a. Boarder stitch shall slightly increase the finished dimensions of the patch wider and higher than the cut dimensions by approximately 1/8” in width and height (+/- 1/64”).

PURCHASE DESCRIPTION
CHEVRONS, USCC CADET
GENERAL INFORMATION
Chevrons are intended to be worn on the dress uniform coats and overcoats by cadets of the United States Corps of Cadets attending the United States Military Academy. Close adherence to shape, dimensions, centering, spacing, and stripe width is critical.
GOVERNMENT FURNISHED PROPERTY
1.
The Government will provide a sample chevron to interested offerors upon request. Interested offerors are to contact the USMA Directorate of Contracting for sample.
2. The Government will provide to the successful offeror:
a. Embroidery pattern files on compact disk.
b. Sufficient yardage of the wool Melton backing cloth in gray and black to complete the contract.
i. Backing cloth shall be provided at the following rates:
1. Gray cloth per Dress Coat chevron: approximately 0.145 yards each.
2. Gray cloth per Overcoat chevron: approximately 0.03 yards each.
3. Black cloth per Full Dress Coat chevron: approx. 0.145 yards each.
EMBROIDERY
1.
Machines: The Contractor shall embroider the chevrons on multihead machines. These machines shall have at least three (3) colors that can change automatically, and shall have electronically controlled (stepper motor) embroidery frames. Older embroidery frames with mechanical linkages may not be used.
2.
Passes: All embroidering shall be accomplished in one (1) pass.
3.
Full Dress Coat Style: The metallic embroidery yarn shall be size #40 metalized with five percent (5%) pure silver support and uniformly wrapped on polymide. The metallic embroidery yarn shall be fast to oxidation, washable to one hundred forty (140) degrees Fahrenheit and to dry cleaning.
4.
Dress Coat and Overcoat Styles: The rayon embroidery yarn shall be size #40 (NM75/2) continuous filament and bright. The rayon embroidery yarn shall be washable to two hundred three (203) degrees Fahrenheit and dry cleanable.
5.
Cotton Yarn: The cotton yarn shall be size #30 (NM50/2) gassed and mercerized. The cotton yarn shall be washable to two hundred three (203) degrees Fahrenheit and dry cleanable.
6.
Underlay: Each embroidered element of each design shall be underlayed with cotton yarn with stitches of a sufficient length and density to accomplish a heavy pad for the cover stitches.
7.
Underlay Yarn: The underlay cotton yarn shall be a color match to the face yarn.
8.
Face Yarn: The face yarn shall cover the underlay stitching and background fabric to preclude any bleed through.
9.
Stitches: The minimum numbers of stitches per lineal inch is five hundred thirty (530) stitches (machine revolutions), which includes the underlay and cover stitches.
10.
Cutting Line Stitches: In addition to underlay and cover stitches, there shall be cutting line stitches. These stitches shall be closely spaced and placed at the prescribed distance from the embroidered elements. The cutting stitch line serves as a guide for cutting the finished chevron from the raw fabric.
11.
Framing: The fabric to be embroidered shall be framed in an embroidered hoop. The fabric shall be securely fastened as to prevent any pulling or distortion.
12.
Backing: The fabric shall be backed during the embroidery operation with a heavy breakaway non-woven.
13.
Bobbins: Pre-wound nylon or polyester bobbins shall be used.
FINISH
1.
Face Side Float Threads: All float threads (jump stitches) on the face side of the chevron shall be completely trimmed off. No stumps or brushes at the entry and exit points of the jump stitches are permitted.
2.
Reverse Side Float Threads: All float threads (jump stitches) on the reverse side of the chevron shall be neatly trimmed, leaving approximately one eighth (1/8) of bobbin thread at the entry and exit points.
3.
Breakaway: The breakaway non-woven shall be neatly removed up the edge of the embroidered elements.
4.
Cut: The finished chevron shall be cut precisely from the raw fabric by hand using the embroidered cutting line as a guide. The embroidered cutting line must be completely removed in the cutting process.
5.
Appearance: The finished chevron shall be wrinkle and pucker free and shall lay flat.
BACKING
1.
Initial lamination: A three (3) MIL polyvinylchloride film shall be bonded to the reverse side of the fabric prior to embroidering with sufficient heat and pressure to cause the film to melt and bond to the fabric. The film used shall be able to withstand temperatures in excess of three hundred (300) degrees Fahrenheit in an alkaline solution, and shall be non-soluble in commercial laundering fluids. The film shall not be chlorine retentive, nor shall it emit toxic gases when subjected to heat.
2.
Second lamination: After the chevrons are embroidered and prior to being cut out, another layer of three (3) MIL polyvinylchloride film shall be bonded to the reverse side of the embroidered chevrons and fabric with sufficient heat and pressure to cause the film to melt and bond to the embroidered fabric.
3.
Third lamination: In the separate and final laminating operation prior to cutting, a light weight soft non-woven shall be bonded to the back of the embroidered fabric.
4.
Final Result: The first, second and third laminates shall be applied in such a manner as to preclude crushing, flattening or depressing of the embroidery, nor may there be any jump, float, and/or connecting stitch indentations or depressions in the embroidery caused by pressure during finishing. The film bonded to the reverse side of the emblem shall completely coat all raised elements on the back of the emblem and fill all depressions. The back of the finished emblem shall be non-fusible.
BORDER OVERLOCK
1.
Type: The overlock type border shall consist of the following:
a.
Top Portion: two (2) separate ends of Tex 40 cotton wrapped – polyester core (equal to or better than Coats American dual duty).
b.
Bottom Portion: two (2) separate ends of Tex 40 cotton wrapped – polyester core (equal to or better than Coats American dual duty) matching color to the top portion of the overlock. Clear monofilament is not permitted.
2.
Edge: The overlocked edge shall be overlapped a minimum of three eighths of an inch (3/8”), and the overrun threads shall be securely fastened to the back of the emblem or pulled through the entire length of the overlap. Neither method should affect the appearance of the emblem after attachment or make the emblem difficult to attach. Securing overrun with tape or simply cutting it off is not permitted.
3.
Border: The overlock border shall be applied in such a manner as to prevent it from pulling loose from the edge of the emblem. The border shall be of a density (22 to 26 SPI) sufficient to completely cover the fabric edge of the emblem, and after proper attachment to a garment, it will not curl after washing or dry cleaning.
4.
Full Dress Coat Color: The color of the overlocked merrow edge thread shall be black.
5.
Dress Coat and Overcoat Color: The color of the overlocked merrow edge thread shall be Coats American Color #C-9653, Shadow for all dress coat and overcoat (gray) chevrons or an acceptable substitute color. To substitute another color thread for the overlocked merrow edge of these chevrons, the successful offeror shall submit a swatch sample(s) of the respective backing cloth overedged with the suggested substitute thread color or colors with the first article samples to the Directorate of Contracting (see first article sample clause for instructions).
PACKAGING
1.
Bundles: Finished chevrons shall be bundled in quantities of twenty (20) pieces, except for the last finished bundle, should the total finished quantity be of some multiple other than ten (10).
2.
Packages: Bundles shall be packaged in plastic bags or plastic wrap and each shall be clearly marked with the quantity contained in the package.
3.
Boxes: Packages shall be placed in sturdy corrugated boxes clearly marked with the chevron National Stock Number (NSN), Style, Description and total quantity in the case. Marking shall be made using clear and legible printed labels with characters no smaller than one quarter inch (1/4”) in height. See Case Marking Example #1.
first article TESTING
1.
Visual Inspection: The Government will visually inspect the chevrons for:
a.
Thread Colors: Proper embroidery thread and overedge/overlock thread colors.
b.
Firmness: Sufficient firmness to retain shape while allowing easy pinning of chevron onto sleeves of cadet dress uniform coats and overcoats. Pins used are two inch (2”) ball headed pins. Pins are pushed through the chevron face-cloth (also interchangeably known as background fabric) and backing (not embroidery or overedge/overlock stitching), through the sleeve in two (2) separate locations and then again through the backing and face-cloth of the chevron.
c.
Stitch Configuration: Proper embroidery stitch configuration, density, direction, and tension per pattern files, sufficient to not allow any bleed through of the background fabric.
d.
Stitching: Proper raising, rounding and fullness of embroidery stitching above visible face-cloth material provided by the Government (1.0 to 2.5 mm).
e.
Tails: Overedge / overlock thread chain “TAILS”.
2.
Dry Cleaning: The Government will dryclean the chevrons five (5) times at the USMA laundry and dry cleaning facility under dry cleaning conditions used to clean USMA cadet dress uniform coats and overcoats (19 oz., 100% worsted wool shell cloth).
3.
Visual Examination: After dry cleaning, the Government will visibly examine the chevrons for color fastness of embroidery, overedge/overall integrity of embroidery stitching, and overedge/overlock stitching and threads, which should not separate or break. Fewer than fifteen (15) breaks of embroidery threads caused by the typical abrasion found in the dry cleaning process will be acceptable. The Government will visibly examine the chevrons for over integrity of chevron backing material (behind face-cloth) supplied by the contractor for adhesion to face-cloth with no visible puckering. Firmness should remain the same as it was prior to dry cleaning.

CADET PATCH
SPECIFICATION
The description of the shoulder sleeve insignia for Cadets, United States Military Academy, reads as follows:
On a shield quartered black and grey 2 1/2 inches in width and 2 3/4 inches in height with a one eighth inch black border, the helmet of Pallas over a Greek sword, both golden yellow, edged with black.
Stitch Count: 4270 stitches (minimum), golden yellow 100/2 denier, all other colors 150/2 denier, 12/4 span, designed for over-edge stitching

PRODUCT SAMPLE FOR EVALUATION
At no cost to the government the prospective awardees will be notified by the Contracting Officer to submit a one unit sample of all CLINS. The sample will be submitted, within seven (7) working days after notification, to the location specified by the Contracting Officer. The samples will be provided FOB Destination.
The government may waive the sample requirement where supplies identical or similar to those called for have been previously furnished by the offeror and have been accepted by the government. The offeror may request a waiver.

1. SCOPE

2.2 Order of precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1 First Articles. When specified in the contract or purchase order, two samples of finished items shall be provided by the contractor to the contracting official. These First Article Samples will be subjected to inspection in accordance with sections: 4 through 4.3. The term “finished item” is defined as one completed individual insignia. One First Article Sample shall be of the Class 13, insignia name ‘6-Bar with Star’ and the second shall be of the Class 4, insignia name ‘2-Bar with Diamond’. Contractor shall provide First Article Samples to the contracting official at a time designated by the contracting official.
3.2 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceed operational and maintenance requirements and promotes economically advantageous life cycle costs.
3.3 Materials. Materials shall be as specified herein. Verification shall be in accordance with the standards and methods specified in section 4, Table 2.
3.3.1 Embroidery yarn.
3.3.1.1 Material Identification. The embroidery yarn shall be a commercially available semi-dull continuous filament, regenerated cellulose type rayon or polyester in a size between 35 to 40 weights or 150/2 to 120/2.
3.3.1.2 Color. The color of the embroidery thread shall be black.
3.3.1.3 Bobbin yarn. The bobbin yarn shall be a continuous multi-filament nylon, 2-ply cotton or 2-ply polyester yarn. The yarn shall be black. And shall show fair colorfastness to wet-dry cleaning and laundering. The use of sulfur dyes is prohibited.
3.3.2. Base cloth. The base cloth on which embroidery stitching is applied shall be that of the Operational Combat Pattern (OCP) cloth printed with Universal Camouflage in any of Class 6, Class 7, or Class 8 cloths in MIL-DTL-44436B. Embroidery stitching shall be placed on the face of the base cloth.
3.3.3. Backing material. The insignia shall have a light weight single-ply backing with a minimum weight of 2.5 oz per square yard of either woven or non-woven pressed fiber construction.
3.3.4. Velcro. The base cloth shall be sewn onto Velcro hook tape.
3.3.4.1. Velcro color. Velcro hook-tape color shall be Bagby green.
3.3.4.2. Velcro size. The Velcro hook-tape shall be 2” wide and shall be cut to appropriate lengths to achieve finished insignia dimensions listed in Table 1. Velcro shall tape shall be cut at 900 angles from Velcro-tape length.
3.4 Design. The contracting official will provide the contractor with embroidery designs in DST formatted files on a compact disk. These files were developed using proprietary software of Pulse Microsystems version ‘Illustrator’ and shall be converted by contractor into any software or tape necessary for contractors’ use exclusively for this contract.
3.5 Construction. The insignia shall be embroidered on automatic multi-head or Schiffli embroidery machines.
3.5.1 Embroidery Pattern Stitching. The visible embroidery stitching shall not un-ravel or come loose from the insignia. Stitch Count for each embroidery pattern shall be equal or greater to that contained in the respective pattern files provided by the Contracting Official. See Table 1 for pattern names and respective stitch counts per pattern.
3.5.2 Embroidery Pattern Positioning. The length-wise direction of the Bar in any embroidery pattern shall be positioned parallel with the filling (weft) direction of base cloth. The embroidery pattern shall be centered on the finished patch from top to bottom and from side to side (left to right). Figures 1, 2, and 3 are reference only for positioning of embroidery patterns in relation to the filling direction of base cloth.

3.5.3 Underlay stitches. Embroidery Underlay stitches are required, the number of stitches for each embroidery pattern shall equal or greater than that contained in the stitch files provided by the Contracting Officer.
3.5.4 Complex fill stitches. The visible embroidery patterns of bars, stars, and diamonds are mostly comprised of complex fill stitches. These complex fill stitches in conjunction with underlay stitches shall be of sufficient density as to not allow the base cloth to be visible within the embroidered design during an un-aided viewing from a distance of 16-24 inches under naturally occurring lighting.
3.5.5 Thread trimming. All embroidery thread ends, threads between components of an embroidery design and sewing threads shall be neatly and cleanly trimmed to within 1/32” of the last stitch.
3.6 Cutting and finishing Insignia. The contractor shall be cut into individual pieces and finished by uniformly turning under the edges of the base cloth from between 3/16 to 5/16” and uniformly stitching the turned under edges to the Velcro hook-tape. See Table 1 for the finished dimensions of each insignia
3.6.1 Cutting base cloth. The contractor shall cut the base material into pieces sufficiently larger than the finished measurements listed in Table 1 to provide needed material for neat and clean turn-under and sewing (top-stitching) of base cloth onto Velcro.
3.6.2 Top-stitching. Top-stitching seam shall be between 1/16 and 1/8” in from the folded edge. Top-stitching seam shall have 12 to 16 stitches per inch of a Stitching Type 301 of ASTM D6193.
3.6.3 Corner turning. The corners and points of the cloth base cloth shall be neatly turned and caught in the top-stitching so that no raw edge is exposed on the front of the finished insignia. The turning, when completed, shall produce a boarder on the face side of the insignia between 1/16 and 1/8”.
3.6.4 Finished insignia. The finished insignia shall conform to the finished dimensions as listed in Table 1 (+1/8 / -0”). The back-side of Velcro shall not be visible when viewing the face of the insignia. Contractor shall exercise due care and workmanship to cut proper lengths of Velcro and to properly position the folded base cloth on Velcro to prevent edges of Velcro from showing past the folded edges of the base cloth.

4. VERIFICATION
4.1 Conformance inspection. Inspection shall be in accordance with the provisions set forth herein.
4.2 Visual examination of the end item. Visual examination of the completely finished item shall be made using the guidelines given in Table 2. The term “finished item” is defined as one completed insignia for an individual insignia. Examination shall be made at a distance of approximately 16-24 inches without aid under average daylight as provided naturally on the day of examination and in a manner to avoid as much reflected light as possible. Defects designated by and asterisk (*) shall be classified as major when seriously affecting appearance or serviceability and minor when affecting appearance or serviceability but not seriously.
4.3 Examination results. Examination results shall be either pass or fail. To pass the Visual examination, examiner shall find no Major Defects or less than 4 Minor Defects. All other results will be considered failing results.

4.4 Examination for dimensions. Measurements shall be taken of all edges, points, lines, areas and spaces including:

Finished width

Spaces and distances to finished edges
5. PACKAGING
5.1 Packaging. For acquisition purposes, the packaging requirements shall be as follows:
5.1.1 Finished insignia shall be securely sealed in clear plastic wrap or clear plastic envelopes in quantities of up to fifty (50) pieces per package.
5.1.2 Plastic Packages shall contain only one class of insignia.
5.1.3 Each package shall be identified clearly with a label.
5.1.3.1 Package labels shall indicate the Name, Stock Number, and Quantity of insignia contained therein.
5.1.4 Multiple packages may be shipped in sturdy cardboard boxes (cases) such that the gross weight of any case does not exceed 20 pounds.
5.1.5 To the greatest extent possible where quantities are sufficient, the contractor shall keep the contents of a case homogenous to one type of insignia.
6. GOVERNMENT FURNISHED PROPERTY
6.1 The contracting official will furnish only DST embroidery pattern files. Contractor shall convert these file to other formats necessary for only their use on their production equipment to meet the obligations of this contract.
6.1.1 Contractor may modify embroidery patterns as outlined in 3.5.1 to improve the visual appearance of the finished insignia with sharper corners and or cleaner lines. Spacing between bars, between bar and star or diamond shall not deviate from that found in government’s patterns.
6.1.1.1 As part of this contract, Contractors shall provide to the Contracting Official copies of all modified patterns in DST format on a CD which shall become government property through the fulfillment of the contract.
6.1.2 Contractors may submit to the Contracting Official their recommendations to improve upon this Purchase Description which may or may not be adopted.

Instructions to Offerors Sample Patches and Chevrons All offerors interested in submitting a proposal for this requirement need to follow these instructions. If an offeror does not comply with these instructions, they shall be excluded from consideration of a contract award.
All offerors shall send a sample of Patches and Chevrons for evaluation to Jerry Lee at Bldg 681 Hardee Pl, RM-104 West Point, NY 10996 by close of Solicitation date 02/23/18 by 12:00 pm Eastern time. The mailed sample must contain the following information: Name of Company, Contact Name (First & Last), Mailing Address, City, State, Zip Code, Direct Phone Number, and Email Address. Please include the Solicitation Number (W911SD-18-T-0076) on package.
All samples must be submitted with the offerors proposal by the closing date of the solicitation.The Government shall make one contract award. Therefore, if an offeror doesn’t submit samples with their proposal, they shall not onsideration for contract award. The Government shall not be liable for any lost or misdirected proposal and or samples.

(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

5152.233-4000 AMC-LEVEL PROTEST PROGRAM (Feb 2014) (LOCAL CLAUSE)
Prior to submitting an agency protest, it is preferable that you first attempt to resolve your concerns with the responsible contracting officer. However, you may also file a protest to the Headquarters (HQ), Army Materiel Command (AMC). The HQ AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 35 calendar days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103. If you want to file a protest under the HQ AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
