Performance Work Statement

1.0 Introduction: DOTS Fire Extinguisher Maintenance

1.1 Organization: Directorate of Training Sustainment.

1.2 Scope of Work.

The Contractor must be able to gain access onto Fort Benning, GA to perform onsite services and/or conduct pick up and/or delivery services of unit fire extinguishers as required. Contractor must have the capabilities to inspect, test and service over 1,445 fire extinguishers of various types such as HALON (1301, HFC 125, FM 200), CO2 and Dry Chemical extinguishers in sizes ranging from 2.5 pounds up to thirty four (34) pounds. The services requested will not be for all 1,445 fire extinguishers at one time but as they become unserviceable and/or they are due routine services over the course of time at numerous intervals and dates. The services should include annual service/inspection, annual recharging/refilling, 12-year hydrostatic testing plan, and six year maintenance plan including replacement of O-rings, tamper seals, pull pins, nozzles, hoses and gauges. Only factory replacement parts should be used on AMEREX Fire Extinguishers.

Due to some fire extinguishers being an environmental concern contractor should never vent vapors into the atmosphere. Every effort should be made to halt unnecessary escape of HALON 1211 to the atmosphere to prevent detrimental environmental effect. Contractor must follow all recharging instructions on Getz HR-1 or other UL Approved Recharge/Recovery systems. The vendor will need to service fire extinguishers per these guidelines on a weekly basis. The number of fire extinguishers to be serviced will be determined by availability and expiration/shelf life.

Due to the critical nature of availability and mission readiness, the vendor may be required to come on-site to a designated location on Fort Benning, GA within a 24 hour time span to perform required services on various fire extinguishers if vehicles are rendered non-mission capable due to an unserviceable fire extinguisher and no replacement fire extinguisher is readily available nor can be replaced in a timely manner. Upon completion of any onsite installations or repairs, the work site will be cleaned and all debris will be removed to the dumpster located outside of the installation area and/or retained by the contractor. This action will be requested only if this requirement is determined to be necessary by the unit’s leadership. Fire extinguishers needing service and/or repairs will be housed at the DOTS Fuel Point on Harmony Church, Bldg.

5422. The vendor must contact the designated POC(s) for access to the fire extinguishers needing to be serviced on site or to be picked up for off post servicing. Vendor must also contact the designated POC(s) in order to return fire extinguishers after service has been completed. The vendor must only except and/or return fire extinguishers from/to the designated POC. All POC information will be given to contractor upon award of contract. At no time will contractors install or uninstall any fire extinguishers in/out of any tactical vehicle. All fire extinguishers needing serviced will already be out of the vehicle(s) and in a secure area. If the unit take a fire extinguisher to the vendor location for service there will be a requirement of 48 to 72 hours turnaround time to return the fire extinguisher(s) back to the customer by the method of either customer pick up and/or delivery to customer designated site(s) per agreement. The performance of the vendor will be reviewed with the focus being on the quality of work and the timeliness/turnaround time of the service rendered once requested. If the service is not performed IAW the Maintenance Six Year Teardown/12 year Hydrostatic Testing instructions per NFPA-10 and CGA C-1, and follow recharging instructions on Getz HR-1 or other UL Approved recharge/recovery systems to prevent detrimental environmental effect while performing these services on site, the contract will be terminated. There should be no charge for pick up or delivery of any fire extinguisher as well as no disposal fee.

1.3 Hardware Support. Contractor shall inspect all unserviceable fire extinguishers for damaged, missing or substitute parts. Only factory replacement parts are approved for use on AMEREX Fire Extinguishers. No shipment cost(s) will be authorized if any replacement parts are needed.

1.4 Maintenance Support. The annual maintenance support is to ensure functionality and safety readiness of all assigned fire extinguishers. If a fire extinguisher needs to be inspected, tested, serviced, replenished or replaced the maintenance support program should correct the issue if applicable. This should be accomplished after the fire extinguisher is rendered unserviceable or out of tolerance in any way causing the fire extinguisher, vehicle and/or facility to become non-mission capable or unsafe. The vendor shall try to assess the situation and provide immediate service to correct the issue in order to minimize downtime. The maintenance support program should also include replacements for non-operational or problematic equipment. All major components shall be covered by and should be replaced by the support program. If a replacement is determined to be needed the vendor will coordinate the replacement and shipping of the component. Per the GSA schedule all standard shipping on replacement components shall be covered at no additional charge. The annual maintenance support program shall also cover any replacement components as they become available and/or installed. Replacement Fire Extinguishers shall also be reserved under this support program. There should be no charge for pick up or delivery as well as no disposal fee of any fire extinguisher under this support program.

1.5 Period of Performance

Base Year: 10 March 2017 to 09 March 2018 Option Year 1: 10 March 2018 to 09 March 2019 Option Year 2: 10 March 2019 to 09 March 2020
