STATEMENT OF WORK (SOW)
FOR
FURNISH AND INSTALL PAINT BOOTH
AT
Watervliet Arsenal
Building 123
W16H1F9099VM
Support Division (TAWV-ODR)
PART 1 GENERAL
1.01 Overview.
A. This Statement of Work (SOW) defines the effort required to Furnish and Install Paint Booth Building
1.02 Hours of Operation.
A. Normal duty hours are 7:00 AM through 4:30 PM, Monday through Thursday, and 7:00 AM through
3:30 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.
1.03 General Requirements.
A. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

B. The contractor shall supply all tools, materials, supplies, equipment, labor, temporary utilities and supervision necessary for the complete execution of the requirements within the contract documents and requirements of this SOW.
1.04 Safety Requirements.
A. General.
1. The contractor shall be responsible for complying with all DOD, Army, Federal, and State health and safety requirements which are applicable to this project, and shall use all means and precautions available to ensure the safety of the occupants and protection to the existing buildings and structures.
1.05 Applicable Documents.
A. Watervliet Arsenal Instructions for Contractors (WAIC).
B. All applicable OSHA, NFPA‐33 Spray Application of Flammable or Combustible Materials C. NFPA 70 – National Electric Code (NEC), NFPA 33, OSHA 1910.107.

PART 2 ITEMS OF WORK
A. General.

FURNISH AND INSTALL PAINT BOOTH Building 123
PART 3 Background:
3.01 Watervliet Arsenal requires a new paint booth for Building 123.
PART 4 Applicable Documents: None
PART 5 Scope/Objective:
FURNISH AND INSTALL PAINT SPRAY BOOTH WITH MIXING ROOM, AND OVERHEAD CONVEYOR
SYSTEM FOR BUILDING 123, WATERVLIET ARSENAL, WATERVLIET, NY
PART 6 Requirements:
CONTRACTOR SHALL PROVIDE ALL LABOR, EQUIPMENT, AND MATERIALS FOR THE FURNISH
AND INSTALL PAINT BOOTH BUILDING 123.
Contractor will familiarize themselves with the site prior to submission of a quotation or work start. Failure to do so will not constitute any requests for modification or change orders due to lack of due diligence on contractor’s part.
1. DOWNDRAFT, PRESSURIZED, LARGE EQUIPMENT DRY FILTER PAINT SPRAY BOOTH.
a. Clean air (heated or unheated) is to be introduced into the booth through ceiling type intake plenum located at the top of the booth enclosure and exhausted through a filtered exhaust pit located in the floor of the booth. Air is to be pulled vertically downward from the ceiling of the booth to the floor at an average velocity to exceed 100 fpm minimum.
b. Price quote will need to include all ductwork required for the proper operation of the paint booth.
c. Working dimensions of the booth (or roughly thereof): 15’0” wide x 10’0” high x 28’0” deep
d. Approximate overall height of booth not to exceed 20’, due to site restrictions.
e. Booth is to consist of 18-gauge galvanized steel sheets
f. All electrical equipment must be explosion proof (certification of compliance will be provided )
g. Product entry door is to be a bi-fold type door 14’ wide x 10’ high with clear tempered glass observation windows.
h. Paint Booth will have personnel doors (3 ea), with panic latch. The doors will be minimum of 3’0” w x 7’0” high with clear 18” x 24” clear, tempered glass observation windows
i. Booth will run on a Control Panel – 480VAC, 3 Phase, 3 Wire, to be wired and installed by the contractor
j. Booth will have an Auto- Balancing system for Air flow
k. Stamped professional engineered drawings to be provided prior to installation, within 15 calendar days after award.
l. The paint booth must meet all NFPA-33 Safety requirements
m. Limit switches – (Proximity Switch) will be installed, and will shut down painting when booth doors are opened
2. NON-PRESSURIZED PAINT MIX ROOM
a. Clean air is to be introduced into the room through intake filters located at the front of the enclosure and is exhausted through a plenum at the rear of the room. Air is to be pulled horizontally from the front of the room through the entire working depth. Price quote to include all ductwork required for the proper operation of the paint booth.
b. Working Dimension (or roughly thereof); 9’0” wide x 8’0” high x 12’0” working depth
c. Room will be constructed of a minimum of 18-guage galvanized steel sheets.
d. Room will have a personnel access door (1 ea) with panic latch with clear tempered glass observation window
e. The room will run on a Control panel, 120v, (1 phase), NEMA 1 rated enclosure
3. PAINT SPRAY BOOTHS AND ASSOCATED EQUIPMENT MUST MEET ALL REQUIREMENTS OF
NFPA 33 AND CHAPTER 24 OF THE INTERNATIONAL FIRE CODE (IFC) AND OSHA 1910.107.
4. OVERHEAD CONVEYOR SYSTEM
Contractor will design and install new fixed in place overhead conveyor system approximately 120 ft long.
a. System must support 2 foot centers for small parts up to a maximum of 50 lbs; and 4 feet center for larger, 150lb parts.
b. Maximum load per pendant will not to exceed 50 lbs.
c. Conveyor loading will not exceed 40 lbs. per foot
d. System speed, will be variable of 2 FPM (Feet per Minute) to 8 FPM
e. System elevation shall not exceed 7’ 3”
f. Two operator push button stations are to be provided (start/stop/e-stop) and installed for use.
5. DRY CHEMICAL FIRE SUPPRESSION SYSTEM TO BE PROVIDED.
6. ASSEMBLY OF SPRAY BOOTH, AIR REPLACEMENT, CONVEYOR AND DUCTWORK
a. Quoted Prices will include all assembly of booths, conveyor, ductwork and all electrical connections and conduit. This is to include travel, lodging, per diem and any other expenses associated with requirement to complete the work on site.
b. Any floor demolition to accommodate exhaust ducting required is to be performed by contractor.
c. Flooring will be re-poured with concrete and brought to level grade for the application, with a smooth appearance and transition to existing surface.
d. Existing Gas lines will be brought to an agreed upon location at no cost to the contractor. Contractor will be required to connect the gas from paint booth to valve location, work done as per code and regulation; at a length no further than 15’.
PART 7 Close Out:
1. Successful completion of the install and equipment will be based on two successfully painted small parts;
inclusive of operation.
2. Contractor will clean up all excess materials, rubbish, and packaging to leave the area in a clean and neat appearance.
2. All operating manuals, product data, including replacement parts, and associated paperwork will be provided in one paper copy and one electronic copy (CD or other similar media) at the end of the period of performance and prior to close out.
3. A one year warranty will commence on all parts, labor and equipment once full install and completion is received.
