Synopsis/Notice of Intent The Chemical Stockpile Emergency Preparedness Program WebPuff Automated

System Maintenance and Lifecycle Support 16 February 2017

THIS SYNOPSIS/NOTICE OF INTENT IS NOT AN

AUTHORIZATION TO START WORK

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Edgewood Division intends to issue a firm-fixed price award on a sole source basis in accordance with FAR 6.302-1 for The Chemical Stockpile Emergency Preparedness Program WebPuff Automated System Maintenance and Lifecycle Support in support of the Chemical Material Activity (CMA).

This Chemical Stockpile Emergency Preparedness Program WebPuff Automated System Maintenance and Lifecycle Support is solely performed by Innovative Emergency Management, Inc., located at P.O. Box 110265 Research Triangle Park, NC 27709.

Innovative Emergency Management Inc. (IEM), Research Triangle Park, NC, is the sole developer of and retains “Government Purpose rights for the life of the Chemical Stockpile Disposal Program” for both the D2Puff software model and WebPuff AIS software code. IEM is the only source that possesses the unique qualifications essential to fill the Government's requirement and maintain the capabilities provided by the WebPuff automated information system and network.

At this time, it is the Government’s understanding that no other contractor is capable of providing this support and there are no other authorized distributors or suppliers of the WebPuff Automated Information System.

This notice of intent is not a request for competitive quotations; however, all responses received within fourteen (14) days of the issuance of this notice will be reviewed accordingly by the Government. Any response should be emailed to dana.y.nunley.civ@mail.mil by 3:00 pm EST on 02 March 2017.
