A. A Standard Form 1409 will be completed and certified [available upon request] for public inspection IAW FAR 14.403 (b) soon after bid opening as practicable.

Q. What is the process for submitting alternatives for pre-approval for the area lights? When will submission as an alternative for pre-approval, would it have to be before the RFI deadline?

A. See reference: FAR 52.204-22 Alternative Line-Item Proposal. Submission for alternate proposal are accepted at time of proposal due date.

Q. Can proposals be submitted electronically through email in lieu of Hard copy due to Covid 19?

A. Per SECTION 00 22 16 - SUPPLEMENTARY INSTRUCTIONS TO PROPOSERS, INSTRUCTIONS TO OFFERORS, section 5: SUBMISSION OF BIDS: ELECTRONIC SUBMISSION OF BIDS, TO INCLUDE

EMAIL, AND FACSIMILE TRANSMISSIONS ARE NOT AUTHORIZED.

Q. Can reps & certs from SAM be provided in lieu of the reps & certs provided within the solicitation?

A. Bidders shall submit the representations and certifications listed in Section 00600 or provide a printed version of the documents from their corporate SAM profile.

Q. Details on E-103 shows changing PVC to rigid steel at pole bases but show plastic coated rigid steel at pole boxes. Is this correct? If not which one is correct rigid steel or plastic coated rigid steel.

A. They are both plastic coated rigid steel.

Q. Can the 3 key personnel positions be fulfilled by 1 or 2 people or do they need to be 3 separate persons?

A. During construction, the key personnel shall be present at the project site. The contractor shall have 1 superintendent, 1 project manager (half of the construction time), and 1 person as safety officer / quality control.

Q. Will the existing poles need to be replaced or will the existing ones be re-used (22 poles)?

A. Existing poles shown on page E-101 are wood poles and will remain; not re-used.

Q. Will direction boring be accepted in locations where asphalt or concrete exists for cost savings purposes?

A. For cost saving purposes, direction boring is acceptable.

Q. If no site walkthrough is allowed, can you send pictures of location where power and lighting panel is to go? We would like to see how close it is to existing power panels and what existing power panels are for connection purposes. We would like to see where the lighting will go, where we will be trenching, the lay down area, and any existing landscaping that will need repaired. If photos cannot be provided, please advise if seed or sod will be required at any required landscape repairs.

A. The panel is existing. The lay down area will have to be agreed upon after award. The only landscape areas are rock outside the fence. Attached is a Google Maps picture of the motor pool; you can get a closer look on Google maps.

Q. We would also like to see the exterior of the building to better understand what kind of penetration we should expect (concrete, cinder block, stucco, etc.).

A. The building where the electrical panel is located is a canopy for a bridge crane. It does not have walls.

Q. Will the Motor pool yard be empty during construction, or will we need to anticipate working command personnel to move equipment/vehicles around as necessary?

A. The motor pool will be in use. The Contractor shall coordinate with the Contracting Officer’s Representative.

Q. On trench detail specs, we did not see a minimum depth requirement, is it standard 3’ of cover or do you have other requirements?

A. 24-inch minimum from top of conduit to finish grade.

Q. Does concrete require rebar placement?

A. Yes, if removed.

Q. Do you have specs for concrete, for example 4000 PSI with ¾” rock and etc.?

A. Generally we do not go into the mix design as long as we get 4000 PSI, but this is information from our specs:

2.5 CONCRETE MIX DESIGN.

2.5.1 Properties and Requirements

c. Selected target slump must meet the requirements this section, the contract documents, and must not exceed 9 in.

Concrete must not show visible signs of segregation.

d. The target slump must be enforced for the duration of the project. Determine the slump by ASTM C143/C143M.
