Call W911W6-16-R-0003, paragraph 4.4 Funding

Any award made from this call will be subject to availability of funds. The Government anticipates multiple awards beginning in the 2nd quarter of the Government FY16. Anticipated Government funding is approximately $4.056M total (6.2 funds). Government fiscal year distribution is as follows: FY16 $1.115M and FY17 $2.941M. Cost share, Technology Investment Agreements are desired."

Is the $4.056M to be distributed among 6.2 awards?, so that there is an anticipated budget of $654,194/award, or is the "6.2 funds" referring to a program, division, line item, or other. Basically, I am wanting to know what is the amount of each anticipated award that we can develop a budget around?

The “6.2 funds” refers to the type of appropriation…”Applied Research”.

Please see Master BAA – W911W6-15-R-0004, paragraph 3.2 Anticipated Funding for the Program, The estimated amount of funding for each award will be determined by the number and/or type of awards made. As such, there is no pre-determined amount for or number of awards to be made.

Is there some budget guidance per award we can/should use to help develop and propose a statement of work?

In accordance with (IAW) Call, W911W6-16-R-0003, you have been given leeway to propose the type of contract instrument you deem appropriate to meet this requirement. As a result of the flexibility given, it is up to you to propose the type of contract/agreement and cost you feel would be adequate to accomplish the requirement.

Anticipated The only budgetary restraint imposed by the Ggovernment funding is the estimated amount of approximately $4.056M with multiple awards anticipated.

Can you please send me any additional information you have on the cost sharing requirements? There’s a minimal discussion is the parent/master solicitation, but no details on what costs can and can’t be used
Please see Master BAA - W911W6-15-R-0004, paragraph 3.3.1. which discusses the 50% cost share requirement and acceptable forms including cash (considered of higher value) and in-kind which will have to be fully substantiated as to how, if proposed, it is valuated.

Master BAA - W911W6-15-R-0004states

Section 3.3 “…< TOA, CPFF, FFP, CRADA, and Grants> are possible contract types.”

For the Multifunctional Aircraft Technology for Survivability (MATS) Solicitation Number: W911W6-16-R-0003, section 4.2 states: “…Cost Volume: As part of this volume, Offeror's proposing use of a TIA, either as a Cooperative Agreement or OT, shall include the draft TIA provided by the Government with proposed changes clearly marked to facilitate Government evaluation of the proposal.”

If offerors decline to provide a TIA and instead request funding under CPFF or FFP, is that an automatic disqualification?

Per paragraph 3.3 of the Master BAA, type of contract/instrument should be clearly identified in your proposal and Offerors who choose not to propose a TIA will not be are not subject to disqualifiedcation.

For TIA, in addition to required cost share, the contractual vehicle prohibits profits

For CPFF or FFP, is profit allowed per weighted guidelines?

Yes, fee is allowed for cost reimbursement type contracts and profit is allowed for fixed price type contracts. Please see FAR Part 16 – Types of Contracts

For TIA “Cost participation may be in the form of cash or in-kind contributions, where cash is considered of significantly higher quality in demonstrating commitment to the project.”

For small businesses a company is more likely to have Intellectual Property (IP) value to contribute over an abundance of cash for direct investment. Is there a competitive allowance for the limitations of a small business to encourage participation?

There is no competitive allowance for the limitations of a small business to encourage participation.

The Government encourages … Small Businesses … to submit research proposals for consideration and/or to join others in submitting proposals; however, no portion of the BAA will be set-aside for these special entities pursuant to FAR Part 19.502-2, because of the impracticality of reserving discrete or severable areas of research and development in any specific requirement area…”

If a suitable and qualified proposal is submitted by a small business on this specific call, can that award be considered a small business set aside for administrative reasons?

IAW Master BAA – W911W6-15-R-0004, paragraph 4.2 Nonprofit Organizations, Educational Institutions and Small Business Set Aside, no portion of the BAA will be set-aside for these special entities. All proposals will be fully evaluated.

Section 5.2.2 states “…Volume 1 (Technical Proposal): Proposals exceeding the page limit stated in the Call will not be evaluated. The Official Transmittal Letter, as well as the cover page, table of contents and resumes/biographical information about potential performers in the proposal are not subject to the page limitation…” However, Section 5.2.3 goes on to state that “…Volume I of the proposal shall be in the form of a Technical Proposal volume. Responsiveness to the order and content of sections listed in Volume I is important to assure thorough and fair evaluation of proposals….” It goes on to require Official Transmittal Letter, cover page, table of contents in the front and resumes in the back of the technical volume.

Should numbering be suspended for these pages or will they be manually subtracted from the final page count of the technical volume Proposals should be submitted IAW Call W911W6-16-R-0003, paragraph 4.2 Proposal Instructions; do not suspend page numbering.

Are we limited to the number of pages that we can submit? If needed to add a few additional pages, would that be a problem?
