SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been modified:

QUESTIONS AND ANSWERS

Amendment 0001

Q1. Who is responsible for the tires and trash removal?

A1. Removal of trash is incidental to excavation. Remove as directed in the specifications.

Q2. Can soils be temporarily stockpiled in floodplain?

A2. Worksheet 2 in the Rhea NPDES Permit package shows location of floodplain at the time of permit approval. Floodplain is bounded by substantial woodland areas along the floodplain alignment. The technical lead sees nothing that would not allow soil stockpiles to be placed in existing woodland areas (as delineated). Also, a portion of the work (vernal pools) is to be accomplished in the floodplain area so temporary stockpiling and protection of soil stockpiles in accordance with the permit requirements does not seem to be an issue. Finally, the permit allows for a maximum 1.5 foot deep excavation in the floodplain with the exception of the vernal pool locations. Appropriate protection for (and restoration of) disturbed areas is required.

Q3. Should the assumed quantity for the invasive species spraying be in acres or square yards?

A3. Bid as written.

Amendment 0002

Q4. Who is responsible for the tires and trash removal?

A4. Removal of trash is incidental to excavation. Remove as directed in the specifications.

Q5. Can soils be temporarily stockpiled in floodplain?

A5. Finally, the permit allows for a maximum

1.5 foot deep excavation in the floodplain with the exception of the vernal pool locations. Appropriate protection for (and restoration of) disturbed areas is required.

Q6. The bid form is calling for (3) 60 foot diameter vernal pools. However, I'm only seeing (2). Where is the other 60 foot diameter vernal pool located?

A6. The bid form has been revised to include two (2) 60‐foot diameter vernal pools.

Q7. They are calling for 2,010 cuyds of Geotextile for the Riparian Channel. Shouldn't this be square yards?

A7. (JCW and JR) ‐ Yes. Error in the solicitation and should be changed to Square Yards Q8. Is there enough material on site for the toad houses? And if so, where are the flat stone that are described in the specs located?

A8. The Contractor is responsible for procuring suitable stones as necessary to construct the toad houses as indicated in the plans and specifications. If the Contractor is unable to find sufficient suitable stones within project excavation spoils, the

Contractor shall commercially import material at no additional expense to the

Government.

Q9. What type of plant material is required for the vernal ponds? There is no indication of a seed mix or planting material. Are we to use the "Floodplain mix" on drawing L‐5002 for the vernal ponds only or for everything that is disturbed during construction?

A9. Spec language states that ferns/shrubs to be removed from pool area and replanted by Contractor. Floodplain mix is to be planted just about everywhaere, however limits of floodplain shown on map contained in Attachment to Specification information.

Q10. What type of seed mix is required after the temp seed?

A10. Permanent seed mix shall be as indicated in specification Section 32 92 19 paragraph 2.1.3.1. Also note that the floodplain mix shall be used for all permanent seeding inside and outside of the floodplain.

Q11. What is the time frame between the first and second applications of Glyphosate?

A11. Spec Section 31 11 00 paragraphs 3.1 & 3.2 lists invasive species type removal procedures: (i.e.cut plants/1st application of herbicide 8 weeks later/ 2nd application of herbicide 4‐8 weeks thereafter (no years given in spec; only months). Dwg L‐5002 construction sequence provides an outline of general sequence for invasive species removal and planting activities. Contractor shall follow procedures listed in the

Specification Section. 3.2 Purple Loosestrife requires cutting flowers before the SECOND WEEK IN July, then applying herbicide...no 2nd application required.

Q12. On drawing X‐1001 Note #1 it indicates that No construction or staging operations shall occur within 50' of Duquesne Light power line pier foundations, with the exception of "Native Species Plantings" being performed under this contract.

There is no indication of any plantings taking place within these areas. What native species planting is this referring too?

A12. Shrub and tree schedule areas ( that include native species plants) are shown on X‐

1001. Certain of these areas are close to the DL power pole locations. I f field conditions neccesitate buffer encroachment, the Contractor shall observe Drawing X‐

1001 Note #1.

Q13. Based on the "Construction Sequence" on drawing L‐5002, How much of the site is going to be disturbed? Are we to assume that the entire area up to the limit of work line is to be treated with a Glyphosate Herbicide and seeded? Or are we to assume the areas such as the vernal pools, native planting areas, 50' buffer around DLCO Pier Foundations, riparian channel and gravel access road is to be treated and seeded? Could you please clarify?

A13. The intent is to have the Contractor remove ALL invasive species within the limit of work (which would require herbicide & possible seeding). Spec 31 11 00‐‐3.2 indicates "prevent herbicide overspray to non‐invasive species" so Contractor will have to be selective in herbicide application.
