Performance Work Statement Repair Vehicle Scale Concrete Pad Building 25

Work Order #: 9PW218

Watervliet Arsenal Installation Management, Public Works Division Facilities Engineering (TAWV-IMP-F)

29 March 2019

1.0 Scope:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform repair of the vehicle scale as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The contractor shall perform to the standards in this contract.

2.0 Work Items:

A. The contractor shall personally see that the requirements of this contract are fully and faithfully complied with by all subcontractors, materialmen and workmen at all times, that all of this work is prosecuted with the utmost diligence, and that all materials are provided promptly in sufficient quantities in order not to delay the work.

B. All work shall be accomplished in a way that minimizes impact on pedestrian and vehicle traffic. The contractor shall maintain a safety perimeter around the construction zone at all times. Contractor is responsible for maintaining site barricades and work site security.

C. Demolition:

a. The contractor shall remove the existing fatigued weighbridge, roughly 700 square feet (70’ x 10’). The concrete deck shall be dismantled without damaging the adjacent building, support framing or pit structure.

i. The concrete deck is framed with steel channels that are welded to steel support modules.

ii. The entire length and width of the concrete deck is supported by an intricate steel I-beam support structure. The steel support assembly shall remain.

b. The contractor shall disconnect and secure all of the wiring and controls within the pit area beneath the scale to avoid inadvertent damage. Access to the pit can be made through either of the 29 inch manholes.

c. The contractor shall ensure engineering controls are in place to limit dust. All materials shall be neatly and securely stored. Debris shall not spill or blow from trucks traveling to and from the worksite; if material is spilled, it shall be promptly cleaned up.

d. When finished, the contractor shall clean out the entire pit area. All debris removed shall be disposed of by the contractor offsite; to include the weighbridge.

D. New High Strength Weighbridge:

a. The contractor shall furnish and install a new Mettler Toledo, Model #7541, weighbridge over the existing support structure. The new assembly shall be capable of handling high volumes of heavy trucks.

b. The new deck shall be a minimum of 6 inches thick and incorporate 2 manholes to allow easy access to the pit for service.

c. The bottom plate shall be galvanized corrugated decking having a minimum thickness of 3/16 of an inch (26 Gauge). Contractor shall properly brace and secure sheets for concrete pour.

d. The contractor shall install one mat of ASTM A615 Grade 60, #4 epoxy coated rebar reinforcement. Reinforcement shall be constructed into a 12 inch by 12 inch grid with a minimum concrete coverage of 3 inches on all sides.

e. The new deck shall be field poured within a 6 inch C-channel frame and constructed of concrete with a minimum strength of 4,000 psi at a 28-day cure with 5 to 7 percent air entrainment. The contractor shall use ready-mixed concrete conforming to the latest edition of ASTM Specification C94/C94M.

f. The contractor shall furnish and install new sections of 2 inch by 2 inch by ¼ inch angle steel, roughly 6.33 feet overall, where it is missing around the perimeter of the pit. Contractor shall square off the ends of the existing angle steel so the new sections butt up flush. Angle steel shall be welded together and anchored to the concrete in a manner that will not affect operation of the scale.

g. All welding shall be completed in accordance with the American Welding Society (AWS) D1.1 Structural Welding Code. Welding shall only be performed by welding operators who have been certified to this code.

h. When complete, the new weighbridge shall be flush and even with the surrounding pit and pavement surfaces.

E. Repair Approaches:

a. The contractor shall make perpendicular saw cuts at least 2 inches deep, but no deeper than the reinforcing steel, a minimum of 1 inch outside of the spalled areas to be repaired to delineate the perimeter of the repair area and avoid feather edges. Saw cut shall have no angles less than 90 degrees. Contractor shall exercise caution so as not to cut through existing reinforcement or embedded metal not to be removed. Edges of repaired areas which are not mechanically anchored shall be slightly keyed.

b. The contractor shall chip out concrete within the cuts to a minimum depth of 2 inches and until the area is squared or boxed in shape. Care shall be taken to avoid damage to adjacent surfaces and concrete that is not to be removed. Contractor shall be responsible to repair any such damage at no additional cost to the Government.

c. The contractor shall clean all surfaces of dust, dirt, oil, grease, paints, glues, sealers, curing agents, efflorescence, chemical contaminants, algae, mildew, or any other foreign matter that may serve as a bond breaker. Contractor shall use detergents/cleaners formulated to remove contaminants from concrete. Do NOT use solvents for removal of oil or grease. All traces of cleaning agents and contaminants shall be removed from the surface.

d. The contractor shall fill the deteriorated areas with a high early strength, single component, permanent concrete repair material, and re-build as necessary to bring damaged areas back to their original configuration. Product shall be ARDEX TRM Transportation Repair Mortar or equivalent.

e. The contractor shall remove excess concrete from adjacent surfaces before the concrete hardens. Do NOT feather concrete out onto adjacent surfaces.

f. Once the concrete has hardened, the contractor shall apply a sealer. Sealer shall be compatible with the repair material and applied to all areas in accordance with manufacturer’s recommendations.

F. Concrete Testing:

a. The contractor shall perform slump tests on each truckload of concrete delivered to the site. The contractor shall provide test results to the Government for all slump and air tests no later than the end of the work day that the concrete was delivered. Truckloads not meeting slump or air requirements on delivery shall be rejected.

b. The contractor shall perform compressive tests on the concrete with every truck delivery ensuring the batch meets the specified compressive strength. All tests shall be performed according to the American Concrete Institute’s Building Code Requirements for Reinforced Concrete. (ACI 318) Test results shall be provided to the Project Contracting Officer Representative (COR) when the 7 day and 28 day strength is reached for verification.

G. Concrete Placement:

a. Concrete shall not be placed when the temperature drops below 40° F unless approval is given in writing. Provisions must be made to protect the concrete from freezing during the entire curing period.

b. Placement temperature of concrete shall not exceed 85° F (unless an approved retarder is used). Provisions shall be made to maintain the temperature below this specified level.

c. Concrete shall be protected against loss of moisture and rapid temperature change for at least 7 days after placement. Fresh concrete shall be protected from rain and flowing water until hard. All equipment required for protection must be on hand prior to placing the concrete.

d. Concrete shall be properly cured in accordance with ACI 308.1. Contractor shall use an appropriate curing method which satisfies the physical project conditions and exposure temperature. All concrete work shall be in accordance with the established procedures as set forth by the American Concrete Institute (ACI).

H. Painting:

a. The contractor shall clean the entire steel structure prior to the addition of any coatings or paint.

b. The Project COR will inspect the steel prior to application of any coatings to the prepared steel surfaces.

c. All steel surfaces shall be free of welding gases, residue, oil, mill scale, rust or any other foreign material.

d. All non-visible steel shall be evenly coated with an asphalt emulsified undercoating.

e. All visible steel surfaces shall receive a 3-5 mill application of a high solids urethane primer and a high solids acrylic urethane top coat. Finish color to match existing.

f. All coatings shall be applied in accordance with the manufacturer’s recommendations.

3.0 General Information/Requirements:

A. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.

B. The contractor is not required to perform services on the following holidays:

C. The work to be performed under this contract will be performed at the Watervliet Arsenal.

D. The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

E. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

F. The contractor shall, prior to submitting a proposal, review (i) all contract documents, and (ii) the project work site, and shall provide written notice to Contracting Specialist detailing any discrepancies that are found between the contract documents and the project work site.

G. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work.

H. The contractor shall be required to work independently once oriented, to accomplish the work within the specified time frame. Work is to be conducted in a manner which would present the least amount of disruption to the residents.

I. The contactor shall clean the work area, at the end of each work day, to remove all tools, equipment, debris, materials, and all waste from the site.

J. The Government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population.

K. The contractor shall submit copies of all Bills of Lading and Weight Slips associated with the disposal of construction and demolition (C&D) debris and/or recycled materials, under this PWS.

L. The contractor shall repair any items, building surfaces, equipment or miscellaneous items which were damaged during the execution of this SOW. Items that cannot be repaired to restore original function or aesthetics shall be replaced in kind by the contractor at no additional charge to the Government.

4.0 Period of Performance:

The contractor shall be required to (i) commence work under this contract within 7 calendar days after the date the contractor receives notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than [60] calendar days after notice to proceed was given. The time stated for completion shall include final cleanup of the premises.
