SCOPE OF WORK
Spill Response and Spill Cleanup – PR#63019652
Background: Watervliet Arsenal (WVA) is an industrial facility located in Watervliet, New York that manufactures cannons and large caliber weapon systems. WVA stores and handles large quantities of petroleum oil products and hazardous chemicals during routine operations. The installation is located less than 500 feet from the Hudson River and has a stormsewer system that discharges to both the Hudson River and the Kromma Kill. WVA has a Fire Department (FD) located on the installation that provides initial response to spill scenarios. The FD’s function is to attempt to contain the spill and prevent further migration of the product.
GENERAL REQUIREMENTS
A. Responsibility: The CONTRACTOR shall furnish sufficient technical, supervisory, and administrative personnel to ensure the expeditious accomplishment of the work specified in this Scope of Work (SOW). Additionally, the CONTRACTOR shall furnish all labor, materials, supplies, equipment, and travel required in connection with this SOW.
B. Direction: While at WVA performing services, the CONTRACTOR shall accept directions only from the WVA’s On Scene Coordinator (OSC), Contracting Officer’s Representative (COR), the WVA Fire Department’s highest ranking officer on scene, or the Contracting Officer (KO).
1.0 INTRODUCTION
1.1 GENERAL SCOPE
The scope of this contract involves different levels of response to a petroleum or hazardous materials spill on an as needed basis. Spills may occur and travel to any of several surface types and/or environmental receptors. These include, but are not limited to; concrete, asphalt, wood block flooring, stone, soil, storm sewer catch basins, the local waterways, etc. Spills may occur at any time of day or night. The contractor will remove and cleanup the spilled material, absorbent material, other impacted materials, and clean all affected surfaces. The contractor is responsible for the final cleanup of the spilled material. This may include continued maintenance cleaning to completely remove all spilled material and clean affected surfaces.
Cleanup of spills contained by WVA- The contractor will be required to respond as soon as possible to all calls, but no later than two (2) hours after receiving the request.
Emergency Response - In the event that a spill cannot be contained by the WVA Fire Department, the CONTRACTOR will be required to respond and augment WVA personnel and equipment. The contractor should anticipate large volumes of product or product that has reached an environmentally sensitive receptor such as the local waterways. Response time to WVA must be as soon as possible, but no later than one (1) hour after the initial phone call from WVA. The contractor will be required to provide an emergency response fee in the bid, to be charged if an emergency response is requested by WVA.
The CONTRACTOR shall plan and execute the required tasks of this SOW within the approved timeframe and contract period. This work shall be completed in accordance with all applicable Federal, State, and local regulations. The CONTRACTOR must have and maintain the proper certifications to respond to a spill/release.
The CONTRACTOR shall assume all responsibility for the accuracy and completeness of the work and services for the described project in accordance with established criteria, standards, and instructions. The CONTRACTOR and all of its subcontractors must comply with statutes and regulations of the New York State Department of Environmental Conservation, United States Environmental Protection Agency, Department of Transportation, and Occupational Safety & Health Administration. Should the CONTRACTOR receive any directions or criteria that are beyond contract scope the CONTRACTOR shall notify the KO or COR immediately, and follow up in writing describing the change(s) and impact on the effort within five calendar days.
1.2 WASTE MANAGEMENT
All waste collected will be put into CONTRACTOR supplied containers. If available, WVA may provide containers for waste collection. All waste containers will be turned in to the WVA’s hazardous waste storage facility for WVA to dispose of.
The CONTRACTOR is responsible for the disposal of non-hazardous waste in CONTRACTOR owned equipment (e.g. vacuum truck contents). The contractor is required to provide disposal documentation for all waste removed from the installation. Any hazardous waste generated must be turned over to WVA for disposal.
1.3 ANALYTICAL WORK
If samples are needed to be collected for waste characterization, WVA will collect these samples and send them out to an environmental laboratory for analysis. If samples are needed immediately to determine what the spill/release is, and WVA is not able to perform the work, the CONTRACTOR will take samples and send to one of their approved laboratories at the request of WVA, at the cost mark-up rate requested in the bid.
2.0 PLANS AND PROJECT MANAGEMENT
2.1 PROJECT TEAM
The CONTRACTOR shall assemble a team composed of personnel experienced in appropriate disciplines to perform the work.
2.2 COORDINATION
The CONTRACTOR shall coordinate through the OSC/COR or Fire Department. During the performance of the work under this SOW, the CONTRACTOR shall keep in close liaison with WVA. The WVA will provide coordination of the work with other agencies. All requests made to the CONTRACTOR by other agencies will be referred to the COR for action.
2.3 REVIEW OF PROGRESS AND TECHNICAL ADEQUACY
At appropriate times, the COR may review the progress and technical adequacy of the work. Such review will not relieve the CONTRACTOR from performing all contract requirements.
2.4 PROJECT RECORDS
At the completion of the project, the CONTRACTOR shall provide to the COR a complete set of project records including all correspondence, memorandums, trip reports, waste disposal records, confirmation notices, test results, submittals and any other records or documents generated from the project.
3.0 RELEASE OF INFORMATION
The CONTRACTOR shall not publicize nor release in any manner information or data on which they may be working, or any planning with anyone not directly concerned with the execution of the work under the SOW. Any inquiries about the SOW shall be referred to the KO. However, the above restrictions are not intended to interfere with notification of Federal, State, and local agencies required by applicable laws regarding releases of hazardous materials and substances and other such materials covered therein. When such notifications are required, the OSC/COR will immediately be notified. It is preferred that the OSC provide regulatory notifications to Federal, State, and local agencies.
4.0 BID INSTRUCTIONS
This is a non-minimum guaranteed Contract. WVA averages six to eight small spills (under 50 gallons, localized, etc) per calendar year with an occasional intermediate sized spill (>50<500 gallons, affecting an environmental receptor or waterway, etc). Most spills are contained by WVA and do not require an emergency response. WVA last incurred a major spill event over a decade ago. A major spill will require response under this Contract but the bulk of the clean-up effort will be assumed by a GSA Contractor.
Provide a rate for all labor, equipment, and materials included in the attached spreadsheet.
Provide a mark-up rate to be used for equipment, materials, sub-contractors, and disposal costs not specified on the rate sheet.
Provide an Emergency Response Fee to be charged one time per spill event when the CONTRACTOR is required to respond to WVA within 1 hour of receiving the initial phone call.
