S I M P L I F I E D A C Q U I S I T I O N

(Over $2,500 and Under $150,000)

PERFORMANCE WORK STATEMENT

TITLE: ECBC Document Shredding Service

1.0 Scope. The scope of this effort is to effectively, efficiently and properly shred documents for the Edgewood Chemical Biological Center (ECBC) located at the Edgewood Area of Aberdeen Proving Ground, MD (EA-APG). The scope also includes proper disposition of all waste/end products created as a result of the destruction process.

1.1 Background. ECBC consistently develops and produces documentation which must be efficiently and properly disposed of IAW National Security Agency/Central Security Service (NSA/CSS) standards or in a manner sufficient to prevent its reconstruction. Documents which ECBC currently seek to dispose of are Unclassified (U), For Official Use Only (FOUO) and Personally Identifiable Information (PII). This effort will allow ECBC to effectively and more efficiently dispose of this information.

1.2 Objective. The purpose of this effort is to provide on-site destruction of documents, records and paper identified as being no longer required in an effort to reduce waste, recycle, protect and conserve our natural resources.

2.0 Applicable Documents.

3.0 Requirements. The contractor, as an independent contractor and not as an agent of the government, shall provide the necessary resources (except for those identified as government furnished property or assistance) to perform the following work.

3.1 Contractor will report to Bldg E-3330 Rm 150 (ECBC Security Office) to begin shredding. Driver and truck will be escorted to the remaining collection sites within the Edgewood Area of Aberdeen Proving Ground, MD (EA-APG) for destruction per service date.

3.2 Provide 20 wheeled 95 gallon (46Hx26W) lockable containers with keys

3.3 Provide a Mobile Destruction System and necessary personnel to provide on-site destruction services to include the approved level of destruction equivalent to a cross-hatch shred pattern.

3.4 Securely collect all materials for destruction from the identified collection sites on EA-APG

3.5 On site, permanently destroy all material collected from the provided containers.

3.6 Immediately upon completion, provide a Certificate of Destruction confirming the completion of the destruction process/event

3.7 Contractor will remove all shredded waste from all of the EA-APG collection sites and properly dispose of waste.

4.0 Government Furnished Property. NONE

5.0 Deliverables: Immediately following every destruction run, the contractor shall provide the accompanying Security Representative with a signed and dated Certificate of Destruction stating, at a minimum, how many bins were shredded and the total overall weight and cost.

6.0 Travel. N/A - Contractor will drive to and from their location and EA-APG on the days of destruction.

7.0 Delivery Schedule: Destruction will occur once every four (4) weeks. This schedule will be determined during the start of work meeting to include identification of the day and hours.

*For estimating purposes assume one shred-day every 4 weeks; working hours to start no earlier than 900am and finish no later than 400pm, assume a total of 20 – 96 gallon totes each service date.

9.0 Safety and Health. Complete the Safety and Health Checklist and then coordinate with the SHO.

10.0 Security. Access and general protection/security policy and procedures.

10.1 This standard language is for contractor employees with an area of performance within an Army controlled installation, facility, or area. Contractor and all associated subcontractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

10.2 This contract is unclassified and does not contain security requirements or a Contract Security Classification Specification, DD Form 254. However, the Government requires Operations Security (OPSEC) measures to protect For Official Use Only (FOUO), sensitive, unclassified PII information. The contractor may access only the information related to the subject matter of this contract for purposes of destruction only.

10.3 The contractor shall ensure that foreign nationals will not have access to military technical or critical unclassified information. (The contractor may conduct a search through the Defense Technical Information Center to determine whether information is designated as military technical or critical unclassified information. Additional information is available from the Military Critical Technologies List (http://www.dtic.mil/mctl/).

10.3.1 A violation of administrative security procedures or export control regulations that would subject critical unclassified information to possible compromise by foreign visitors or foreign national employees shall immediately be reported to the cognizant facility security office and or government security authorities.

10.4 For contractors that do not require a CAC, but require access to a DoD facility or installation. Contractor and all associated subcontractor employees shall comply with adjudication standards and processes using the National Crime Information Center Interstate Identification Index (NCICIll) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

11.0 Period of Performance. The period of performance for this effort will include one (1) Base year with four (4) option years, each being a period of 12 consecutive months to begin upon the date of award.
