NOTICE OF INTENT TO SOLE SOURCE

15 April 2019

The U.S. Army Contracting Command – Aberdeen Proving Ground, Edgewood Contracting Division (ACC-ECD), on behalf of the Combat Capabilities Development Command’s (CCDC) Chemical Biological Center, intends to award a sole source, Firm Fixed Price contract to Global Systems Engineering, LLC, (GSE) 85 S Bragg Street, Suite 300, Alexandria, VA 22312. The proposed effort will be awarded on the basis of other than full and open competition, pursuant to 10 U.S.C. 2304(c)(5), as implemented by FAR Part 6.302-5(b)(5) and (c)(2)(ii) -- Authorized or Required by Statute and in accordance with FAR 19.1306 (a)(1).

GSE is a certified HUBZone small business. At this time, it is the Government’s understanding that no other certified HUBZone small business has the capability of meeting this requirement. The NAICS code is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The size standard is 1,000 employees.

The requirements are: (1) to support the creation and the continued development of Threat Reduction Networks; (2) to support research, collection, assimilation, and documentation of the latest policy and guidance from all relevant stakeholders and gather relevant data from identified partner countries; and (3) to provide support to the DTRA Science-Technology team. They include elements, such as: (a) implementing strategies for biosafety, biosecurity, biosurveillance, and cooperative research capacity building throughout collaborative engagements in all Areas of Operation (AOR); (b) supporting the broad expansion and standardization of Threat Reduction Network and country engagement activities as indicators of increased regional and national capacity; (c) continuing the development of Threat Reduction Networks, supporting research, collection, assimilation and documentation of the latest policy and guidance from all relevant stakeholders;(d) gathering relevant data from identified partner countries; and (e) supporting the DTRA Science-technology team to adapt to ever-changing world events.

This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ACC-APG. All responses must be submitted to the Government points of contact at the email addresses shown below by 3:00 pm EDT on 30 April 2019.
