Request for Information
For
Radiological Detection System (RDS)
Ruggedized Transit Cases
1. DISCLAIMER. This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the
United States Government to contract for any supply or service whatsoever. All information submitted in response to this RFI is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Beta.SAM.gov (formerly FBO.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
The information provided in this RFI is subject to change and is not binding on the
Government. All submissions become the property of the Government and will not be returned. Proprietary, confidential, privileged commercial or financial information submitted in the RFI response should be marked accordingly to ensure appropriate handling and disposition by the Government. No classified information shall be submitted in the RFI response. Only Government personnel will have access to information marked as proprietary.
The results of this market research will contribute to determining the method of procurement of the cases, if a requirement materializes. Based on the responses to this RFI/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.
2. BACKGROUND. The Joint Product Leader for Radiological Nuclear Defense (JPdL-RND) is issuing this RFI as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the United States Armed
Services with ruggedized transit cases to carry the Radiological Detection System (RDS). RDS is a rugged radiation detection meter that will replace legacy radiological survey meters and will provide a joint solution that eliminates parts obsolescence, increases capability, and reduces life-cycle costs.
3. DESCRIPTION OF REQUIREMENT. The United States Armed Services is exploring possibility to award a contract vehicle to have ruggedized transit cases designed to satisfy the
Government’s requirements outlined below.
1. Withstand Grade A, Type A, Class 1 shock test of MIL-DTL-901E.
2. Water-proof hard-shell either plastic or metal and preferably commercial.
3. Durable, lightweight, impact-resistant foam inserts.
4. Cases shall have a handle(s).
5. Cases may have a strap.
6. Case lids shall be secured with a latching mechanism.
7. Cases shall provide sufficient space to stow relevant devices, snap cable, probe cables, AC adapter, batteries, paper technical manual (approximately 200 pages sized 5x8 inch)
8. Cases with a Base Unit should include slots for battery storage.
9. Cases with Small Area Beta-Gamma should be able to accommodate shield/no shield.
ADDITIONAL INFORMATION. The Government does NOT require water tight pressure relief. Ruggedized case sizing must not to exceed the maximum dimensions outlined in the table below. Deviations smaller than the listed dimensions must be evaluated by Naval Sea Systems
Command (NAVSEA). If the Government determines it is in its best interest to award a contract, 3D printed samples of the RDS subsystems can be provided to help make the foam cutouts.

4. INSTRUCTIONS TO RESPONDENTS. The Government is interested in parties who have the capability to produce and deliver the required quantities, at an affordable cost and acceptable delivery schedule.
a. Interested businesses should submit a brief capabilities statement package (no more than five (5) 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the items and services detailed in this RFI. Your response to this RFI, including any capabilities statement, shall be electronically submitted to Gentian Mulla at gentian.mulla.civ@mail.mil and Contracting Officer Lenore Y. Paseda at lenore.y.paseda.civ@mail.mil in Portable Document Format (PDF), via email no later than 12:00 p.m. Eastern Standard Time on March 16, 2020 and reference this RFI number in the subject line of the-mail and on all enclosed documents. Information and materials submitted in response to this request will become property of the Government and WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

b. If your organization has the potential capability to provide the required products/services, please provide the following information:
i. Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, type of ownership for the organization and North American Industry Classification System (NAICS).
ii. Tailored capability statements, with supporting information addressing the capability to comply with requirements in section 3 (above). If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Request for Information that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
iii. The Contractor shall provide a brief description, history of experience with manufacturing similar items and experience manufacturing plastic or metal ruggedized cases. The Contractor shall provide the average number of units per month currently produced for similar products and the projected minimum and maximum number of units per month production capacity. The Contractor shall provide time requirements to obtain critical components to produce the ruggedized cases, and manufacturing location.
iv. The Contractor shall provider Rough Order of Magnitude (ROM) unit price, including warranty. Provide information on price breaks for quantity, if applicable
(for example, price of the first 1,000 units and for each 1,000 increment for up to
10,000 units).
v. Please identify your business as either Small Business (including Alaska Nature
Corporation and Indian tribe), Veteran-Owned Small Business, Service Disabled
Veteran-Owned small business, HUB zone Small Business, Small Disadvantaged
Business (including Alaska Native Corporation and Indian tribes), and Women-
Owned Small Business, or a Large Business.
vi. Interested businesses may provide a list of previous contracts (Government and/or non-government) showing Past Performance for any portion of the scope described in paragraph 3 (above). The Government requests that, for each contract reference, a brief explanation be provided to demonstrate relevant experience.
Past Performance summaries do not count against the 5-page limit.
vii. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are “best” estimates only.
