QUESTIONS

Amendment 3

Q1: What will be the contract value for this opportunity?

A: Contract value is established based on the competitive wining proposal.

Q2: Is there an incumbent contractor currently providing these services? If yes, please provide us with the contract details.

A: Reference Amendment #2 (response to questions) question 10.

Q3: In case of an Unpopulated Joint Venture (JV), if one of the members of the JV has a SEACRET Facility Clearance or higher, will this satisfy the requirement? The JV is the prime contractor entity.

A: Reference paragraph 1.6.7.11 in the PWS

Q4: Request that the Government provide a Computer Help Desk Response Prioritization Matrix for proposal purposes to provide a common basis for all offerors to make our respective staffing estimates.

A: Reference paragraph 5.2.12, question 156 of Amendment 2 and Workload Estimate.

Q5: Referencing PWS paragraphs 5.1 and 5.2, did the Government intend for the scope elements listed under PWS 5.2 and and 5.2.1 – 5.2.12 to be subparagraphs of PWS 5.1? If not, what is the intent of the PWS 5.1, Basic Services?

A: PWS Paragraph 5.1 was intended to be the title for PWS 5.2 and 5.2.1 – 5.2.12.

Q6: Within the Amendment 2 instructions for Sub-factor 2: Tab B Management Approach, paragraph ii, the statements following the first sentence appear to be misplaced and part of the subject matter covered under the instructions for Sub-factor 1: Staffing Approach.

These possibly misplaced statements include: “The document must reflect a clear understanding of the skills needed to execute the services defined in the PWS as well as how they are to be implemented and utilized in performance of the contract. The document must include the methodology used to determine the type, number of personnel proposed, and the level-of-effort for each CLIN. The methodology must identify why personnel proposed are best qualified to accomplish the task in addressing knowledge, skills, security clearances, education and experience requirements. Methodology must demonstrate understanding and ability to accomplish the technical requirements stated in the PWS.” These instructions are also inconsistent with the associated evaluation criteria. Please confirm that the Government intends for the proposals to redundantly provide this staffing information in Sub-factor 2: Tab B Management Approach or that this subject matter required by these instructions should be consolidated in the response to Sub-factor 1: Staffing Approach.

A: Reference Amendment 3, FAR 52.212-1 (Changes highlighted in yellow)

Q7: Amendment 0002 added the requirement for a written Mission Essential Contractor Services plan under 252.237-7024. The Instructions to Offerors does not provide a location or page count for this plan. Is it ok to include this plan as an non-page limited attachment to Volume II Technical Capability.

A: Yes it is okay to include this plan as a non-page limited attachment to Volume II Technical Capability.

Q8: We would really like to provide a proposal for this opportunity, and just want to clarify that whoever is selected as a successful offeror, the Government would complete the DD254 for this contract and thus sponsor for the appropriate FCL. Or is the answer No – company has to have an existing Secret FCL prior to submission of proposal?

A: The Prime Contractor Company must have a Facility Clearance (FCL) at the appropriate level (IAW the NISPOM DOD 5220.22-M and AR 380-49) prior to the start of the contract awarded period of performance. (PWS paragraph 1.6.7.11)
