CHAPTER 1

PROJECT OBJECTIVES

1-1 PROJECT OBJECTIVES

The project objective is to procure a construction contract to remove, replace and rehabilitate existing drainage structures at three separate locations within the South Post area of Fort A.P.

Hill. Work will require the removal of two 36-inch existing corrugated metal pipe culverts and the (in-place) rehabilitation of a 54-inch diameter concrete pipe culvert. The existing culverts consist of corrugated metal and concrete pipe conduits (36- inch diameters) and a 54-inch concrete pipe conduit. Visual and CCTV inspections of the storm drain culverts has reflected that the physical condition and the useful service lives’ of the metal culverts have been expended. See Attachment No. 6 of this statement of work for CCTV results and conduit condition assessments of culverts to be replaced or upgraded by this project. Perforation of the metal pipe and the erosion of the pipe invert due to corrosion are plainly visible. Misalignment of pipe, joint separation, loss of circular roundness and bulging of pipe walls are evident. The 36-inch concrete pipe segment has longitudinal cracking at the crown of the pipe and severe joint misalignment. The existing metal culverts have been deemed to be inadequate to continue to safely pass storm water discharges thru heavily used paved roadways (Custer Trail and North Range Road) and an un-named gravel surfaced roadway within the controlled access training range area near Lower Delos Lake area of Fort A.P. Hill. The upstream concrete wing wall and drainage apron along with the downstream end of the pipe culvert beneath North Range Road (approximately 1350 ft. east of entrance drive to Range 18) has collapsed into a severely eroded deep ravine created by the erosive storm water which has resulted in the washout of the roadway embankment toe. Surface runoff from Custer Trail has resulted in the moderate scattered erosion of the downstream roadway embankment in the immediate areas surrounding the culvert installation area. These roadways are critical to the Fort A.P. Hill’s training mission and also serve as quick access for emergency and firefighting equipment, vehicles and personnel to the various range training areas.

All new culverts shall be of durable non-corroding/non-rusting long lasting materials (min. 75 year anticipated) service life material is required for this project. The interiors of the new drainage culverts and relined concrete culvert shall be smooth wall finish. The spiral wound steel reinforced pipeline liner shall be of a polyethylene (PE) resin based material similar in grade to HDPE new sewer and drainage pipe. Joints for new replacement culverts thru the roadway embankments shall soil tight with welded couplers that provide extreme joint tightness for the life of the project.

In addition to removing existing damaged culverts and installing new steel reinforced ribbed polyethylene and/or new concrete pipe culverts, improvements will be made to reduce the outlet-discharge channel flow invert and discharge channel bank erosion at each installation by installing erosion control stone rip rap in the discharge channel a hardened discharge apron consisting of Class I rip-rap stone. [This will not be a requirement for Culvert No. 1486 rehabilitation.] Where culverts are removed and new culverts are installed the roadway embankment will be reconstructed with suitable, approved fill materials placed and compacted per drawing details and specifications. Reconstructed roadway embankment slopes shall be topped with rich approved topsoil and seeded with FAPH approved seed mixture, fertilized, irrigated and maintained until accepted by the Government. The sections of improved (paved) roadways that had been removed to facilitate the removal of existing culverts and replacement

SOW-3

with new culverts shall be repaved. The stone surfaced roadway crossing the Pneumansend Creek near the Lower Delos Lake shall be graded and topped with gravel stone per details shown on the drawings.

Culvert location markers shall be installed near the termination points of each culvert location that are highly visible and sufficiently high to protrude above growth and brush that may vegetate the roadway embankments and occasional accumulated snowfall or snow drifts.

The culverts to be removed, replaced or relined with a steel reinforced spiral wound liner are listed on the Fort A. P. Hill inventory of drainage structures as follows:

• No. 1032 EXIST 36’’ CMP [REPLACE W/ 36”SRPE PIPE]

• No. 1211* EXIST 36” CMP [REPLACE W/ 36”SRPE PIPE]

• No. 1486 EXIST 54” CONC PIPE [RELINE w/LINER]

*(existing culvert No. 1211 is of composite construction with corrugated steel pipe at both ends and a 98 lineal ft. concrete pipe center section)

Culverts No. 1032 and No. 1211 shall have existing concrete upstream concrete wing- wall and end-wall replaced with new upstream and downstream inlet and outlet structures under this contract. Approach and discharge channels for the new culverts shall be shaped, graded and lined with erosion control stone that will prevent roadway embankment toe and channel invert and slope erosion.

Upon excavating the roadway embankments necessary to remove failed and failing culverts and the reconstruction of the roadway embankments it will be necessary to reconstruct the shoulders of the roadways such that the concentration of storm water is controlled and discharged or dissipated without eroding the embankment slopes. The natural drainage channels shall be lined with erosion control stone to prevent scour and erosion damage at the storm water discharge points. The replacement storm water culvert piping shall have at least a 75-year service life expectancy with routinely scheduled periodic phased inspections, timely recordation of pipe condition and evaluation, maintenance, and repair cycles when deemed necessary by recommendations from the recurring periodic culvert and storm drainage system inspection evaluations and reports prepared by FAPH Environmental and DPW offices.

Culvert No.1486 shall be rehabilitated in place. The CCTV evaluation and the interior of the concrete pipe is such that it is an excellent candidate for in-line relining with a size on size reinforced high density polyethylene (HDPE) product that is specifically manufactured for use in extending the service lives of existing drainage piping. The relining of the 54-inch reinforced concrete culvert will provide many additional years to the expected service life of this culvert.

The roadway pavement replacement section shall be based upon the daily use of roadway by government, contractor, commercial, private, military and Army training vehicles (pneumatic wheeled) to access various training ranges. It is anticipated that roadways will be used (small percentage) by Army MRAP type of vehicles, both with two and three axle variants with the three axle variant having gross vehicle weights up to 79,240 pounds. The replacement paved roadway sections that are to be installed after roadway embankment material is place and compacted per specifications shall be adequate for HL-93 wheel loading traffic.

The proposed work shall be divided into three separate stand-alone work items and shall be priced individually. The three work areas for culvert replacement and relining have been designated as Base Bid Item, Option Item No. 1 and Option Item No. 2 and Contract Line Items (CLIN's).

CHAPTER 4

SITE ENGINEERING

4-1 SOILS.

4-1.1 Geotechnical Engineering: The Contractor shall retain a geotechnical engineer registered in the Commonwealth of Virginia to provide construction services that will included evaluation of the subgrade, suitability of fill material, and other earthwork related quality control services. It will be up to the contractor to evaluate the site, determine the pipe bedding, and verify the pavement design.

4-1.2 Soil Preparation and Compaction.

4-1.2.1 The Contractor and his or her professional geotechnical engineer consultant are responsible for determining the depth of stripping and/or over excavation necessary to provide a suitable subgrade. Contractor shall assume that 100cy of material will be unsuitable and require over excavation, disposal and replacement at each culvert location.

4-1.2.2 The near surface soils at this site primarily consist of moderately to highly plastic clays.

These existing soils are susceptible to moisture changes, and are subject to loss of strength and will become unstable for construction equipment during wet weather. Drying and reworking of these soils are likely to be difficult during wetter months. The Contractor shall expect construction activities to be curtailed during and after wet periods. Natural subgrade soils will require drying by aerating and disking to be able to compact and to develop a suitable subgrade for areas to receive compacted-controlled fill, pavement sections and slab on grades, etc. Over-excavating softened subgrade soils and replacing them with suitable granular fill can be considered if unfavorable weather conditions prevent the proper drying and compaction. However, this shall be performed at no additional cost to the Government. Any over-excavation due to the action of the Contractor, or done to expedite the Contractor’s construction, time, will be at no additional cost to the Government. Surface soils that are to be turfed shall be aerated by disking and augmented with additional organics and soil amendments to facilitate increased infiltration of storm water.

4-1.2.3 Soil compaction shall be achieved by equipment approved by the professional geotechnical engineer consultant. Fill or backfill materials shall be placed in maximum 6-inch compacted thickness lifts, and shall be moistened or aerated as necessary to provide the moisture content that will readily facilitate obtaining the compaction specified with the equipment used. Compact subgrade materials and each layer of fill beneath structures and pavement subbase to not less than 90 and 95 percent, and general grading materials to not less than 85 and 90 percent, of ASTM D-1557 maximum laboratory density for cohesive and cohesionless soils respectively. Cohesionless materials are defined as containing less than 40 percent by weight fine-grained material; all other materials shall be considered to be cohesive. Contractor shall fillout and submit form required Attachment No. 10 Army Radiation Authorization (ARA) Fort A.P. Hill in the event the nuclear densometer testing is the method of choice for soil compaction testing.

4-1.2.4 T h e following minimum testing requirements for subgrade, fill, backfill, and aggregate base materials shall be incorporated into the specifications:

SOW-10

a) A minimum of one moisture density test (ASTM D1557) shall be performed for each on-site or borrow soil material proposed for fill, backfill, and base course.

b) One Atterberg Limits test (ASTM D 4318) and one gradation analysis (ASTM D

422) shall be performed for every ten field density tests.

c) A minimum of one sand cone field density test (ASTM D 1556) is required for every 10 nuclear gauge field density (ASTM D 6938) tests. Results by ASTM D 1556 shall govern, and results by ASTM D 6938 shall be adjusted (calibrated) accordingly.

d) Field Density tests (ASTM D 1556 or ASTM D 6938) shall be performed on compacted subgrade and on each layer of fill/backfill/base at minimum frequencies of:

i) One test per 100 feet of utility trench.

ii) One test per 2000 square feet of paved area and building area, and per

4000 square feet for all other areas.

4-1.2.5 Fill placed under roadways shall be compacted structural fill. Controlled structural fill material for roadways should be non-expansive and free of organic matter, debris, and particles larger than 2-inches in size. Proposed fill materials should be subjected to laboratory tests consisting of, but not necessarily limited to, moisture density determinations, Atterberg limits, and sieve analysis. Areas to receive fill which are sloped surfaces, steeper than one foot vertical and four feet horizontal (1V to 4H) shall be plowed, stepped and benched so that the fill material will bond with the existing materials. Steps or benches shall be 1 foot vertical to 2 feet horizontal (1V to 2H). Structural Fill should classify per USCS as CH, CL, SC, SW, SP, SP-SM, or SM with a maximum of 65 percent fines passing the No. 200 sieve and have maximum liquid limit of 65 and a plasticity index of greater than 15.

4-1.2.6 Permanent slopes shall be no steeper than one foot vertical to one and one half feet horizontal (1V to 1.5H). Consideration shall be given to flatten slopes where mowing is required. Pipes shall be bedded in natural material or on properly compacted suitable fill as required above, except that it is limited to cohesive material. A granular bedding material under pipes shall not be used, except as noted. Due to the difficulties in obtaining proper compaction around anti-seep collars, anti-seep collars shall not be used. Therefore, the last 1/3 portion of the downstream pipe shall be wrapped with a one foot thick VDOT 57 crushed stone with a non-woven geotextile fabric around the perimeter of the stone.

4-1.2.7 These requirements shall be verified by the Contractor's professional geotechnical engineer in the report wherever engineering, existing or proposed soils, or climatic factors indicate the necessity. These requirements shall also be verified to be consistent with the specified design. Any modification to the stated compaction or pavement requirements shall be supported by engineering analysis and shall require the approval of the Contracting Officer.

SOW-11

4-2 EROSION AND SEDIMENT CONTROL. Erosion and Sediment Control Facilities shall be required in accordance with Virginia Erosion and Sediment Control Handbook latest edition.

Additional controls shall be implemented as required by local conditions on site. Erosion and Sediment Control Plans shall be submitted to the Government for review and approval. The Contractor shall prepare erosion and sediment control plans that are aligned with his work plan in removing and replacing failed culverts. Contractor shall prepare separate individual erosion and sediment control plan for each work location.

4-3 PLAN SUBMITTERS CHECKLIST. The contractor shall prepare and submit the Virginia Department of Environmental Quality “PLAN SUBMITTER’S CHECKLIST” for the required maintenance replacement of failed non-functional culverts cited in the project. Land disturbance for this maintenance replacement of failed culvert and the relining of the Delos Road culvert is minimal and limited to the areas where the existing roadway embankments are to be excavated to remove the existing storm culvert pipe. There is no land disturbance anticipated at the Delos Road culvert relining since access to the culvert will be thru the intake structure.

4-4 CLEARING AND GRUBBING. Clear and grub all trees and vegetation necessary for construction; but save as many trees as possible. All timber removed from the project site shall become the property of the Contractor, unless otherwise indicated or specified. Trees to remain shall be protected from damage.

NOTE: Tree removal between 15 April and 15 September is not allowed because of Federal Protected (endangered species) Act.

4-5 EARTHWORK. The Contractor is responsible for obtaining subsurface soil information for design compliance and construction purposes.

4-6 BORROW MATERIAL. Obtain borrow material required for construction from sources not supplied by the Government.

4-7 STORM DRAINAGE SYSTEMS AND GRADING.

4-7.1 Storm Culverts and Drainage Structures. Upon the careful removal of failed or failing storm drain culverts beneath roadways and preparation of the bedding for the new culverts, the storm culverts shall be placed and installed in accordance with the requirements of the Commonwealth of Virginia (VDOT) Drainage Manual and Road and Bridge Standards and Specifications (latest edition). The contractor shall maintain the existing slopes and grades in the new replacement drainage structure and culverts. The contractor shall establish the invert elevations prior to commencing any demolition activity. The contractor shall prepare an accurate existing condition profile taken along the approximate centerline of the existing culverts. Profile should indicate roadway embankment, guard rail, endwalls, wingwalls, and approach and discharge channels. This information shall be provided to the COR prior to commencing demolition/construction

4-7.2 Drainage of Roads and Pavements. Provide a positive crown on roadway new pavement patch. Contractor shall match exiting North Range Road and Custer Trail Road cross slope grades for new patched roadway pavement at road repair areas.

4-7.3 Materials. All materials (culvert piping, pipe joints, end walls, flumes, paved ditches, spill outs, energy dissipaters, erosion control stone, geotechnical fabric, guard rail and post, shall be in accordance with VDOT Roads and Bridge Standards and Specifications (most

SOW-12

recent edition). Contractor to use only the allowable pipe materials based upon local conditions and Fort A.P. Hill criteria. Pipe for culverts and storm drains may consist of reinforced concrete, Class IV or V installed upon a bedding Class B or a ribbed steel reinforced polyethylene pipe (with smooth interior) bedded and installed in strict accordance with pipe manufacturers recommendations. Joints of culvert pipe shall be high quality having the ability to withstand test hydrostatic pressures up to 15 psi with no leakage. Ribbed steel reinforce polyethylene pipe shall have capability to maintain roundness (circular shape) within established manufacturer’s tolerance limits when subjected to a superimposed loading exerted by a soil backfill heights up to 50 feet (dependent on actual embankment and roadway design section fill height). Contractor to obtain approval from COR and Post Engineer on type of pipe to be used prior to order and purchase of pipe.

Corrugated steel metal pipe culverts shall not be used for this project.

4-7.4 Field Quality Control for Storm Drainage System. Testing procedures and requirements shall comply with the Virginia Department of Transportation (VDOT) drainage manual.

4-8 PAVEMENT CRITERIA.
