Control No: MICC 2019-29 Contractor: Missouri Department of Social Services
Supply/Service: Full Food Services at Fort Leonard Wood, MO
Version – September 2018 FOR OFFICIAL USE ONLY training status with the majority of Soldiers being in One Station Unit Training (OSUT) or Basic Training (BT). These new Soldiers do not have the means to procure their own meals if placed on separate rations nor does the training rhythm permit the time required for these Soldiers to travel to an eatery and return to training without undue disruption to the training cycle. For these two reasons Alternative 1 is not a viable option for FLW.
2) Alternative 2 is viewed as the only real option available to FLW. As stated above the majority of Soldiers served by the FFS contract at FLW are in an initial training status and have no viable alternative to the DFAC for their meals. Extending the services with the current contractor on a short term basis ensures that the initial entry training Soldiers will be able to maintain their training tempo while being sustained with the meal support that is critical to their mission accomplishment.
c. Other factors.
1) The verified minimum requirement of the Government is FFS in 13 dining facilities (DFACs). The current contract expires on 6 February 2019. The Government is prohibited from awarding a contract under the W911S7-14-R-0002 solicitation until arbitration on this matter is complete.
2) This requirement is for a six (6) month base period contract extension with the incumbent contractor. The FFS effort at FLW encompasses 13 DFACs and prepares and serves approximately 25,000 meals per day. Given the time constraints in this situation, the SLA and its subcontractor are the only entity in position to ensure continuation of these FFS operations.
3) If this J&A is not approved, there will be no FFS contract in place to feed Soldiers at the Dining Facilities from 7 February 2019 until the new contract is awarded.
6. Efforts to Obtain Competition: The Contracting Officer published the notice required by FAR 5.201 on 6 November 2015. The solicitation was published on the Government Point of Entry (FBO) as a HUBZone set-aside with the caveat that the SLA, considered other than a small business, would be allowed to compete under the provisions of the R- SA on 10 February 2016 and proposals were received 11 March 2016 however the solicitation cannot be acted on and a new contract awarded until the Dept. of Education binding arbitration is completed. The incumbent vendor has submitted a subcontracting plan for the current contract and has met all subcontracting goals.
7. Actions to Increase Competition: The actions taken to increase competition included posting a sources sought notice and conducting market research. Both were accomplished in compliance with DFARS PGI 206.304. Based on the results of market research MICC-FLW developed the Acquisition Strategy and Solicitation as a HUBZone set-aside with the caveat that the SLA, considered other than a small
