall submit to the Government a list of recommended alternations. This list shall only include the recommended alterations and shall not include any costs at the time of submission. The Government shall determine if a contract modification shall be pursued based on the recommendations and availability of funding. If it is determined that a modification will be issued to cover the recommended alterations, the Government will then request a quotation for the cost thereof. While the vessel is in the Contractor's possession, the Contractor shall be responsible for any loss or damages. The Contractor shall construct temporary cover and take the necessary precautions to prevent delays resulting from weather.

1.2. Location. The M/V TENNESSEE is located at the U.S. Army Corps of Engineers Pittsburgh Engineer Warehouse and Repairs Shops, Neville Island, Pennsylvania, at River Mile 7.5, Main Channel, Ohio River.

1.3. Transportation. The work consists of dry docking and repairing the vessel, including transporting the vessel to the Contractor's facility and returning it to the Government facility upon completion of repairs.

1.4. The M/V TENNESSEE was built by Freeport Shipbuilding in 1995 and is of all steel, welded construction. The vessel is used in the maintenance and repair of hydraulic structures for the Lakes and Rivers Division of the U.S. Army Corps of Engineers. Principal dimensions of the vessel are as follows:

Displacement @ DWL (4’-6”): 59.2 Long Ton - FW Length Over All (Molded): 50'-0" Beam (Molded): 18'-0" Depth Amidships (Molded): 8'-6"

1.5. Delivery. The contractor shall begin preparatory work for the dry-dock within 10 calendar days of receipt of award. The Contractor shall be required to commence the actual dry-dock physical work under this contract on or about July 31, 2017 and to complete the physical work in 60 calendar days; and deliver the repaired vessel to the Pittsburgh Engineer Warehouse and Repair Station.

2.0. WORK TASKS – The repairs required on the M/V TENNESSEE, include the following:

2.1. Dry-dock (CLIN 0001). The vessel shall be dry-docked at the site where repairs are to be made prior to commencement of the repair work specified in this Contract. The Contractor shall dry dock the vessel in accordance with the attached dry-dock plan drawing 532-D170-01 entitled DOCKING PLAN. The Contractor shall be responsible for properly positioning the supporting blocks so that the vessel will not be damaged. The blocks shall be set to bear on frames or bulkheads of the hull and the vessel shall be supported with the bottom of the hull high enough above the floor to allow all work to be accomplished. The dry-dock and/or other places where work under this work order is being performed shall be kept clean and free of expended blasting abrasives, scrap metal, water, scrap lumber, and other debris. All air hoses, water hoses, and electrical extension cables on or about the vessel shall be kept arranged in a neat, orderly, and workman like fashion.

2.1.1. The Contractor shall remove and relocate dry docking blocks and/or supports, or refloat and re-dry-dock the vessel, as needed at no additional cost to the Government in order to assure complete coverage in cleaning and painting or for any other work as specified herein. Prior to doing so, the Contractor shall notify the Contracting Officer or his authorized representative of its plan to relocate the blocks to adequately support the vessel.

2.1.2. Towing and dry-dock will be paid for at the total contract price for "Towing and Dry-dock," which price shall include all costs in connection with the movement of the vessel, wharfage, tonnage, dockage, mooring lines, shore power, and similar expense. All towing and shifting at the repair facility is the Contractor’s responsibility and shall be included in this item.

2.1.3. Shore Power and Access. As part of the dry-dock of the vessel, shore power shall be provided for the duration of the contract. Minimum shore power provided shall be 480 volts AC, 3 Phase, 100 amp service. A hard wired or plug and receptacle shore power connection shall be made by shipyard personnel with the assistance of members of the vessel crew such that the correct phasing is achieved. Access to the vessel once on dock will be by conventional stairs secured at the main deck of the vessel.

2.2. Power Tool Clean (CLIN 0002 & 0003). Power Tool Clean the corroded areas of the vessel hull according to Steel Structures Painting Council Standards SSPC-SP3. Remove all loose mills scale, loose rust, and other detrimental foreign matter to facilitate hull pit repairs and weld seam repairs. Notify the Contracting Officer or his authorized representative when this work has been complete so a technical inspection can be performed prior to continuing work.

2.3. Corrosion Pitting Repair (CLIN 0002). As directed by the Contracting Officer or his authorized representative, the Contractor shall repair the rust pitting in scattered locations on the hull and channel coolers. Weld fill all pits having a depth of 3/16” and greater. Since the scope of the pit repairs cannot be determined until after the vessel is dry-docked, offerors shall quote a unit price per pit. Estimate up to 500 pits maximum to be welded per paragraph 13.0. WELDING.

Once the rust pits are filled with weld, grind them smooth with the exterior of the hull. During actual performance of this repair, the Contractor shall notify the Contracting Officer if the repair will exceed 500 pits. The Contractor shall not exceed 500 pits without a formal modification to the contract signed by the Contracting Officer.

2.4. Hull Weld Seam and Crack Repair (CLIN 0003). If directed by the Contracting Officer or his authorized representative, the Contractor shall weld seams in scattered locations on the hull.

The Contractor shall vee-out (using a grinder) existing welds prior to welding seams and cracks.

Since the scope of the weld seam repair, if any, cannot be determined until after the vessel is dry-docked, offerors shall quote a unit price per linear foot of seam. A quantity of 50 linear feet maximum will be used for comparison of quotations. For purposes of this provision a seam will be considered any line contact between two or more members. Payment for welding any seam will be on a linear foot of seam basis regardless of the number of members forming the seam or the number of passes or their locations required, as long as all welding passes affect substantially the same heat-affected zone. Lapped seams between parallel plates shall be considered two seams if each edge of each plate is welded. Weld Repair shall be in accordance with paragraph 13.0. WELDING.

During actual performance of this repair, the Contractor shall notify the Contracting Officer if the repair will exceed 50 linear feet. The Contractor shall not exceed 50 linear feet without a formal modification to the contract signed by the Contracting Officer.

2.5. Gas Free and Clean Engine Compartment Bilges and provide Gas Free -- “Safe-For- Hot- work” Certificate for all areas of the hull (CLIN 0004). The engine compartment shall be Cleaned and all areas shall be shall be inspected and Certified Gas Free - “Safe-For-Hotwork”. All work shall be accomplished in accordance with paragraph 14.0. GAS FREE AND CLEAN

ENGINE COMPARTMENT BILGES AND PROVIDE GAS FREE - “SAFE-FOR-HOT- WORK”

CERTIFICATE FOR ALL AREAS OF THE HULL.

2.6. Audio-gauge vessel (CLIN 0005). The Contractor shall provide the services of a marine surveyor to audio-gauge various locations throughout the vessel in accordance with 7-3-2/5 ABS Steel Vessel Rules for Special Periodical Survey No. 4 and Subsequent Special Periodical Surveys (Age > 15 Years). The Contractor is responsible for all coordination to ensure that the marine surveyor and their equipment are acceptable to ABS and USCG prior to the start of any audio-gauging work. The minimum requirements for thickness measurement at Special Periodical Surveys is as followed:

• Three (3) transverse sections within the amidships 0.5L, (in way of cargo spaces, if applicable), avoiding those spaces previously gauged.

• Internals in forepeak and after peak tanks.

• Wind-and-water strakes, port and starboard, full length.

• Flat keel plating full length. Also, additional bottom plates in way of cofferdams, machinery spaces and aft ends of tanks.

• Plating of sea chests. Shell plating in way of overboard discharges as considered necessary by the attending Surveyor.

The Contractor is also responsible for having the marine surveyor provide a detailed report of the audio-gauge readings. As part of this work, the Contractor is also responsible for providing all labor and equipment for removal of paint in way of a reading and repairing paint, including non-skid where applicable. The Contractor shall submit the report within 10 calendar days after the boat has been delivered to the Contractor’s facility and shall include a proposal for any repairs necessary to protect the structural integrity of the boat. This proposal shall only include the list of recommended repairs and shall not include any costs at the time of submission. The Government shall determine if an additional modification shall be pursued based on the condition report, physical inspection and reasonableness of the proposal and availability of funding. If it is determined that a modification will be issued to cover the additional repairs, the Government will then request a quotation for the cost thereof.

2.7. Inspect all hull compartments and document interior condition (CLIN 0006). Provide photographs of any paint failure and/or existing corrosion. The Contractor shall inspect all interior compartments of the boat and document the condition. The Contractor shall submit a detailed report including location and photographs of each notable breach in the interior paint coating, structural damage and excessive corrosion point. The Contractor shall submit the condition report within 10 calendar days after the boat has been delivered to the Contractor’s facility and shall include a proposal for any repairs necessary to protect the structural integrity of the boat. This proposal shall only include the list of recommended repairs and shall not include any costs at the time of submission. The Government shall determine if an additional modification shall be pursued based on the condition report, physical inspection and reasonableness of the proposal and availability of funding. If it is determined that a modification will be issued to cover the additional repairs, the Government will then request a quotation for the cost thereof.

2.8. Steering and Flanking Rudders (CLIN 0007). The contractor shall inspect all steering and flanking rudders. The Contractor shall submit the condition report within 10 calendar days after the boat has been delivered to the Contractor’s facility and shall include a proposal for any repairs necessary. This proposal shall only include the list of recommended repairs and shall not include any costs at the time of submission. The condition report shall include the condition of the seals, upper tapered roller bearings, and lower aluminum bronze bearings, as best as possible, without disassembly of the rudders. The Government shall determine if an additional modification shall be pursued based on the condition report, physical inspection and reasonableness of the proposal and availability of funding. If it is determined that a modification will be issued to cover the additional repairs, the Government will then request a quotation for the cost thereof.

2.9. Anodes (CLIN 0008). Furnish and install 6 each magnesium anodes distributed evenly throughout the exterior of the vessel hull. Anodes shall be equal to MG-10 Launch, 10 LB Magnesium Anode with Plastisol Coating as manufactured by Galvotec Alloys, Inc. or approved equal.

2.10. Grid Coolers (CLIN 0009). Remove, repair, paint, and reinstall grid cooler screens.

The grid cooler are manufactured by Fernstrum. Inspect, repair, and pressure test grid coolers in accordance with standard industry practice and the manufacturer’s recommendation.

2.11. Hatch Cover (CLIN 0010). . Replace entire 18” diameter hatch assembly for the water tight compartment; 2nd from the bow of the vessel; near the exterior steps of the house. The new hatch assembly shall be a 19” x 26” oval, with a lift-out aluminum cast hatch and a mild steel deck ring, Model #2435-0003 as manufactured by Freeman Marine Equipment or equal. All work shall be accomplished in accordance with paragraph 13.0. WELDING and ABS Standards.

2.12. Propellers (CLIN 0011). Remove two each 42 x 30 x 0.80 DAR stainless steel propellers, recondition and reinstall both propellers. The existing propellers are showing normal wear and tear. No significant damage was noted at the time of the latest inspection on 2 June 2017.

This line item should include all work necessary to remove, recondition and reinstall the Propellers per standard industry practice and paragraph 15.0. PROPELLER REPAIR. In addition, the Contractor shall provide one new set of stainless steel propellers as sized by a propeller manufacturer. The existing propellers appear to be undersized for the existing hull and propulsion system. It is anticipated the new propellers will have an increased pitch and diameter. Reference paragraph 15.5 for further details.

2.13. Propeller Shafts (CLIN 0012). Remove the two Propeller Shafts and replace with two each new Government Furnished Propeller Shafts. This line item should include all work necessary to remove and the existing shafts and install the new Government Furnished Propeller Shafts per standard industry practice and ABS Standards. The existing propeller shafts are to be reconditioned to an “as new” new condition and returned to the Government. The following is a description of the Government property to be furnished.

2.14 Stern Tube and Strut Bearings (CLIN 0013, CLIN 0014 and CLIN 0015). The existing bearings are Flanged Cutless Bearings, B.F. Goodrich Standard (Duramax Marine). The Contractor shall provide a condition report to include the wear measurements on both stern and both strut bearings. If the bearings are not within the manufacturer’s tolerance and with approval from the Contracting Officer the bearing shall be replaced as needed with new Cutless Bearings or approved equal to the existing bearings. Installation of the bearings shall be in accordance with the manufacturer and ABS Standards.

2.15. Stern Tube Shaft Seals (CLIN 0016). Replace existing Stern Tube Shafts Seals with Simplan Shaft Seals (1 per shaft) as manufactured by Simplex Americas LLC or approved equal.

The seal shall be sized and installed per the manufacturer's requirements & recommendations. The split clamp ring holding the rotating elements onto the shaft shall be machined to the precise shaft diameter by the seal manufacturer. Provide adapter flanges and all miscellaneous parts for each seal as needed to interface with the existing stern tube bolt pattern in accordance with the manufacturer's requirements. Provide installation kit for each seal. Reconnect flushing/cooling water piping to new seal. Miscellaneous parts as needed shall be supplied.

2.16. Spare Silicon Carbide Split Seal Rings (CLIN 0017). Provide one (1) complete spare set of silicon carbide SPLIT seal rings and O-rings for the Simplan Seals (or approved equal) delineated in item 2.15 above.

2.17. Sea Chest and Raw Water Intake (CLIN 0018). Remove sea chest grating and raw water intake scoop grate, clean, repair, blast, and paint grating and interior of sea chest and scoop.

Reinstall grating. Protect all pipe intakes. Remove and replace in-kind the 4-inch diameter butterfly valve that isolates the seachest from the raw water intake system. All work shall be accomplished in accordance with paragraphs per 13.0. WELDING and 16.0. BLAST CLEANING AND PAINTING. Use Hull Coating system.

2.18. Segmented Tow Knees (CLIN 0019). Replace the existing 4 each curved tow knees on the bow corners (2 each per corner) of the vessel and install 4 each new curved tow knees on the stern corners (2 each per corner) of the vessel. The replacement and the new tow knees shall be Segmented Tow Knees Model DB-1909 as manufactured by Duramax Marine or equal. Note the length of the tow knees shall be shortened as need to fit the corners. The exact location of the tow knees shall be as directed by the Contracting Officer or his authorized representative.

2.19. Exterior Hull Surface Preparation (CLIN 0020). The existing hull coating system is estimated to be 50% effective at this time. Not all surfaces will require near-white blast. The Contractor and the COR will identify and mark areas to be blasted to near-white. All other areas shall be brush blasted in accordance with the SSPC-SP7 (Brush-Off Blast Cleaning). The Contractor shall prepare surface of all exterior hull steel, including the, rudders and push knees, from the deck edge down. Preparation shall include removal of rust, oxidation, dirt, oil, and grease, and shall be in accordance with Steel Structures Painting Council Standards, SSPC-SP 10 (Near White Blast). After dry blasting, the surface profile shall be jagged, with a profile depth between 1 and 2 mils as measured by ASTM D4417, Method C. Appropriate abrasive blast media shall be used to produce the desired surface profile and to give an angular anchor tooth pattern. If recycled blast media is used, an appropriate particle size distribution shall be maintained so that the specified profile is consistently obtained. Steel shot or other abrasives that do not produce an angular profile shall not be used. Surfaces shall be dry at the time of blasting. For complete surface preparation requirements refer to 16.0. BLAST CLEANING AND PAINTING.

2.20. Exterior Hull Painting (CLIN 0020). The hull steel, including the rudders and push knees of the M/V TENNESSEE, from the deck edge down shall be a painted subsequent to surface preparation in accordance with paragraph 2.19 per the Paint Schedule paragraph 16.6.2 and 16.6.4.

Coating Color Schedule; for the Hull Exterior. For complete painting requirements refer to 16.0.

BLAST CLEANING AND PAINTING.

2.21. Exterior Decks, House, Railing, Stairs, and Fittings Surface Preparation (CLIN 0021).

Prepare surfaces of Exterior Decks, House, Railing, Stairs, and Fittings using Steel Structures Painting Council Standard SSPC-SP12 Low Pressure Water Cleaning (LPWC) method to remove surface contamination. Supplement SSPC-SP 12 LPWC with SSPC-SP1 Solvent Cleaning, SSPC- SP2 Hand Tool Cleaning, and SSPC-SP3 Power Tool Cleaning to clean areas of corrosion and loose or flaking paint (feather edges of sound, existing paint back to a firm edge). Sand or brush-off blast glossy surfaces and bare metal to provide profile. Alternately, the surface preparation of Exterior Decks, House, Railing, Stairs, and Fittings Surfaces may be brush-off blast cleaned in accordance with the SSPC-SP7 (Brush-Off Blast Cleaning). Note, areas along hatch covers, manhole coamings and other areas not easily cleaned shall be hand tool cleaned in accordance with SSPC-SP2 and 3 (Hand and Power Tool Cleaning). These covers and hatches shall be opened or removed to facilitate cleaning and painting of the edges. Surfaces shall be dry at the time of blasting. For complete surface preparation requirements refer to 16.0. BLAST CLEANING AND PAINTING.

2.22. Exterior Decks, House, Railing, Stairs, and Fittings Painting (CLIN 0021).

Subsequent to surface preparation in accordance with paragraph 2.21, the Exterior Decks, House, Railing, Stairs, and Fittings of the M/V TENNESSEE shall be topcoated per the Paint Schedule paragraph 16.6.3 and 16.6.4. Coating Color Schedule. For complete surface preparation requirements refer to 16.0. BLAST CLEANING AND PAINTING.

2.23. Engine-Generator Replacement (CLIN 0022). Provide all necessary labor and materials to remove and replace the failed engine-generator set in kind with the current equivalent model. The existing unit is a Caterpillar Model 3054, S.N. 42K03593, Arrangement #103-8795 which provides 3 phase, 277/480 volt synchronous AC, 60Hz, 35KW Continuous Duty electric power. The current Caterpillar equivalent engine-generator set is a Tier 3, Model C4.4 rated at 60KW. The failed unit has been abandoned and the main power cable to the generator control electrical distribution switchboard has been cut and removed. The Contractor shall provide and install a new power cable from the generator to the distribution panel to restore full serviceability of the onboard engine-generator set. The Contractor shall also disconnect the temporary switchboard power cable installed for the stern mounted portable engine-generator set currently used to provide ship service power.

4.0. REFERENCE DRAWINGS. The Government will provide a PDF file with all available original drawings for the construction of the M/V TENNESSEE. The Government cannot guarantee the accuracy of the dimensions, elevations, and features shown on the reference, and it shall be the responsibility of the Contractor to verify all elevations and the dimensions shown by measurements in the field, at no additional cost to the Government.

5.0. TRANSPORTATION PLAN. Within 30 calendar days after contract award, the Contractor shall furnish a description of the vessel it proposes to utilize for transportation of the M/V TENNESSEE from and to the Government Facility. The description shall include type, size and horsepower rating of vessel, method of securing the M/V TENNESSEE, and methods for protecting the finished coating from damage prior to acceptance by the Government at the destination.

6.0. DRY DOCK PLAN. Within 30 calendar days after contract award, the Contractor shall furnish a dry docking plan depicting location of dry docking blocks and supports. Refer to M/V TENNESSEE Dry Docking Plan Drawing 532-D170-01.

7.0. QUALITY CONTROL. The Contractor is responsible for quality control and shall establish and maintain an effective quality control system. The quality control system shall consist of plans, procedures, and organization necessary to produce an end product which complies with the contract requirements. The system shall cover all construction operations, both on-site and off-site, and shall be keyed to the proposed construction sequence. The Contractor shall furnish for review by the Government, not later than ten (10) calendar days after receipt of contract award, the Contractor Quality Control (CQC) Plan proposed to implement the quality control system. The plan shall identify personnel, procedures, controls, instructions, tests, records, and forms to be used.

7.1. Quality Control Organization. The Contractor shall identify an individual within his organization at the site of the work who shall be responsible for overall management of CQC and have the authority to act in all CQC matters for the Contractor. This CQC System Manager shall be on the site at all times during construction and shall be employed by the Contractor. In addition to implementing and managing the QC program, the QC Manager may perform the duties of project superintendent.

7.2. Documentation. The Contractor shall maintain current records of quality control operations, activities, and tests performed, including the work of subcontractors and suppliers.

These records shall be on an acceptable form and shall include factual evidence that required quality control activities and/or tests have been performed.

7.3. Record and Reports. All records, test reports and similar documentation produced in connection with quality control operations shall be promptly submitted to the Contracting Officer or his authorized representative as required by the specifications.

8.0. INSPECTIONS AND ACCEPTANCE OF WORK. Notwithstanding other provisions of this contract, all materials and work to be performed under this contract shall be inspected and accepted by the Contracting Officer or his authorized representative(s). The Contracting Officer or his authorized representative shall be the individual(s) solely authorized to reject materials, disapprove or approve any work in progress, or order or direct any revision or change to the plans and specifications as presently shown and stated.

9.0. ACCESS TO WORK. The Contractor shall provide safe access to all work area for inspection by the Government.

10.0. SAFETY AND HEALTH REQUIREMENTS GENERAL. The Contractor shall conform to the U.S. Coast Guard (USGC) and U.S. Occupational Safety and Health Requirements Standards (OSHA) regarding shipyard employees and applicable sections of the COE EM 385-1-1. The Contractor shall provide suitable ladders, gangways, and scaffolds for access to the job. Such equipment considered unsafe or inadequate by the Contracting Officer's Representative shall be removed and replaced by the Contractor with equipment that conforms the above requirements.

The Contractor shall conform to the U.S. Occupational Safety and Health Requirements Standards (OSHA) regarding shipyard employees engaged in surface preparation in accordance with OSHA regulations 29 CFR 1915.31-36. These regulations require the Contractor to have access to a "competent person" to test compartment atmosphere quality. The regulations also require that frequent instrument testing of the atmosphere shall be made in areas of highly volatile, toxic, and flammable solvents to ensure the atmosphere is not hazardous. All respirators and blasting helmets shall be approved by the National Institute for Occupational Safety and Health (NIOSH) and Mine Safety and Health Administration (MSHA). All respiratory equipment shall be selected and used in accordance with the guidance contained in NIOSH 87-108.

11.0. INSPECTION BY PROSPECTIVE OFFERORS. Prospective offerors are advised and encouraged to inspect the vessel prior to submittal of their quotation. 12.0. SUBMITTALS. Prior to start of a definable feature of work. All submittals for the feature of work shall be submitted and approved by the Government. The following submittals shall be provided as a minimum. This list may not be all inclusive and additional submittals may be required.

13.0. WELDING. This paragraph covers workmanship standards, and metalwork fabrication procedures applicable to the items of repair work specified.

13.1. General. Welding shall be by an electric arc-welding process and shall conform to the applicable provisions of AWS D1.1, Sections 1 thru 7, 9 and 10 unless otherwise specified or authorized. Welding operators, welders and tack welders shall be qualified and requalified if necessary for the particular type of work to be done. Qualification shall be in accordance with AWS D1.1, Section 5, (Coast Guard qualification acceptable). The Contractor shall certify by name the welders and welding procedures under which qualified. Prior qualification will be accepted if welders have performed satisfactory work under the code for which qualified within the preceding three months. The Contractor shall require welders and welding operators to repeat the qualifying tests when, in the opinion of the Contracting Officer or his authorized representative, their work indicates a reasonable doubt as to proficiency. Those passing the re-qualification tests shall be recertified. Those not passing shall be disqualified until passing. All expenses in connection with qualification and re-qualification shall be borne by the Contractor.

13.2. Inspection. The Contractor shall maintain an approved inspection system and perform required inspections to assure compliance with contract requirements. Welding shall be subject to inspection by the Contracting Officer or his authorized representative to determine conformance with the requirements of AWS D1.1, the approved welding procedures and provisions stated in other sections of these specifications. The Contractor shall clean the welds of scale, slag, weld spatter, etc., in preparation for inspection. The Contractor shall ascertain that all welding conforms with the requirements of AWS D1.1 and/or these specifications as to size, length, location, and positioning of members prior to welding, particularly members that are to be positioned into close contact for welding. The Contractor shall carefully examine each weld for surface defects, undercutting, lack of fusion, insufficient penetration, porosity, craters, cracks, gas pockets, etc., in the weld or base metal.

13.3. Non-Destructive Examination. By formal modification to the contract, the Contracting

Officer may require non-destructive testing of Contractor welds. If Contractor welds are to be non-destructively tested, the Contractor shall make the necessary arrangements for the non-destructive testing by a recognized testing agency. If the welds are found to be satisfactory, the Government will pay the costs of the non-destructive testing. If the welds are found to be defective, the Contractor will be required to bear both the costs of the non-destructive testing and of the required rewelding. All sections of welds found defective shall be chipped, cut, or gouged out to base metal and properly rewelded.

13.4. Procedure. The Contractor may be required to prepare and submit for approval a complete schedule of welding procedures consisting of detailed procedure specifications to be used for each welded connection. The schedule shall conform to the provisions of AWS D1.1, Sections 2, 3, 4, 7, and 9 and applicable provisions of Section 10. Procedures shall be such as to minimize residual stresses, distortion and shrinkage. Approval of any procedure will not relieve the Contractor of the responsibility for producing a finished structure meeting all requirements of these specifications.

13.5. Temporary welds. Temporary welds required for fabrication and erection shall be under the same controlled conditions described herein for permanent work. All temporary welds shall be made by welders qualified for permanent work as previously specified. Temporary welds shall be removed after having served their purposes, and shall be ground flush with adjacent surfaces. All depressions shall be filled overfull with weld metal and the excess weld metal shall then be ground flush.

13.6. Preheat. Preheating shall be performed as required by AWS D1.1, Sections 4.2 and

4.3 except that the temperature of the base metal shall be at least 70 degrees F. The weldments to be preheated shall be slowly and uniformly heated by approved means to the prescribed temperature, held at that temperature until the welding is completed, and then permitted to cool slowly in still air.

Preheating temperatures shall be monitored by the use of suitable temperature-indicating sticks, liquids, or pellets, as manufactured by Tempil Corporation, Markal Company, Curtiss-Wright Corporation, and others.

13.7. Filler Metal. The electrode, electrode-flux combination and grade of weld metal shall conform to the appropriate AWS specification for the base metal and welding process being used.

The AWS designation of the electrodes to be used shall be included in the schedule of welding procedures. A controlled temperature storage oven shall be used at the job site as prescribed by AWS D1.1, Section 4.45 to maintain low moisture of low hydrogen electrodes.

13.8. Visual Examination. All completed welds shall be cleaned and carefully examined for insufficient throat or leg sizes, cracks, undercutting, overlap, excessive convexity or reinforcement, and other surface defects to ensure compliance with the requirements of AWS D1.1. The cost to repair defective welds and retesting shall be borne by the Contractor.

13.9. Flame Cutting. Structural steel may be cut by machine-guided or hand guided torches instead of by shears or saws. Flame cutting of material other than structural steel shall be subject to approval by the Contracting Officer or his authorized representative. Where a torch is mechanically guided, no chipping or grinding will be required except as necessary to remove slag and sharp edges. Where a torch is hand guided, all cuts where the material is to be welded and/or the cuts will be exposed or visible shall be chipped, ground, or machined to sound metal. Where metal is not to be welded and where cuts will be not be exposed, burrs and rough edges only shall be removed.

Where the torch is mechanically guided, flame gouging will be permitted in preparation for welding.

14.0. GAS FREE AND CLEAN ENGINE COMPARTMENT BILGES AND PROVIDE GAS

FREE - “SAFE-FOR-HOT- WORK” CERTIFICATE FOR ALL AREAS OF THE HULL.

14.1. Cleaning Engine Compartment Bilges. The contractor shall clean the engine compartment bilges.

14.1.1. The Contractor shall remove and dispose of any the oily water within the engine compartment bilges. Estimate 200 gallons of oily water is in the engine room bilges.

It will be the responsibility of the Contractor to properly dispose of all the oily water. A manifest shall be provided to document disposal in accordance with the Environmental Protection Agency. During actual performance of this work, the Contractor shall notify the Contracting Officer if the work will exceed 1,000 gallons. The Contractor shall not exceed 1,000 gallons without a formal modification to the contract signed by the Contracting

Officer.

14.1.2. The Contractor shall provide a chemist’s gas free certificate for the engine compartment bilges. If it is necessary to power wash and drain the interior of theses bilges to achieve chemist’s gas free certification, the Contractor shall do so at his/her own expense.

14.1.3. The Contractor shall clean, by hand scraping and hand removal of all residues and debris, all the interior surfaces the bilges. Prior to the start of cleaning, the Contractor shall take measures to protect all equipment in the bilge area and allow the Chief Engineer to inspect. Any equipment damaged during the cleaning process shall be replaced at the expense of the Contractor.

14.1.4. The Contractor shall keep all bilge areas open for access until cleared by the

Contracting Officer or his authorized representative. The Contractor is responsible for ensuring that dirt, debris, sandblasting grit, water, or any other contaminants are prevented from entering the engine room bilges. The Contractor shall be responsible for any additional cleaning or gas freeing required if the bilges are not protected while opened.

14.2. Gas Free -- “Safe-For-Hot-Work” Certificate for Engine Room and Compartments.

14.2.1. The Engine Room Bilge, the two Compartments forward of the engine room and the two Compartments aft of the engine room are to be gas-freed, tested, and certified safe for hot work. The Compartments are accessible by means of 18” diameter bolt-down hatches. The Contractor shall provide a licensed marine chemist’s GAS-FREE -- “SAFE- FOR-HOT- WORK” CERTIFICATES for each space and shall then maintain the chemist’s gas-free conditions for entry and hot work throughout the vessel repairs, including all definite and indefinite work, until all work has been verified as complete by the Contracting Officer or his authorized representative.

14.2.2. If the gas-free conditions are violated at any point during the performance of this work, the contractor…
