About this file

This document contains an amendment to a solicitation and the related solicitation. The amendment provides responses to questions received regarding Solicitation Number W911W6-22-R-0004, which seeks proposals for Advanced Future Vertical Lift (FVL) Rotor Hub Technologies. The solicitation requests proposals to mature technologies that enable increased aircraft performance, reduced wake-induced tail loads, and more sustainable rotorcraft through advanced rotor hub concepts. Technologies of interest include tiltrotor hub concepts, soft inplane hub designs, advanced rotor damping configurations, materials that enhance inherent lag damping, reduced coaxial rotor spacing, increased structural efficiency, low maintenance hub designs, and hub-based power generation or control. The period of performance is anticipated to be 36 months with total government funding of approximately $2.4 million over three years. Two awards are anticipated. Proposals are due by February 9, 2022. Deliverables include program plans, cost and progress reports, test plans, and a final report and briefing.

QUESTIONS & ANSWERS

Reference/Location Question Response

1 Call paragraphs 3.2

Anticipated Funding for the Program &

3.4 Number of

Awards Anticipated

BAA states: Anticipated funding is approximately $2.4M total. Government anticipates two awards. Is it anticipated that each awardee will receive $2.4 each or

$1.2 each assuming both awards are equally acceptable? Can you please clarify?

$2.4M total, so two awards would receive up to $1.2M in

Government funding.

2 Call paragraph 3.3

Does the Government has any preference towards award instrument? The call does not indicate any limitations or impact on source selection. Is this correct?

Correct. Per the Master BAA, Offerors may propose an instrument consistent with instruments outlined in the Master

BAA. Instrument proposed should be clearly identified in the proposal and the criteria and/or any requirements (as stated in

Master BAA) for the instrument proposed, as applicable, must be clearly addressed (i.e. cost share for instance, if a TIA is proposed, etc.) in the proposal.
