COMMERCIAL ITEM DESCRIPTION
TRUNK LOCKERS, CADET, USMA
DESCRIPTION
The trunk locker shall be made with durable wooden construction, 9mm (3/8inch) CARB 2 compliant PLYWOOD with no less than a 16 gauge vinyl or 600x300 PVC backed polyester weather resistant covering on the exterior. The trunk locker shall have heavy duty steel nickel plated or brass plated hardware corner pieces consistent with industry standards. The hardware thickness where available shall be a minimum of .060 inch. In no place on the trunk shall the hardware thickness be less than .040 inch except the handle caps which shall be a minimum of .028 inch thickness. The inside of the trunk shall be finished or covered in such a way to protect the contents from tearing or snagging. The binding shall be securely attached and shall be either black or similar in color to the nickel plated or brass plated hardware that is used. (see reference photos). Colors in any one component shall be the same, no color mixing on any one single component. If black binding is utilized it shall be close and consistent with Pantone Black C/419C.
The trunk construction shall be designed to ensure proper lid alignment. The trunk shall have two leather handles, black in color. The lid shall open and close without binding. The lid shall not self-lock in the closed position. The trunk locker shall be designed to be padlocked, and have a minimum of two interlocking latches. The latches shall be consistent with industry standards for this type of trunk locker. The handles shall be located one on each end and shall be consistent with industry standards for this type of trunk locker. The trunk locker shall have two wheels on one end designed to allow the trunk to be pulled along behind a person and able to sustain the weight of the trunk and contents when loaded to the stated capacity. The wheel system shall be rated for at least 195 pounds. Wheel system may be either permanently attached or removable. The trunk shall be designed in such a way to allow stacking and maintain stability when stacked 5 high.
The trunk shall sit flat and level when placed on a level surface and stacked one on top of another. The trunk style, design and construction shall be similar to the photographs provided by the government. The photographs are to be used only as a general reference for the appearance of the finished product. The written specification takes precedence. All hardware shall be constructed or coated to prevent corrosion. Measured on the outside the trunk locker shall have a minimum dimension of 30” long x 17” wide x 12.25” deep and maximum dimension of 33” long x 19” wide x 15” deep. Trunks shall have one internal tray with at least one section. The overall size of the tray shall be fitted as to not bind when being placed or removed from the trunk. Additionally the tray shall not interfere with the opening or closing of the lid. The tray shall be supported so to not slip down into the main trunk compartment when carried or moved.
The weight capacity of contents within the trunk shall be consistent with typical industry standards for the item.
ADHESIVES
Any adhesives used in the construction or manufacturing of the trunk should be water based.
COLOR
The color of the vinyl or polyester shall be Olive Drab (Army) Green. Any florescent or pastel colors on any part of the trunk shall be excluded and deemed unacceptable to the Government.
PACKAGING
The trunk lockers shall be individually boxed in a cardboard box designed to reasonably protect the trunk from damage during loading, transport, off-loading and delivered as specified under delivery instructions.
IDENTIFICATION MARKINGS
The truck lockers shall be furnished with identification information permanently affixed to the inside, bottom surface of the container body. The information required shall be as follows.

This label is primarily to support warranty claims.
WARRANTY
The manufacturer and/or vendor shall offer a minimum of two year warranty from the date of delivery for defective workmanship and product failure due to poor construction and/or defects.
Defective trunks shall be repaired or replaced at no cost.
DEFECTS
The trunk lockers shall be free of holes, cracks, dents, malformation, scratches, sharp edges, any foreign matter or defects affecting serviceability and the appearance of the finished product.
Visual examination will be conducted for defects and adherence to the specifications.
DELIVERY INSTRUCTIONS
Just in time delivery concept shall be utilized. The delivery shall occur on the scheduled date, in mid to late June of each year, so as not to interfere with cadet scheduling. The specific date shall be given to the vendor on or about 15 April of each year. The vendor shall arrange to have the vehicles arrive at West Point on the specified day no later than 0630 hours (6:30 am). Drivers are to call extension 845-938-4665 or 845-938-2334, CSD Warehouse Bldg. 917, 917 Washington Road, where they will be given instructions or escorted to the delivery point (Cadet Central Area). An alternate cell number is (703) 346-7770. Vehicles will be parked and the lockers will be issued from the trailer to the cadets. Trucks are subject to remain in place until the issue is completed or COB, approx 1700 hours (5:00pm). The last truck remaining at the end of the issue is subject to transporting any remaining lockers from the issue point to the West Point supply warehouse, Bldg. 917 approx. 2.5 miles from the issue point for off loading. Drivers are to remain with their vehicles and will be released once the government representative completes all necessary paperwork after each truck is off-loaded. An escort will be provided for any reasons that would require the driver to leave the area that the truck is parked in. This would be to accommodate break periods such as lunch and necessary facility use.
The contractor shall provide and make available an action officer/decision maker point of contact (POC), name and phone number, during the entire transit time from the time the lockers are loaded until the trucks are physically on the West Point reservation. This person/POC shall be able to resolve issues, not just take messages.
The contractor shall provide real time e-mail updates to DOLLSSOWarehouse917@usma.edu with the following information:
1. Provide a driver name and phone number for each driver of the truck(s) transporting the lockers.
2. Provide the name of the carrier and dispatch phone number.
3. Departure time and an estimated time of arrival if prior to the required time stated in this contract. This is to help accommodate overnight parking if required.
In accordance with installation security mandates the Vendor shall require carrier to provide the following information no less than 24 hours prior to delivery time:
1. Carrier Name or name that is displayed on the tractor and/or trailer.
2. Name of Driver and any passenger. If no passenger name is provided only driver will be admitted
3. Truck License Plate number and state of issue.
4. Trailer ID# or License Plate and state of issue.
