National Research Center for College and University Admissions (NRCCUA) Name Search Services

1. CONTRACTING AGENCY: Mission and Installation Contracting Command (MICC)-West Point

2. DESCRIPTION OF ACTION: This will be a new firm fixed price contract for a base and two option years. The base year will be awarded with 2015 OMA funds.

3. DESCRIPTION OF SUPPLIES/SERVICES: The total estimated value of the proposed action is $245,005.00.00 for a base plus two options. The United States Military Academy (USMA) Directorate of Admissions (DAD) requires the use of college name buy lists in order to identify the top performing students across the nation for targeted marketing campaigns.

4. AUTHORITY CITED: This action is authorized under provisions of FAR 13.501(a)(1)(ii) Acquisition under the authority of the test program for commercial items..

5. REASON FOR AUTHORITY CITED: NRCCUA has the largest database of college-bound high school students via NRCCUA’s list services including the Talent Identification Program (TIP). It captures students’ aspirations in the My College Options survey that is administered in more than 22,000 high schools, with a list of 5.5 million college-bound seniors, juniors, sophomores, and freshmen. It is the only service that can provide this breadth of names directly from the schools without the test scores at earlier ages (during freshman and sophomore years).

My College Options surveys allow USMA to drill down into a level of detail on the student through sixteen questions from the freshmen to senior level. It is the only survey system that is administered in the schools by the teachers and counselors directly to the students. This allows USMA to reach students at an early age and focus on ethnic groups that do not take the standardized tests in the early years of high school. Additionally, the My College Options survey is the only one that asks a series of questions that enable colleges and universities to search for and gauge propensity for military service. NRCCUA’s SMART Approach® to searching for students is a proprietary platform that enables USMA to drill down on its large database and purchase names of students who are likely to succeed academically at USMA, who meet talent and diversity goal demographics, and who are able to be contacted by both direct and email communications.
