DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Turbine Engine Test Facility Expansion to Support 10K HP Class Engines

The required system is an expansion to an existing turbine engine test facility, intended to provide full functionality to an existing government-owned Kahn™ Model 406-040-008 Engine Water Brake Dynamometer. The system shall include all facilities, infrastructure, and support equipment necessary for operation of the identified dynamometer.

The new system shall be co-located at the existing Aviation Development Directorate-Eustis Engine/Countermeasures Research Facility (ECRF) at Fort Eustis, Virginia and be integrated to function with existing laboratory test and operation equipment. The selected offeror shall possess experience in the development, maintenance, or operation of a turbine engine test cell, its specific facilities, requirements, and/or equipment. In order to be considered, offerors shall include all design, fabrication, infrastructure and equipment necessary to expand the current ECRF capability to operate a Kahn™ Model 406-040-008 hydraulic dynamometer rated at 10,000 HP. NOTE: The facility already possesses the identified dynamometer. This upgrade is to include the site construction, all hardware and facilities necessary to control and operate the identified dynamometer and should adapt to function with all existing laboratory equipment to include control, operation, and data collection wherever possible. The upgrade will include a site survey, excavation and framing for the construction of load appropriate concrete slabs to support the test cell and cooling/processing plant; sizing and running of all electrical power cables;

a collapsible or retractable test cell shelter with build-up/work area sized to house the identified dynamometer and its support equipment. Additionally, it is anticipated that the new system will include a closed loop water processing system appropriately sized to enable full dynamometer functionality combined with a large capacity cooling plant appropriately sized to process the closed water storage system, and other subsystems and infrastructure as required to achieve full functionality of the Kahn™ Model 406-040-008 hydraulic dynamometer.

1. The system shall meet the following criteria:

a. The new system shall be a stand-alone, modular design capable of providing full functionality of an existing Kahn™ Model 406-040-008 hydraulic dynamometer rated at 10,000 HP (7460 kW) and 16,500 rpm (18,300 rpm overspeed).

b. The new system does not include any aspect of running the turbine engine. It is exclusively responsible for the operation of the Kahn™ Model 406-040-008 hydraulic dynamometer only.

c. All new hardware and facilities shall, to whatever extent possible, utilize existing equipment and facilities.

d. The new engine test cell shall include a movable or collapsible enclosure, which will allow open air running of the test engine setup while providing cover from the elements when closed and not in use. The enclosure shall be appropriately sized to allow working in and around the dynamometer test bed while in place.

e. The test cell shall include a fixed 15’ x 24’ enclosed, covered build-up/work area attached to the movable or collapsible enclosure identified in 1.d. above, which will permanently house all of the ancillary support equipment required for dynamometer operation and maintenance.

2. Installation requirements:

a. This effort shall include all materials and facilities necessary to support sustained dynamometer operation at full capacity; fabrication and assembly of a movable or collapsible environmental test cell covering with an attached enclosed build-up/work area; and all hardware, installation, and documentation.

b. The design, fabrication, and installation requirements shall follow that described by the hydraulic dynamometer manufacturer, Kahn Industries Inc. The installation requirements must be obtained directly from Kahn

Industries Inc. Facility design requirements shall meet all applicable Unified Facilities Criteria (UFC) requirements.

The Civil Engineering Division at Fort Eustis, Virginia may inspect after completion of construction.

c. Installation of the desired equipment requires the construction of load appropriate concrete slabs to support the cooling/processing plant, test cell and an attached enclosed build-up/work area. Additionally, this construction shall include sizing and running of all electrical requirements from a Dominion Power™ supplied power transformer located approximately 180 feet away. Davis-Bacon Act labor standards apply to all aspects of the site construction.

d. The movable or collapsible test cell structure must be large enough to allow a minimum of three feet of working access around all sides of the engine test stand for the removal and installation of the dynamometer test cart.

e. The Kahn™ Model 406-040-008 hydraulic dynamometer includes a rack mounted digital control unit that must be installed inside the existing control room for run cell operation.

f. The new system shall provide water tight enclosed/covered below ground level access for running data acquisition cabling and hardware to be attached to test engines from the existing control center. This enclosure must be sized/designed to allow equipment, such as a forklift, unobstructed access to drive over it.

g. The build-up/work area shall be sized to house the dynamometer support equipment and provide one roll-up door, one access door, multiple electrical wall outlets, and wall-mounted switch controlled overhead lighting.

3. Installation conditions:

a. The supplied system shall include detailed operation manual(s) with block diagrams and layouts.

b. The Aviation Development Directorate-Eustis (ADD-E) shall provide access to existing test cell equipment for purposes of design and to complete installation.

c. To whatever extent possible, ADD-E shall provide details of relevant existing test cell equipment.
