Sheet1
| Document Name | Section Number | Page | Question | Responses |
| Solicitation | SF33 Cell 3 | 1 | Is this Solicitation number correct? | The solicitation numbder is W911QY-17-R-0029. |
| Solicitation | C.6.1 - 6.5, 7.1.1 - 7.1.22, 7.2.1 - 7.9.14 | 26 | Will the government consider combining these sections to streamline and better organize the required tasks? As written, the PWS revisits and reorganizes tasks, specific tasks, and duties/tasks in each of these sections. | Section 7.2.1 - renumbered to correct sequence. Added BINT under 6.0 as 6.6. |
| Solicitation | C.7.1.1 - 7.1.22 | 27 | Does this section of the PWS list the desired positions to be filled, and does is complement or overlap the duties spelled out in Attachment A? The C.7.1.1 - 7.1.22 paragraphs appear to describe specific roles/duties for each named Labor Category/Position, but they do not align with Attachment A. For example, C.7.1.3 describes the duties of a Biomedical Engineer, but neither Attachment A nor Attachment C include the position of a Biomedical Engineer. Another example: C.7.1.18 describes the role of the Subject Matter Expert/Consultant in supporting the Military Psychiatry Branch, but no such position is listed in either Attachment A or C. C.7.1.21 Technical Program Manager is not reflected in either Attachment A or C, etc. | Eliminated sections 7.1.1 thru 7.1.22 as suggested to avoid the PWS competing with the labor categories (attachment C). |
| Solicitation | C.7.2.2 | 34 | Section C.7.2.2 is nested under C.7.2.1, making all the requirements under it fall under C.7.2.2. Should these be under C.7.2.1 - Performance Assessment and Chemical Evaluation (PACE) Laboratory Support? | Sections have been renumbered. |
| Solicitation | C.7.3 | 36 | Should paragraphs C.7.3 through C.7.13 be nested under C.7.2 - Task Requirements, or are they a standalone requirement under C.7 - Specific Tasks? | Renumbered to remove nest tasks to identify the stand alone sections |
| Solicitation | C.7.6 | 38 | Will brain and poly trauma support be provided to BITN (per C.6.2, C7.6 and Attachment C), or BTNN (per Attachment A Positions 10, 11, and 12)? | Item 6.2 in Attacment A01 remains unchanged. Removed items 10-12 and added two BINT-specific labor categories in Attachment C. |
| Solicitation | C.7.10 | 41 | Section C.7.10 is missing; the numbering jumps from C.7.9 to C.7.11 | Section C, PWS, has been revised. |
| Solicitation | C11.4.2 | 52 | What are the actual number of Key Personnel required in this solicitation? This section states Key Personnel are identified in Attachment A. However, Attachment A does not closely align with the staff tables within the Attachment C Pricing template. For example, Attachment A does not include the Pricing template Task 100 (Military Psychiatry) positions of Epidemiologist, Principal Investigator, or Administrative Coordinator. Attachment A only includes two labor categories for the Military Psychiatry Branch: Labor Category 15 (Administrative Assistant) and 16 (Program Coordinator (Key Personnel)), yet neither of these labor categories are included in the Task 100 position list in the Pricing Volume. This type of mismatch is found between several sections of the Pricing template and Attachment A. | Attachment A has been update and is now aligned with the PWS, per Section 11.4.2 (Key Personnel) |
| Solicitation | L.3.1 | 94 | Please clarify proposal submission instructions. Section L.3.1 indicates that only electronic submittal is required, but Sections L.8.2.6 and L.8.3.1 refer to hard copy submissions. | No hard copies are to be submitted. Submittals are electronic only IAW L.3.1. |
| Solicitation | L.8.2.2 | 97 | Is there a desired/required proposal font? | Times New Roman is acceptable, but there is no required font. |
| Solicitation | L.8.8 | 99 | Should the title of L.8.8 be Volume III - Personnel to be consistent with L.8.3.1 - Table 1? | Section L has been revised to remove reference to hard copies. |
| Solicitation | L.8.7.1 | 99 | Section L.8.7.1’s instructions on how to respond to the Technical Approach (Vol 2) just indicate to respond to the PWS. However, Section C is the PWS, and within Section C, there is a subsection called ‘Performance Work Statement.’ It is unclear what specifically Offerors need to respond to. | Section C is the Performance Work Statement. All Elements in Section C are the Performance Work Statement. |
| Solicitation | L.8.10.1.1 | 100 | Solicitation states that subcontractor's rates must be rolled up into prime's data. This would allow prime contractors to see the proprietary data of their subcontractors. Will the government consider allowing subcontractors to reveal only loaded rates to their Prime, and submit their pricing detail directly to the government via sealed package? | Subcontractors, may submit pricing proposals directly to the Government POC or as part of the Offeror's proposal package. In this case, the subcontractor is responsible for ensuring all identifying data linking to the RFP # and the Prime contractor submittal is correct. The Government will not make assumptions or request clarification of incorrect data relating to a separate direct submittal. |
| Attachment C: Price Proposal Form | Base and Option Year Tabs | Is this a fixed level of effort across all contract years (base and options)? | This is a fixed level of effort. All positions, as listed in Attachment C, are to be in place on day 1 of the base period. | |
| Attachment C: Price Proposal Form | Base Year-Option Years | N/A | The overhead calculation in the current pricing template does not accurately reflect our approved DCAA/DCMA accounting practices. More specifically, the base to which overhead is typically applied, consists of both Direct Labor and Fringe on Direct Labor. The calculation in the pricing template only considers direct labor. Will the government consider revising the pricing template, or allow offerors to modify the template to adhere to their approved accounting procedures? | Attachment C has been revised to allow for contractor caluclation versus autocalculation . The contract is FFP, and the pricing proposal sheet is broken out to allow for adequate evaluation of proposal prices for price reasonableness IAW all the methods identified in FAR 15.404(b), to include data other than certified cost or pricing data. |
| Solicitation | C.5.2 and L.8.8.1 | 21, 99 | Section C.5.2 details requirements for discussion within the Task Management Plan - Deliverable 1. These include "the Offeror's approach to recruiting, selecting, hiring, and managing employees in multiple duty locations." |
Section L.8.8.1 describes the required content of the Personnel Volume, which also includes "provide staffing plans, specifically addressing vacancies and maintaining Key Personnel."
| Because the Task Management Plan must address the management of both Key and no-Key personnel, can the offeror limit the Key personnel management discussion to just one location, within the Task Management Plan? | Section L.8.8 has been revised. The submittal requirement for Section L.8.7 remains unchanged and Offeror's shall submit for multiple duty location for the TMP. | |||
| Solicitation | C.5.4.1 and C.5.4.3 | 22-23 | The C.5.4.3 Outgoing Transition Plan - Deliverable 6 required topics include "Transfer of compiled and uncompiled source code, to include all versions, maintenance updates and patches (if applicable)". This would be consistent with contractor-maintained or developed tools transferring to the successor contractor. |
However, the C.5.4.1 Incoming Transition Plan - Deliverable 4 topics do NOT include similar source code, updates, etc.
Does any such code currently exist for the tasks covered by this PWS?
| If yes, will the government require the outgoing contractor to turn over any contractor-developed or maintained tools and source code/updates for the incoming contractor to use, as would be required for us under C.5.4.3? | Yes, the Government will provide all Government owned materials, databases, software, etc, post-award, to the awardee only. | ||||
| Solicitation | C.7.7.3 | 39 | Are the 'in house resources' mentioned in this section government-owned, and available for contractor use to update resilience training materials? | Yes. | |
| Solicitation | C 7.7.8 | 39 | Will the government provide the incoming contractor with all current source code, existing databases, data templates, query scripts, etc. related to resilience research and training? | Yes, the Government will provide all Government owned materials, post-award, to the awardee only. | |
| Solicitation | C.7.7.8 | 39 | Will the government provide the incoming contractor with all current resilience-related marketing, video and printed matter for update purposes? | Yes, the Government will provide all Government owned materials, post-award, to the awardee only. | |
| Solicitation | L.7 | 95 | We are almost halfway through the proposal calendar without clarification of the titles/duties of Key personnel, and related scope inconsistencies between the PWS, pricing template, and Attachment A. Assuming such clarifications are forthcoming, will the government consider extending the proposal due date to allow vendors to adjust thiir proposal development and Key personnel recruiting efforts accordingly? | The proposal due date has been extended to April 25th, 2017 at 4pm EST. | |
| Solicitation | L 8.8.1 | 99 | Do any of the positions covered under this RFP require a security clearance? The discussion of required CV/resume content omits any reference to security clearance. The RFP appears to be silent on clearance requirements. | No security clearance required. | |
| Solicitation | L.8.3 | 98 | Per the RFP in L.8.3.1, offerors will prepare the number of copies “as shown in the table below.” However, there is no such indication. For the proposal volumes, the RFP states to provide “one hardcopy” marked ORIGINAL and “additional hardcopies” clearly marked as COPY. |
a. How many additional hardcopies of each of the five volumes will the government require?
b. Since no amount is indicated, did the Government intend to have the volumes delivered electronically?
| No hard copies are to be submitted. Submittals are electronic only IAW L.3.1. All references to hard copy submittals has been removed. | ||||
| Attachment A – Labor Categories and Descriptions | #6 and #27 | 2 and 7 | Labor category # 6 and 27 both indicate “Experimental Human Stress Study Specialist.” How many Experimental Human Stress Study Specialist are required to fill the Key Personnel requirements? | Please see the revised Attachments A. |
| Solicitation | SECTION 5.1 Performance Requirements | “The Contractor shall furnish the necessary personnel, equipment, supplies…” does this include laboratory equipment? | No. All equipment is in place at the Government facilites, where performance will occur. | |
| Solicitation | SECTION 11.4.2 Key Personnel | Must the key personnel proposed be current employees of the Offeror or can they be potential employees as long as the Offeror provides a signed LOI from the candidate? | Key personnel may be potential employees but a LOI is required for Key Personnel. | |
| Attachment A – Labor Categories and Descriptions | #6 and #27 | Experimental Human Stress Study Specialist (Key Personnel). The position is listed twice. Is this a duplicate entry or 2 key personnel positions? | Please see the revised Attachment A. | |
| Solicitation | H.2 and L.8.8.1 | As shown in Attachment A and referenced in RFP Section’s H.2 and L.8.8.1, there are a significant number of key personnel, and thus a significant number of resumes to be submitted with the proposal, which can give a competitive advantage to the incumbent. Would the Government consider reducing the number of key personnel/resumes? | Please see the revised Attachment A. | |
| Attachment A - Labor Categories and Descriptions | Given the number of Key Personnel specified, there is an assumption that these are personnel currently on the contract and are preferred individuals by the Government. The incumbent or its Small Business surrogate would have a competitive advantage knowing the salaries of such personnel. Are all of these personnel “key” as defined by the FAR? | The assumption that the key personnel listed relate directly to the personnel currently employed is incorrect. The Key personnel are listed as such as they are vital to mission success of the requirement. | ||
| Attachment A - Labor Categories and Descriptions |
and Attachment C - Price Proposal Worksheet
| The labor categories provided in Attachment A, Labor Categories and Descriptions, and Attachment C, Price Proposal Worksheet do not crosswalk, thus impacting development of pricing. In addition, Attachment A has 28 distinct labor categories and Attachment C provides pricing for 57 FTEs across 22 labor categories. Will the Government provide a crosswalk of the Labor Categories listed in Attachment A with those provided in Attachment C? | Please see the revised Attachments A & C. | |
| Attachment A - Labor Categories and Descriptions |
and Attachment C - Price Proposal Worksheet
| Will the Government confirm that the position listed as ‘Epidemiologist’ in Attachment C is correct? If so, there is no corresponding labor category description listed in Attachment A. Will the Government please provide a labor category description in Attachment A? | Please see the revised Attachments A & C. | ||
| Attachment A - Labor Categories and Description | Which of the positions listed in Attachment A are to be located at the US Army Medical Research Detachment – West, Joint Base Lewis McChord, Washington? | The PWS, Section C has been revised to include this information. | |
| Attachment A - Labor Categories and Descriptions |
and Attachment C - Price Proposal Worksheet
| Which of the positions listed in Attachment A and Attachment C are to be located at the US Army Research Institute for the Behavioral and Social Sciences, Fort Hood Research Unit? | The PWS, Section C has been revised to include this information. | ||
| Attachment A - Labor Categories and Descriptions | Are all of the positions listed in Attachment A currently filled? If not, which ones are vacant? | Proposals are to be submitted with qualified personnel for the individual positions, the offeror is responsible for locating personnel that meet the required qualifications, whether or not they are the incumbent personnel or whether or not the positions are currently filled, is irrevelant. | |
| Attachment C - Price Proposal Worksheet | Are all of the positions listed in Attachment C currently filled? If not, which ones are vacant? | Attachment A and C have been revised and now crosswalk correctly. | |
| Attachment C - Price Proposal Worksheet | Will the Government identify which positions listed in Attachment C are key personnel? | Attachment A and C have been revised and now crosswalk correctly. See revised Attachment A for Key Personnel. | |
| Attachment C - Price Proposal Worksheet | The price proposal worksheet (Attachment C) is in the format of a Cost Plus proposal where offerors need to show DL, fringe, OH, G&A, and profit. This information is not usually disclosed for a FFP proposal. Does the government need to see this detail? Or will the government consider a template more in line with FFP proposals that only shows hours, price rates and total dollars? | The contract is FFP, and the pricing proposal sheet is broken out to allow for adequate evaluation of proposal prices for price reasonableness IAW all the methods identified in FAR 15.404(b), to include data other than certified cost or pricing data. | |
| Attachment C - Price Proposal Worksheet | Many of the personnel described in the PWS are high skilled and high cost staff. Would the Government consider making this a CPFF contract? This would save the Government dollars in the long run. | As this scope is a level of effort for full-time services, there is sufficient reasoning for this contract to remain as a FFP type contract. | |
| Attachment C - Price Proposal Worksheet |
and PWS Section 11.5.1.2
| The state of Washington has a Business & Occupation (B&O) tax that is calculated on the gross income from activities, including services. This tax is generally billed as an Other Direct (ODC) under Government contracts. Please confirm that this expense will be authorized as billable to the contract as an ODC. | The Federal Government is exempt from state taxes. A tax exempt form will be provided post award, upon request. These costs are not allowable for billing. | ||
| Attachment C - Price Proposal Worksheet | It is unclear how offerors are expected to propose Subcontractor costs. Would the Government please provide instructions for Subcontractor pricing? | Subcontractor costs may be rolled into Attachment C, Price Proposal worksheet within the labor rates. Pricing is not required to reflect separate costs per prime and subcontractor. Direct submittals from subcontractors, if they wish, will be accepted. See question and response #14. The contract is FFP, and the pricing proposal sheet is broken out to allow for adequate evaluation of proposal prices for price reasonableness IAW all the methods identified in FAR 15.404(b), to include data other than certified cost or pricing data. | |
| Attachment C - Price Proposal Worksheet | Does the Government want to see subcontractor pricing? If so, does the Government require a sealed bid pricing submission from Subcontractors submitted directly to the Government? | See response above. | |
| Attachment C - Price Proposal Worksheet | Can the Government explain the intent of the Incoming Transition tab on the pricing template? Should offerors price hours for each Labor Category that will transition? | The Offeror should propose an amount, on a FFP basis, that will cover the tasks identified in The PWS, Section C 5.4.1, as well as any filled labor positions during that time. | |
