The following have been added by full text:

AMENDMENT 0001

1. Technical Exhibit 4 - Minimum required service equipment; this exhibit includes 17 high value, motorized drivable pieces of similar designed maintenance equipment (i.e. Utility vehicles and Backhoe's). For example there are three different back hoes listed along with 7 different utility vehicles with tilt beds. Can you clarify that these were just examples of equipment to be used on site and not all required for the minimum amount of service equipment required.

The title is correct. The list is the minimum required. The Government will be reviewing the proposed equipment against the list or for the contractor to provide equal substitutes. A revised TE 4 is provided.

2. Can you please estimate the number of ornamental trees in the cemetery that require rings of mulch to be installed?

The Government estimates approximately 70 but this is an estimate only.

3. Is the contractor allowed to use the current spoils area building 689?

No, but the Government will provide an area for a spoils area.

4. Technical Exhibit 5: Estimated Workload Data, it estimates 40 full burials a year, what is the estimate of these burials that are below 9 feet?

A revised TE 5 is provided.

5. In Part 3: Government Furnished Property, Equipment, And Services, section 3.4: Equipment it states that there will be space in building 697 for government provide GFE, is this statement still accurate?

This statement will be removed. The contractor shall store any GFE equipment that they accepted. A revised GFE list is provided.

6. Is the TORO- Compatible casket carrier going to be left on site for use by the contractor to transport caskets from the committal shelter ( i.e. Can the Casket Carrier be added to the GFE list?)

No, the Contractor will not be transporting caskets to the interment site.

7. Of the existing stones on site what is the approximate number of headstones that are in concrete casting/footings (that would make Raise and Realigns more difficult)?

The Government does not have accurate data to answer this request. If a cement collar is located during raise and realign, the Contractor shall inform the COR. The Contractor will not be held responsible for headstone alignment on these headstones.

8. Clin 0001- Calls for a quantity of 12 months for cemetery maintenance. Should this read seven months due to estimated contract date to start on April, 1st 2019? If not what are the dates for the base year and option years? It is correct.

The periods of performance are listed under delivery information.

9. In 5.3.1.5 and 5.3.1.6 the procedures for closing grave sites and establishing turf are presented. Both paragraphs talk of sunken graves being repaired in relation to the current contractor repairing their recent interments that have settled. Will the newly awarded contractor be responsible for repairing the sunken graves of the previous contractor?

If so is there an estimated quantity? Yes, the new contractor shall have to bring all areas up to contract terms.

As of September 29, 2018 approximately 75 gravesites required some degree of turf establishment/seeding. Of these 75 sites, approximately 10 require some amount of fill.

10. In relation to the question above; Under section 5; Paragraph 5.1 sentence 1. The Specific Tasks section states under Basic Services "Turf Renovation and Grading" will be conducted. Please define and/or provide an estimated square footage to be renovated and graded. We are not clear if this term "Turf Renovation and Grading" is a separate requirement from the task specified in section 5.3.4.4 and likewise the sections 5.3.1.5 and 5.3.1.6 that discuss repairs of sunken graves. We are just trying to confirm their aren't expectations to conduct an entire "turf renovation" and "grading" of entire cemetery which is an entirely different, exorbitant and exhaustive tasking.

The Government does not expect the entire cemetery to be renovated and graded. Turf renovation shall occur when areas of the cemetery are damaged due to weather, funeral operations (include headstone installation, raise/realign, headstone cleaning), and routine lawn maintenance. Per Arlington National Military Cemeteries Operational Standards and Measures version 1.3, February 2014 the grade of every gravesite shall blend with adjacent grade levels.

11. Block 10 of the 1449 is corrected to mark the SDVOB box. The requirement is still set aside for SDVOB.
