PACIFIC EXERCISES & TRAINING

QUESTIONS & ANSWERS

1 March 2017

Q1) How many role playing victims will be needed for each scenario?

RESPONSE: Six to twelve (6-12) give or take a few as dependent upon the training scenario.

Q2) Regarding the radiation scenario, does the scenario require the release of an ionizing radiation source or will the threat just be described as part of the scenario?

RESPONSE: Yes, the radiation scenario is expected to be as realistic as possible. The contractor will be responsible for recommending and providing a radiation source and the proper handling thereof.

Q3) Today is February 28, 2017. Please clarify if 27- 31 March 2017 is the actual date of the exercises to be held.

RESPONSE: Training exercise dates are 27 – 31 March 2017.

Q4) When will this contract be awarded?

RESPONSE: The government will make this determination after the closing date of the solicitation.

Q5) We have concerns about the timelines established via this solicitation and the date scheduled for the actual exercise. As noted in previous awards for these exercises on Guam that were awarded to the same contractor we have noticed in the Q&As that other bidders expressed concerns with timelines as well such as W91ZRU-15-R-0001.

RESPONSE: Questions or concerns regarding W91ZRU-15-R-0001 should be addressed to the agency that issued the solicitation.

Q6) Section 5.1 states “5.1 Refined Scenario Summary. The contractor will provide copies of refined scenario summaries for each exercise to 196th IN BDECST/CERFP Training and Readiness Division no later than 10 days prior to the exercise execution.” At what point after the contract is awarded does the initial scenario require submission? A “refined scenario’ would indicate that there is some sort of refinement process with regard to this document following contract award. What is the refinement process or is this a typo?

RESPONSE: Submission dates will be determined at the time of award. The refinement process can best be described as the exchange/sharing of information which includes the contractor’s expertise and the government’s expectations for each scenario as it relates to the entire exercise.

W911YU-17-T-1001 Q&A

Q7) Based on the deadlines and dates you have established in the SOW, the contractor would have until March 13th to submit a “refined scenario” to the government. Assuming that document would require review and approval by the government, when would be the date that is approved? This is important because again the start date is scheduled for 10working days later.

RESPONSE: Paragraph 5.4 of SOW establishes the government’s task deliverables schedule. The government has not made the determination to establish March 13, 2017 as a deadline as of yet. All documents noted in paragraph 5.4 are subject to the approval and acceptance of the government and will be determined after contract award.

Q8) Section 3.2 of the SOW regarding Site Adjustments states that “On average, contractor will be required to improve/modify a minimum of (2) abandoned structures acquired for each exercise. The buildings range from approximately 500 – 2000 sq ft in size and are generally at 25% - 100% disrepair” and further states that “Moderate to elaborate construction within the buildings will/may be required, such as: secret room construction, false walls, doors and windows installation, repair or removal.” Also, in 3.1 of the SOW it states “basic plumbing, carpentry, paint and finish, and electrical work (not requiring permit) to adequately prepare target buildings or, must be able to obtain such services as necessary to insure a realistic training environment.” Based on the timelines the government has established in this SOW, is it correct to say that the government anticipates only 10 days to review scenario, approve scenario, work with contractor to identify the facilities, site inspection of the facilities by the government and the contractor, contractor initiating or subcontracting all of the work identified in 3.1 and 3.2, contractor finishing all of the work required under 3.1 and 3.2, safety inspections of the facilities and renovations to be schedule and conducted and approved, review of the refurbished facilities by the government and subsequent approval of the refurbished facilities?

RESPONSE: Refer to paragraphs 4.0 and 8.3 of the SOW.

Q9) Based on the previous history of the Solicitations and Awards for these exercises with the government, please detail for each Award and contract the exact deadlines that were required and defined in the original solicitations as well as the actual deadlines that were completed under the signed contract with regard to these exercises including but not limited to the date required of submission of scenarios, actual date scenarios were submitted; date the MSEL was required to be submitted in the original solicitation, date the actual MSEL was submitted;

date the exercises were required to begin in the solicitation, date the actual exercises began.

RESPONSE: Our agency is only obligated to provide certain details for specific solicitations and/or contracts that we issue or administer. We are not able to provide responses regarding solicitations/contracts administered or issued by other agencies.

Q10) In previous exercises awarded under contract what facilities were used in the scenarios?

Please include location, size and general description of the condition of the facilities.

RESPONSE: Refer to Q9 response.

Q11) What facilities are available for use under this solicitation? Please include location, size and general description of the condition of the facilities.

RESPONSE: Refer to paragraph 6.0 of the PWS and response to Q9.

Q12) Please clarify if the government will be providing all of the exercise sites including the exact buildings that they want the play to occur in.

RESPONSE: Refer to paragraph 3.0 and 6.0 of the PWS.

Q13) Will all exercise sites be located on federal government property?

RESPONSE: No, exercises/scenarios may require the use of local government, public, private, and/or commercial facilities/property.

Q14) If some exercise sites are not on federal government property, then will the government be providing security to the sites during non-exercise hours?

RESPONSE: No, the government does not anticipate to providing security to any sites during non-exercise hours.

Q15) Will the government be providing parking locations for the exercise sites?

RESPONSE: No, the government does not anticipate to providing parking locations for the exercise.

Q16) You have asked us to submit cost proposals in our submissions. However, looking back at previous awards for these exercises on Guam that were awarded to the same contractor we have noticed that the contractor would be awarded the contract based on their cost proposal in their original submission yet there would be modifications and change orders to the contract which increased the overall cost of the contract. Our question is this: will you be evaluating this solely on the cost of each bidders proposal or will you be taking into consideration the history of these contracts that have increased in overall costs due to change orders and modifications?

RESPONSE: All proposals/offers will be evaluated in accordance with the terms and conditions set forth in the solicitation—reference paragraph 6 of the combined synopsis/solicitation.

Q17) The SOW states “Contractor must possess the ability to transport hazardous materials which require warning placards, or contract for said service.” Please clarify exactly what hazardous materials will be introduced into this exercise and what types of hazardous materials have been introduced in prior exercises.

RESPONSE: Hazardous material(s) includes but are not limited to chemical precursors, nuclear, biological, and chemical (NBC) warfare agents, home-made improvised explosive devices (IED), and other items designed to provide realistic training. Hazardous material(s) must possess the ability to provide a positive test reading on Civil Support Team test & analysis equipment.

Q18) Section 8.4 states “8.4 Contractor Employees. The contractor will determine the suitable number of staff needed to prepare all target sites and facilitate the 36-hour exercises.” Please indicate the number of staff utilized by contractors as per required Contractor Manpower Reporting Statements utilized in previous contracts and submitted to the Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs).

RESPONSE: Refer to Q9 response.

Q19) The solicitation states that “Proposals/offers must adhere to the following formatting requirements.

a. No more than 10 pages (1-sided print)

i. Paper size: 8.5" x 11"

ii. 12 pt font, Arial or Times New Roman

a. Text in tables and/or pictures may be no smaller than 10pt font, Arial or Times New Roman

iii. 1-inch margins throughout (left, right, top, and bottom).”

Please clarify if the 10 pages includes cover sheets, Statement of technical capability, indexes, attachments, resumes, past performance and all other routine documents that are submitted with solicitations?

RESPONSE: The 10-page limitation includes all documents submitted in response to the solicitation. Please note that the submission of business handouts, brochures or other company literature is neither required nor desired.
