1. Regarding previous contract for services, what was the estimated quantities as indicated on page 20 of 101? See pg 20, paragraph 8
2. What was the award rate, if applicable? This information is available through a FIOA request.
3. For a backfill and/or emergency scenario does the k-9 team have to be certified as well? Yes, any WDT working on West Point must meet certification requirements.
4. Does the handler have to be an armed NYS guard? No.
5. Under the CLIN numbers 0001, 0002, etc. the quantity is 1. Does the government just want the hourly unit price in the amount column and net amount as well or is the bidder supposed to calculate the amount and net amount based on estimated quantities on page 20 of 101? Please calculate the amount and net based off the estimated quantities on page 20 of 101.
6. If there any limitation on the duration a K-9 team can work 8, 10, 12 hrs straight? WDTs will be worked under the restrictions/constraints of the Army MWD program. A dog’s work limitations will be determined by the handler (within reason) to balance mission accomplishment with accuracy of detection. Weather, successful hits, search conditions, etc all play into how long a dog can work effectively. Currently shifts are being scheduled between 6-8hrs with Special event support reaching the 10hr requirement. It is understood by the Government that regardless of shift, it is not “constant” work and that WDTs will require breaks.
7. How many days a week is service expected i.e. 5, 7 days a week? Currently a team is being scheduled for “standard” work between 5-6 days a week with 5hr “work”/ 1hr of Training
8. How many hours a day is service expected 8 hrs, 10 hrs, 12 hrs? See answers to 6 and 7.
9. Is there any special requirement for the contractor’s vehicle? No, other than it must be able to safely transport a K9 and handler to and from the duty locations.
10. Is there a cost and whom bears it for the contractor’s check up performed by Army vet? The Government provides the checkup listed in the contract only. Any other medical/veterinarian needs are the responsibility of the contractor
11. Is there an incumbent? If so who? This information is available through a FIOA request.
